STATEMENT OF WORK

Electronic Security System for the Bureau of Indian Affairs (BIA), Spokane Agency Corrections Facility in Wellpinit, Washington

Description of Services: The BIA Spokane Agency Corrections Facility, also known as the Wellpinit Corrections Facility, requires full replacement off an existing electronic security system including all associated wiring and accessories. The system shall be comprised of the following:

a complete and fully functional programmable logic controller based system, eighteen (18) indoor cameras, five (5) outdoor Internet Protocol (IP) cameras, three (3) 42’ high definition color monitors, two (2) 32-Channel NVR recording units, power supplies, racks and mounting assemblies, Uninterruptable Power Supplies (UPS), switches, computers, drivers and software, application software, wiring, dedicated video server, and controls necessary to provide fully functional and maintainable security surveillance coverage of the facility’s floor plan.

Background: The BIA Spokane Agency Corrections Facility is equipped with an obsolete security system, which utilizes analog Closed-Circuit Television (CCTV) surveillance technology. The existing system experiences frequent operational issues and is not easily maintained. The existing CCTV system’s coverage is insufficient, and the number of cameras shall be increased to meet the presently required surveillance tasks. Additionally, the storage capacity to record surveillance data must be expanded to meet current operational requirements for Corrections Facility functions.

Existing Infrastructure: The BIA Spokane Agency Corrections Facility was constructed in 1976, with a footprint of 4,397 square feet. The facility consists of 2 large “pod” units. One The first unit houses 6 beds, and the other unit houses 4 beds. Additionally, there is one small unit operating as a detox cell, which houses 1 bed. The facility is configured to concurrently house a maximum of 10 inmates.

Current Facility Security System: The current facility security system is based on proprietary software, which is approaching complete obsolescence. This system interfaces with the door locks throughout the facility. The system is integrated with the jail fire alarms and video surveillance system. The current video surveillance system is an Altronix brand system, consisting of (2) Digital Video Recording (DVR) units, and (16) analog cameras.

Current Fire Alarm and Suppression System: The current fire alarm and suppression system is an Ansul Auto Man regulated release mechanism.

Diagrams & Blueprints: Wiring diagrams and facility blueprints are available upon request, for verified contractors only.

Objectives: The contract shall provide the BIA Spokane Agency with a reliable, trouble free, and low maintenance electronic security system. Specific objectives include:

1. Full observational performance of the system shall be required from the control room.

2. The system shall be capable of storing recorded data as defined herein. Data archiving protocols shall be defined by the system operators and shall be approved through the regular submittal and approval process for the Contract.

3. Increase the safety and security of the facility by providing a reliable, non-proprietary and open-source control system.

4. Increase functionality and reliability by providing a fully functional and commissioned Programmable Logic Controller (PLC) based system.

5. Improve facility safety and operations, by providing and integrating a digital intercom system.

6. Provide an IP-based CCTV system that is easily expandable and able to utilize the newly installed software, hardware, and licenses for future upgrades and expansion.

7. Prepare the end user for operation and basic system maintenance by providing comprehensive training to user groups & maintenance staff. Training shall be recorded and provided to the owner as part of the project closeout submittals.

8. Remove the burden of maintenance & warrant from the owner by providing not less than one year maintenance & warranty agreement.

9. The proposed system should be ready to provide reliable performance from the first day of operation with anticipation that the products hardware and software will be supported by the vendor for at least 10 years into the future.

10. They system shall comply with the Prison Rape Elimination Act (PREA) of 2003 (P.L.

108-79). The operational system shall have blurring capabilities in compliance with PREA Standard B115.15, to protect inmates’ reasonable expectation of privacy while showering, during toilet activity, and changing clothes. PREA Standard B115.15 (d) prohibits the monitoring of cameras by staff and non-medical persons where the camera will reveal the breasts, buttocks, or genital of inmates of the same gender as the person viewing the camera.

11. Provide full system documentation including all as-built drawings, points lists, programming information, schematic point to point wiring diagrams including documentation of wire numbers and connectivity, programming, and passwords upon project turnover.

Scope: Upon completion of this project, the BIA shall have a new detention security electronic system capable of providing the following.

Door controls: The system shall include all hardware and software necessary for the controlling all doors within the facility and interior vestibule doors at the front entrance of the building.

