STATEMENT OF WORK

CANE RIVER CREOLE NATIONAL HISTORICAL PARK
RELOCATE MUSEUM COLLECTION
I. SCOPE
Cane River Creole National Historical Park (CARI) seeks contracted professional services to pack and relocate the park’s museum collection to a new storage facility in Natchitoches, LA. The project involves relocating museum objects as well as moving storage and office furnishings from the existing Curation Facility at 400 Rapides Drive Natchitoches, LA 71457 to the new Museum Collection Storage Facility located at 720 Sixth Street Natchitoches, LA 71457. In addition, the Contractor shall physically disassemble, transport, and reassemble some storage furnishings as indicated.
Representing the continuum of occupation from Precontact to the end of the Plantation era, the CARI museum collection comprises museum objects and archives, including one-of-a-kind examples of tools, furniture, decorative arts, and architectural elements handcrafted by enslaved people in the Cane River region and items imported from around the world. The collection spans the cultures of the Old and New World and represents the global context of Oakland and Magnolia Plantations and the broader Cane River community. The park has an extensive, highly diverse museum collection that comprises almost 500,000 three-dimensional objects and archival items. Approximately half of this collection is currently stored at the park’s Curation Facility. The collection’s breadth and diversity is illustrated by the wide range of history collections, including paintings, decorative arts, hand tools, farming equipment, architectural elements, textiles, works of art on paper, photographs, and extensive archival materials that were created locally or were imported by the Planter families from regional and international sources. Many objects are vernacular, one-of-a-kind, handmade tools and decorative items made and used by enslaved workers, American Indians, and others who worked and lived in the Cane River region. The collection is used by park staff, visitors, researchers, and traditionally associated people to understand the material culture and reconnect the lives of enslaved people, owners, overseers, associated families, and Louisiana plantation history and rural life.

VI. DATA AND MATERIALS TO BE PROVIDED BY NPS
The NPS will provide the Museum Storage Design Plan and Facility Schematics to indicate the intended layout and arrangement of storage furnishings and museum objects at the new Museum Collection Storage Facility. The NPS will also provide images depicting the museum objects and storage furnishings in use at the current Curation Facility.

VII. PROJECT DESCRIPTION
The purpose of this project is to:
1. Pack and relocate museum objects
2. Relocate museum storage racks, cabinetry, and units
3. Relocate office furnishings
The contractor shall furnish all labor, supervision, materials, equipment and expertise to ensure museum objects and storage furnishings currently stored at the existing Curation Facility are safely moved to the Museum Collection Storage Facility. All museum objects and storage furnishings must be moved from the leased storage space (approximately 8000 sq. ft.) at 400 Rapides Drive to approximately 10,000 sq. feet at the new facility at 720 Sixth Street. Anticipated move date will occur sometime between October 19, 2020 and February 19, 2021. The move cannot begin until after construction is complete at the new facility at 720 Sixth Street, including the installation of compacting storage systems.
Exact move date shall be determined in consultation with COR. Packing can begin prior to the move in consultation with COR.

1. PACK AND RELOCATE MUSEUM OBJECTS
NPS staff have packed approximately 1,100 boxes of varying sizes that are to be moved. Packed boxes must be transported upright. All boxes should be handled with care to prevent damage to the boxes or their contents. Some boxes have been marked as top load or fragile and special care must be taken in handling, placement and transport of these boxes. Other large, irregularly shaped objects are packed in bubble-wrap and wrapped in moving blankets, padded papers, and foam. Such wrapped objects should be handled with additional care and not placed under boxes. Prior to the move, the Contractor shall document the existing storage situation in order to replace all boxed and loose museum objects to their respective locations on or in storage furnishings.
For all objects not already packed in a box or wrapped, the Contractor shall supply all necessary supplies required for wrapping, packing, crating, and other material needed to safely pack the items for shipment. All objects shall be packed to minimize shock and vibration during transport. Objects shall be buffered with archival or acid-free products prior to being wrapped and packed to avoid potential damage. Objects should be containerized wherever possible with two-ply corrugated or hard-sided crates. Objects that cannot be containerized shall have sufficient padding and wrapping to avoid damage.
For each new box, crate, or wrapped object packed by the contractor, the contractor shall label each with a sequential number. The box shall contain an inventory list designating the box number as well as a list consisting of the object catalog number, the item count, a brief description of the object and any significant note to the condition of the object. A duplicate of the box inventory shall be provided to the park upon the removal of the objects from the museum site.
Additional objects, primarily large architectural elements and agricultural implements require additional wrapping and packing. Some of these museum objects are stored on pallets and may be moved on those pallets if they can be secured in a manner that allows for safe transport. CARI museum objects further include large and irregularly shaped History objects, which are not currently located on shelving or within cabinetry. Large and irregularly shaped museum objects may be fragile. The contractor shall accept all responsibility for securing such objects so that they are intact throughout the process, and no damage shall come to them.
The table includes a limited sample of irregular objects to be moved, some of which may be boxed or packed by NPS staff. Some padding, wrapping, and/or crating shall be required of the Contractor. Images depicting some museum objects are included as Attachment 2. Participation in a site visit is strongly suggested to understand the number and type of items being moved.

