QUESTIONS AND ANSWERS
QUES 1: Will the Government be providing an SF18, Request for Quote, as indicated in the Provisions and Clauses?
ANS 1: The SF 18 is posted to Beta.SAM.gov; it’s the form the solicitation is on.
QUES 2: Will a complete inventory list be provided prior to the submittal of the solicitation?
ANS 2: The park has a 100% inventory list in excel format that can be provided; however, it individually lists every object in the collection, is incredibly detailed, and many of the objects are already lumped together in boxes and other containers which are not reflected on the list.
QUES 3: Value of items in inventory – Since the value of the inventory is unknown; will what the
Government has requested in the solicitation for insurance be sufficient to cover the items to be moved?
ANS 3: Yes, the insurance value in the solicitation is sufficient.
QUES 4: Our understanding is that the Government will be packing the small items and that the contractor will be responsible for just moving those packaged items, packing and moving the books and larger items. Is this the case?
ANS 4: Yes, the park intends to pack as much as possible between now and the end of October. NPS staff are working to blanket, bubble wrap, and containerize objects to the degree possible with available staffing. The contractor will be responsible for packing larger objects that the NPS doesn’t get to. At this point, NPS will likely NOT be able to pack large metal objects or large piles of metal objects.
QUES 5: We are of the understanding that the location in which the items are to be moved to may not be ready at time of award. What is the projected completion date? Will the Government be issuing a notice-to-proceed when the location is completely ready? Or do we need to plan for a phased approach?
ANS 5: The park is still waiting on a final construction schedule from the City’s contractor. However, the projected construction completion date is currently December 1, 2020. The park is anticipating the new museum cabinets and shelving will be installed in late November or early December, right after City construction is complete. There will be no notice to proceed given as notice to proceeds are only given in construction contracts; not commercial service contracts.
The final contract award will be completed with a period of performance to allow the contractor and the government team to communicate and schedule the move within that period of performance; a phased approach should not be needed.
QUES 6: When does the move need to be completed?
ANS 6: The actual move needs to be completed by February 1, 2021. The park’s preferred move date is anywhere from early December (Dec 1 to 18) to early/late January (January 4 to 29), targeting the timeframe shortly after City construction is complete. Please be aware the period form Christmas to New Years, the park will have very limited staffing and will not be able to coordinate the move at that time.
QUES 7: Is the contractor responsible for moving the IT equipment or is this being moved by the
Government?
ANS 7: Contractor is responsible for moving the office furnishings; not IT equipment.
QUES 8: Past performance states “Shall have past performance with Specimen trees”. Not sure what this has to do with the relocation. Please clarify. Or does the contractor only have to provide the reference sheets back indicating what their relevant past performance is?
ANS 8: This was an administrative oversight. It has been corrected to read “d. Past Performance – Shall have past performance with moving museum or similar sensitive pieces. (Recent – Within the Past 5 Years & Relevant) (See attached Past Performance Worksheet)”
QUES 9: Will the Government be issuing an amendment to extend the offeror response date since we only have a few days to develop a proposal after receiving answers to the questions?
ANS 9: The RFQ close out date will be extended to Friday, August 28, 2020 at 12:00 pm CDT.