The system shall also include the ability to control the front entrance vestibule doors from within the control center. The system must be able to lock and unlock doors in the facility both remotely from a user interface in Central Control and redundant system designated by facility staff from a user interface within the administration area. The system must be capable of controlling access to certain locations in the facility through the use of interlocking door schemes. The Spokane Agency Corrections facility currently has seven (7) interlocking doors (vestibules); one (1) male housing pod, one (1) female housing pod, one (1) central control access, five (5) exterior doors, and one (1) sally port access door. The vendor’s interlocking schemes must be identified by vendor’s proposal. The system must display individual door status through the Graphis User Interface.

Audio and Video Control: The system shall include all hardware and software necessary to allow the establishment of talk paths through intercom and loudspeaker paging systems throughout the facility. The contractor may propose a system that uses the existing intercom and loudspeaker hardware already in place or one that proposes using new intercom and loudspeaker hardware. The contractor proposal shall indicate which hardware option is being proposed. All hardware shall be configured and mounted to resist damage or tampering. The system shall be capable of creating individual talk paths, zone paging, and discrete monitoring.

The system shall be capable of recording and storing the audio passing through the security system. The system shall include all hardware and software necessary for the recording, storage, and retrieval of such audio. The system shall be capable of establishing and displaying upon the user interface, a connection to the nearest surveillance camera when an intercom talk path is established. The system shall be capable of establishing a talk path between an intercom point in the vestibule of the main entrance and the dispatch center and between the vestibule and central control. The system shall include the hardware and software necessary to allow a user to transmit and receive audio over the intercom/paging system at each user interface in the jail unit, at the user interface in Central Control, and (for the single intercom point in the vestibule) in the dispatch center.

Facility Integration: The system shall integrate into existing utility systems within the jail.

The work shall not have any negative impact on systems including but not limited to: light controllers, power supply to inmate telephone systems and televisions, and the fire alarm and suppression systems within the facility. The Contractor shall take special care when interrupting power to any portion of the facility, through notification and approval by the Contracting Officer’s Representative (COR).

Specific Tasks:

Design: The contractor shall work with detention facility personnel to develop a final system design. The contractor shall provide cut sheets, detailed specifications materials, detailed drawings of the system, point to point wiring configuration, programming, and graphic user interface. The contractor shall provide all labor, materials and equipment to replace the existing jail security system and remove all is components including any obsolete wiring and raceways.

The Contractor may reuse existing raceways where code compliance and routing allow.

Installation: The Installation shall be in accordance with manufacturer's instructions, plans, specifications and the requirements of the Statement of Work (SOW) as follows:

• The replacement of the existing system shall include all components and wiring associated with the existing system.

• The interior cameras shall be installed in hallways, interior corridors, the reception area, detention cells, the control room, the booking area, kitchen areas, the recreation room, storage rooms, and all entry ways.

• Interior cameras shall be in color, including high-definition resolution with digital zoom capabilities included. All cameras must be impact resistant. Interior CCTV cameras shall adhere to Architectural Barriers Act (ABA) guidelines. Cameras in hallways shall not protrude more than 4” from the walls.

• The exterior cameras shall be installed at key locations to provide full coverage of all entrances, parking lots, the building perimeter, the exercise yard, and a special installation from a structural member (I-beam) in order to observe roundabout traffic.

• Cameras shall utilize wired connectivity as well as wireless receivers and transmitters for the standalone network and shall not be integrated with Indian Affairs (IA) systems or network in any way.

• Network Video Recorders and other electronic components excluding monitors and the controls shall be located throughout the facility. Locations shall be proposed via the submittal process, with final approval by the COR. See attachment for existing layout.

o These components shall be mounted in a secure, tamper resistant, well-ventilated enclosure to reduce heat build-up. The existing system is non-functional and may be removed in order to secure space for the new equipment.

The Contractor shall gain approval from the COR for the new equipment location.

Reusing existing raceways after demolition of existing system cables is allowable, upon approval from the COR. All installations must apply with applicable building and safety codes upon completion.

o The system archive must have enough storage capacity to maintain no less than 50% of the Installed cameras for ten (10) hours a day, at a rate of seven frames per second (7fps) for 45 days.

o The CCTV system must digitally record images, provide the ability to save sections of the digital recording on a DVD, USB Memory Stick, SD Memory card, or other digital means. It must also be capable of automatically purging recordings when the system is full, automatically resetting itself to record to a pre-set location in the event of a power outage and UPS system failure (the power is cycled for any reason).

o An uninterruptable power supply shall be provided to run the system for a minimum of 30 minutes if primary power source is interrupted.