2. RELOCATE MUSEUM STORAGE RACKS, CABINETRY, AND UNITS
CARI currently maintains a variety of archival containers, open shelving units, museum cabinets, and storage products for protection and preservation of the park’s museum collection. The park intends to continue using these storage furnishings at the new facility to the maximum extent possible.
NPS staff will remove and pack the contents of all cabinets in boxes and/or wrapping prior to the move.
The Contractor is responsible for packing the loose contents of some open storage racks. The Contractor is responsible for packing storage furnishings including potential removal and securing of interior shelves and compartments. The Contractor shall relocate museum fixtures in a single piece, without disassembly, to the extent possible. Disassembly of some furnishings, including large open shelving, may be required to maneuver through doorways and/or for transportation purposes.
The Contractor shall position and arrange the museum storage furnishings in the manner depicted in the Museum Storage Design Plan. Refer to the tables indicating the inventory of existing CARI museum racks, shelving, and cabinetry for quantities, dimensions, and specifications. Images depicting museum storage furnishings are included as Attachment 2.

3. RELOCATE OFFICE FURNISHINGS
CARI currently maintains a variety of office furnishings which require relocation to the new facility.
Office furnishings include but are not limited to desks, file cabinets, bookcases, supply cabinets, chest freezer, carts, stands, shelves, etc. The Contractor is responsible for packing office furnishings including potential disassembly and reassembly. The Contractor shall relocate office furnishings without disassembly to the extent possible.

VIII. SCOPE OF SERVICE REQUIREMENTS
1. CONTRACTOR GENERAL REQUIREMENTS
A. Scheduling of the move shall be coordinated with the Contracting Officer Representative (COR), or designee to allow the NPS adequate time to ensure sufficient NPS representation at both the pick-up and delivery location (Curation Facility) and notification of staff at the new Museum Collections Storage Facility.
B. A safety plan shall be submitted for NPS approval prior to any onsite work taking place.
C. All work performed at these facilities shall occur between the hours of 8:00 AM and 4:30 PM. Weekend, holiday and late or early hours of work must be agreed upon prior to scheduling. NPS representatives must be present at all times.
D. All museum objects being moved shall be handled such that they remain in an upright position when picked up, moved, and re-positioned at their new location.
E. The Contractor shall propose all handling and moving equipment and packing and padding supplies prior to use.
F. The Contractor shall transport NPS property in such a way that the property is secure and protected from damage from handling, vibrations, moisture, weather hazards, and all other causes. Strategies such as padding and plastic wrapping shall be used to provide optimum protection for NPS property from the time it is removed from its current location to the time it is placed in its new location.
G. At no time shall the Contractor leave NPS property unattended or in unsecured areas. Absolutely no items are to be left in trucks overnight.
H. The Contractor shall provide adequate protection for the floors, wall surfaces and corners, doors, door frames, windows, shelving, furnishings and other features at both facilities. Effective use shall be made of protective materials such as plywood, corrugated board, doorframe protectors, and styrofoam corner protectors. The Contractor shall be responsible for any and all loss or damage to buildings, building sites, NPS property and City of Natchitoches property by theft, accident, or other means during the performance of the project.
I. The Contractor shall keep all work areas at the facilities clean and free of debris.
Contractor generated trash and debris shall be removed at the end of each work shift and legally disposed of by the Contractor. Use of NPS and City of Natchitoches dumpster(s) is not allowed.
J. The Contractor shall provide proof of basic carrier liability insurance as well as standard insurance and bonding which covers the company and its employees against neglect, accident, theft and damage.
K. If awarded and exercised, the Contractor shall provide additional insurance in the amount of $1 million using a qualified insurance underwriter. Insurance certificate shall be provided to the CO prior to any onsite work taking place.
L. To assure the safety and protection of the collection throughout all phases of this project, the Contractor and/or representatives of the Contractor, shall not advertise/publicize/cite their involvement with any phase of the project in any way (including, but not limited to, websites, handouts, flyers, brochures, newsletters, reports, traditional media and social networking sites [e.g. Facebook, Instagram, Twitter, Foursquare]) until after contract closeout.
M. Moving staff must individually check-in with the COR via sign-in log at the onset and upon completion of each shift.
2. LOGISTICS OF EXISTING CURATION FACILITY
A. The existing CARI Curation Facility at 400 Rapides Drive is a GSA-leased facility in which the park’s museum collection is currently stored and managed. The facility also contains offices and workspaces used by NPS staff, Contractors, and researchers. The Contractor is responsible for relocating the museum objects and storage furnishings therein to the new facility at 720 Sixth Street.
B. The facility at 400 Rapides Drive consists of a single story with no loading dock.
C. To enter the facility, proceed through the gate on the left/south side. Access to the facility is available through the rear of the building.
D. Two doorway openings are available for use to transport objects and fixtures.