• Graphic User Interface (GUI): display requirements shall be developed through the design submittal process. The Contractor shall gain approval for the display configuration from the COR prior to final production.

o The GUI shall display status of all monitored doors, in plan view.

o The GUI shall provide a means for navigation through active links between views based on floor plan, to navigate the user to any other available view or camera as needed.

o The system must have the ability to display the Individual rooms with names on the monitor screens and must allow rooms to be renamed if/when needed.

• Provide Three (3) 42” high-definition flat panel color monitors. Additional wiring shall be provided for future monitor expansion. All monitors shall have the ability to view images from one of the NVR recording units, so each NVR's images can be viewed at one time. All monitors shall have the capability to view a minimum of thirty-two

(32) simultaneous Images. All monitors shall be connected to a standalone network.

• The system application platform shall have the capability to accommodate Application Programing Interface to allow software integration of analytical behaviors applications including perimeter breech, auto-tracking, intrusion, sabotage, and motion detection.

These applications shall be able to perform analysis on live or recorded video. During nonbusiness hours, the system shall respond to activity alarms and start recording from multiple cameras within that activity zone. Zones shall overlap in camera coverage.

• The controlling software shall be located on a dedicated computer located with the NVR and switches adjacent to the CCTV component rack. Camera images shall be manually selectable to any monitor or portion of a monitor. The software shall allow scrolling of selected camera image. The control room shall have access to live Images via the CCTV network.

• Camera mounting sites shall be patched and painted to match surrounding material.

• The CCTV system shall be on a dedicated electrical circuit and all wiring and cabling

Installation shall neat and professional appearance. Secure all horizontal runs and plumb all vertical runs.

• All transportation, equipment, tools, supervision, labor, materials and performance of the work specified above must be in accordance with standard industry practices, and the applicable section of National Fire Prevention Association (NFPA) codes, the National Electrical Code (NEC), Uniform Building Code (UBC), manufacturer's recommendations and terms of the contract.

• Contractor shall remove all debris from the work site on a daily basis.

• Contractor is responsible for the security of tools and equipment being used at the project site. Regular coordination and inspection will be required due to the operational nature of the facility.

• The contractor shall dispose of all used CCTV equipment and associated materials removed from the site and used equipment shall not be salvaged.

• Contractor shall be responsible for all damages incurred during this project and shall return damaged areas to original condition at no additional cost to the government.

• Spokane Agency Detention Facility will be occupied and continue to operate during the period of performance. Phased security system shut down may be employed if it's beneficial to the daily operation of the facility. The facility manager shall coordinate and approve the phasing. Phasing shall not extend the period of performance.

System Training and Documentation:

The contractor shall schedule and provide one (1) training session to no more than 30 detention personnel on the system's functionality and operability prior to full implementation of the system. The training session shall be recorded and provided to the Government upon completion. The training shall include system operation, graphical and physical layout, data storage protocols, routine preventative maintenance (within operator control), and administrative levels of use. The contractor shall provide three (3) comprehensive users manuals and three (3) flash/thumb drives at the completion of training sessions. The training sessions shall be within three (3) days of completed installation of the system.

Quality Control:

The contractor shall develop and maintain a quality program to ensure detention security electronic system are performed in accordance with commonly accepted commercial practices and meet government requirements. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contracting Officer’s Representative (COR) or Government Inspector shall provide acceptance and oversight of all QA/QC activities.

Security Requirements:

Contractor Identification: When performing as contractor, the contractor shall identify themselves as contractors for the government both orally and in writing. In addition, all materials produced under contract must be labeled sufficiently to identify it as contractor produced materials. Under no circumstances shall the contractor state or imply that it is acting on behalf of the government.

Employee Background Checks: No contractor employees will be allowed access to the building without a background check. The contractor shall provide, in advance, the names of all personnel that are going to be working at the site for the purpose of background checks.

Employee Identification: All contractor employees shall wear a uniform with company logo, and ID badges with company credentials. Badges and uniform logo shall be readable at four

(4) feet distance. Badge shall have name of employee, employee picture, company logo and employee ID number.

Scheduling Requirements: Scheduling of times on site and specific area of work shall be in a written report to be approved detention manger four (4) days before works begins. Approved scheduling shall be adhered to allow detention manager to staff properly. Contracted personnel shall be required to have a BIA escort when working in the facility.

3 System Manuals The contractor shall provide three (3) comprehensive users manuals and three (3) flash/thumb drives to the Contracting Officer Representative (COR) that contain owner’s manuals, operations manuals, content of class training material, company technical support, emergency service contact information and maintenance material to support the facility security system.