F. NPS staff will pack as many objects as possible ahead of the contracted move.
G. Contractor staff shall utilize the Museum Storage Design Plan and shall reference the numbers and data per room spaces, racks, cabinets, some objects, etc.
3. LOGISTICS OF NEW MUSEUM COLLECTIONS STORAGE FACILITY
A. The CARI Museum Collections Storage Facility located at 720 Sixth Street is owned by the City of Natchitoches and is currently leased to the NPS.
1. The facility contains currently unused offices and workspaces.
2. The facility will be empty at the time of the move.
3. Some new storage furnishings shall be installed by the time of the move.
B. There are two options available to enter the facility, depending the task:
1. Primary: Proceed to the loading ramp on the left/south side of the facility.
a. Receiving Area A: Loading Dock/Ramp
i. Loading dock/ramp dimensions: 14’ W X 60’ L (approximate)
ii. Overhead doorway from loading dock into building dimensions: 14’ W X 10’ H
iii. Overhead doorway Room 110 dimensions: 8’ W X 10’ H
2. Alternative: Proceed through the gate on the right/north side of the facility.
A buzzer is available to request access into the fenced area.

C. Unless otherwise indicated, all museum objects shall be delivered to Rooms 110 and 111 within the facility.
D. All office furniture and miscellaneous items shall be delivered to Rooms 101 – 108 and mezzanine in coordination with COR.
4. CONTRACTOR STAFF
A. All work shall be performed in a safe and professional manner.
B. All Contractor staff shall wear name badges and a form of identification that is clearly discernible (T-shirts bearing the company name, for example) at all times during the move.
C. The Contractor shall ensure that his or her employees comply with NPS facility regulations while at work sites. Employees shall refrain from eating, drinking, or smoking except in designated areas and at all times when handling the items being moved. Work sites, including outdoor areas, shall be kept free from food wrappers, drink containers, and the remains of cigarettes.
D. Contractor staff shall wear gloves at all times during the transportation of museum objects and office furnishings.
E. The Contractor shall designate a move supervisor to manage all labor at both origin and destination. The supervisor shall work with the COR during all phases of the wrapping, packing, crating and move and shall support all decisions made by the CO, or designee, concerning temporary work stoppages that impact the safety and protection of the staff, museum objects, storage furnishings, or the facilities.
5. VEHICLES AND MOVING EQUIPMENT
A. The Contractor shall provide trucks with air-ride suspension, rear lift gate, dual drivers, and constant communication ability with their main office through GPS tracking or other secure method. All trucks shall be clearly marked and identified as part of the Contractor’s fleet of vehicles. Temperature controlled environment is required in the moving trucks.
B. Contractor trucks used for transportation shall be hard sided and clean with no residue of foodstuffs, chemicals, hazardous materials, stains from previous use.
C. Contractor vehicles shall not leak and there shall be no possibility that water can get inside the truck during inclement weather.
D. The Contractor vehicles that shall transport the museum collections shall carry fire suppression (fire extinguishers) equipment and staff trained in its use to be immediately available in case of emergencies.
E. Museum objects and storage furnishings shall be secured in the Contractor vehicles with appropriate Contractor-provided locks and security seals for the cargo area during transport. At any time the collection, or any part thereof, is loaded in a truck, and doors of the vehicle are not locked, at least one member of the Contractor staff shall be present to monitor all access to the vehicle. The objects shall not be co-mingled with any other holdings or non-park property.
F. The Contractor staff are not authorized to open any box unless requested by the CO or COR.
G. Other than the observance of traffic laws, vehicles shall not make stops during the park to storage facility transport.
6. CONTRACTOR SHALL PROVIDE
A. All necessary supplies required for wrapping, packing and crating items that have not been previously boxed by NPS staff, including shrink wrap, moving blankets, bubble wrap, protective foam, etc.
B. All necessary supplies required to palletize items or boxes.
C. All necessary supplies to protect the walls and floors in the structure.
D. All necessary heavy equipment such as pallet jacks.
E. Any necessary loading/unloading equipment such as ramps, dollies, carts, hand trucks and lifts, etc.
F. Any necessary hand tools required for fabricating/adjusting boxes and crates and for disassembly and reassembly of storage furnishings.
G. Power supply or generator (if needed).
H. Moving staff skilled in the knowledge and use of museum quality packing, crating techniques, specialized handling, and careful moving of a wide range of irreplaceable museum collections.
7. NPS SHALL PROVIDE
A. MUSEUM STORAGE DESIGN PLAN AND FACILITY SCHEMATICS (ATTACHMENT 1)
1. The Contractor shall use this plan to layout and arrange the museum storage furnishings relocated from the existing facility to within the new facility. The color-coded plan is labeled with numbers of racks and cabinets and indicates specific placement of storage and office furnishings.
2. Architectural floor plans of the new facility are provided for the Contractor’s information.
B. MUSEUM STORAGE FURNISHINGS AND OBJECTS AT CURATION FACIILTY:

1. Images depicting storage furnishings at the existing facility are provided for the Contractor’s information.
2. Images depicting museum objects and storage conditions within the existing facility are provided for the Contractor’s information.
8. GUIDELINES AND REQUIREMENTS FOR DELIVERY
A. MUSEUM OBJECTS
1. The Contractor shall handle museum objects with sensitivity and care to avoid damage.
2. NPS staff is responsible for unpacking of boxes and wrapped objects packed by NPS staff.
3. The Contractor is responsible for packing remaining museum objects and unpacking all objects which they have packed. The Contractor shall work in conjunction with NPS staff on moving/placing museum objects to correct storage locations in the new facility as indicated via the Museum Storage Design Plan. The objects shall be unpacked, uncrated or unwrapped and placed in their designated storage location as directed by the Curatorial staff. The Curatorial staff shall inspect each object following transportation and unwrapping/unpacking.
4. The Contractor is encouraged to review the best practices indicated in the NPS Museum Handbook I Chapter 6. “Handling, Packing, and Shipping” accessible via https://www.nps.gov/museum/publications/MHI/CHAP6.pdf.
B. MUSEUM STORAGE FURNISHINGS
1. The Contractor is responsible for the relocation and placement of racks, cabinets, and shelving being moved into the new facility according to the Museum Storage Design Plan (Rooms 110 and 111).
a. Where specified, the Contractor shall ensure that exact order for placement is maintained.
2. The Contractor is responsible for packing and unpacking storage furnishings.
C. OFFICE FURNISHINGS
1. The Contractor is responsible for the relocation and placement of desks, tables, file cabinets, and office equipment being moved into the new facility according to the Museum Storage Design Plan (Rooms 101 through 108 and Mezzanine) and as indicated by COR.
2. The Contractor is responsible for packing and unpacking office furnishings.
D. CONTINGENCIES
1. The Contractor and COR shall identify contingencies to manage potential threats including weather, security, safety, scheduling, etc.
2. The Contractor shall make every attempt to keep items dry and shall maintain supplies including tarps and plastic sheeting as a precautionary measure.
9. PLACEMENT OF STORAGE AND OFFICE FURNISHINGS
A. The Contractor shall arrange and organize the storage and office furnishings as indicated in the Museum Storage Design Plan document.
B. The Contractor shall ensure the location of boxed and loose museum objects on or in storage furnishings at the existing facility is documented for exact replacement at the new facility, working directly with NPS staff.
1. Once emptied, storage furnishings at the existing facility shall be transported to the new facility for use in storage of museum objects.
2. Furnishings shall be transported in one piece with minimal disassembly to the extent possible. Removal of interior shelves, etc. may be required.
3. All extant labels and written data shall be preserved and reused.
4. All shelving parts and hardware for reassembly shall be maintained in manner allowing easy reassembly of the furnishings.
C. The Contractor shall replace all boxed and loose museum objects to their prior location on or inside of storage furnishings, working directly with NPS staff.
D. The remaining disassembled shelving units shall be placed at the direction of the COR while still maintaining good organization and labeling of all parts to allow for reassembly.
E. The Contractor shall ensure shelving units are placed in a level, stable position to the extent possible. Some shims may be required in consultation with COR.
