inOcmulgee Mounds National Historic Park Scope of Work Fiber Optic installation Contract

Description of work

Component A: The contractor shall supply all labor, tools, equipment, supervision, materials, transportation, planning, coordinating, and logistics to install 2-inch conduit approximately 2,605 feet from the right of away at the park entrance on Emory Hwy to the park’s visitor center.

· Conduit shall be installed alongside along the existing pre-disturbed corridor – see attached map

· Conduit shall be installed to pre-existing service entry point. No additional holes or drilling into the historic building is permitted

· Trenching and boring are permitted, Trench depth shall be no less than 12” deep and no more than 20” deep

· Trench width must be no less than 4” across and no more than 6” across

· Vendor shall backfill the trench

· The 50’ section that passes under a roadway, approximately 40’ (forty feet) wide, shall have the fiber installed via directional bored pathway. *Any obstructions to the roadway must be coordinated with and approved by the COR

· Depth of the bore shall be 20” deep

· The machine used to install the conduit must be manually operated and shall not leave a visible scar on the land larger than 5 feet across

· While trenching / boring, the NPS archeologist must have access to the area to monitor for sensitive artifacts.

· 6 pull boxes must be installed at the predetermined locations: These areas have been previously tested for artifacts by the park archeologist.

· Vendor shall be responsible for contacting Georgia Public Utilities to schedule a site survey to prevent accidental cutting of existing utility lines – for more information visit the following webpage: call811.com

Component B: The contractor shall supply all labor, tools, equipment, supervision, materials, transportation, planning, coordinating, and logistics to install 2-inch conduit approximately 1344 feet of 2-inch conduit shall be installed from the main trunk down the maintenance road terminating at the shop.

· Conduit shall be installed alongside along the existing pre-disturbed corridor – see attached map

· Conduit shall be installed to pre-existing service entry point. No additional holes or drilling into the historic building is permitted

· Trenching and boring are permitted, Trench depth shall be no less than 12” deep and no more than 20” deep

· Trench width must be no less than 4” across and no more than 6” across

· Vendor shall backfill the trench

Component C: The contractor shall supply all labor, tools, equipment, supervision, materials, transportation, planning, coordinating, and logistics to install approximately 2820 feet of single mode fiber optic line from the visitor center to the maintenance shop using the pre-installed 2-inch conduit and pull boxes.

· All fiber optic strands shall be terminated and secured in a fiber enclosure using LC connections at both the VC and HQ buildings

· A service loop shall be placed at the maintenance building prior to securing fiber optic cable to the fiber enclosure

· Vendor shall provide one set of single mode SFP, Gigabit Ethernet Media Converter with corresponding SFP, also known as GBICS – utilizing LC fiber patch cables

· All strands shall be tested and verified after installation – report shall be provided to COR

· All strands shall be useable and able to maintain a stable data transmission of a Gig (1,000 Mbs/sec) between the buildings after the installation

· Vendor shall provide all equipment, including, but not limited to fiber patch cables, and enclosures to fasteners to install and secure new fiber optic cable penetration points shall be sealed with fire retardant sealant

· Fiber optic cable shall be grounded on grounding busbar what utilizes some type of bushing to elevated from the ground bar from the building’s wall surface and attached to a ground source at each building

· Existing data services shall be migrated to new fiber optic cables and existing fiber optic cables abandoned in place

· Contractor shall be responsible to determine determining and providing all equipment needed to successfully cut over existing data services to new fiber optic cable

· Fiber Specifications:

· Single-Mode

· 8.3/125-μm OFN, OFNP, or OFNR.

· Maximum Attenuation: 1.0/0.5 dB km at 1310/1550 nm.

· Armored.

· Loose Tube.

· Rodent Resistant for areas prone to infestation.

· All cable, equipment, and materials shall meet applicable ANSI/TIA/EIA-568-B, National Electrical Code (NEC) 770, Institute of Electrical and Electronics Engineers (IEEE) 802 and Underwriters Laboratory (UL) Verification Program standards. All cable equipment and materials must be manufactured by facilities that are International Organization for Standardization (ISO) 9001 registered and certified.

This scope of work describes the minimum level of performance required by the government. All equipment must be new and unused. *Connecting non-government devices to the government data network is strictly prohibited. All technicians performing work must be certified to install and terminate fiber. Archeological monitoring of trenching operations shall be provided by a National Park Service (NPS) archeologist meeting Secretary of Interior standards. The archeologist in conjunction with the Contracting Officer Representative, shall have the right to suspend operations if significant archeological deposits are encountered. If there is an inadvertent discovery of human remains, all work will cease, and the Park Superintendent will be contacted, and, in the case of Native American remains, tribal consultation shall be initiated in accordance with the Native American Grave Protection and Repatriation Act - 43 CFR 10. Suspension of operations shall be enforced until SHPO (State Historic Preservation Officer) and tribal consultation is complete.

Applicable Standards and Regulations: The Contractor shall conform to and be compliant with all applicable Federal Communications Commission (FCC) rules and regulations, local construction codes, and established industry standards. The standards shall be applied during the engineering, fabrication, assembly, wiring, installation, testing, operation, maintenance, and management of the system(s) or service(s). If a conflict arises between standards, the contractor shall submit written requests for clarification citing the specific particulars to the Contracting Officer. The Contracting Officer will respond with written direction.

Site Access

- The NPS issues access government property via Special Use Permits and via escorts as needed. The contractor shall initiate and coordinate all necessary special use permit or access approvals no later than 2 weeks before the project’s start date.

- The contractor shall restore walls, ceilings, and floors if they become damaged by contractor or sub-contractor employees. The restoration must bring the worksite to the appearance and condition that existed prior to the work being performed.

- The contractor is also responsible for cleanup, removal, and disposal of any debris associated with their installation of equipment and restoration of the building if damaged.

Service Interruptions: All service interruptions must be coordinated with the local leadership and the time-of-service interruption must be a short as possible. The NPS shall be notified as far in advance as possible of any scheduled interruptions by the contractor, but no less than 24 hours prior to the planned interruption. The contractor shall inform the government as soon as it is known that there may be an occurrence, which may result in an interruption of service.

Security: The work itself is unclassified. However, work on this contract is in government facilities and involves data network / telecom equipment. Therefore, the government retains the right to request removal of contractor personnel, regardless of prior clearance or adjudication status, whose actions, while assigned to this contract, clearly conflict with the interests of the government. The reason for removal will be fully documented in writing by the Contracting Officer. When and if such removal occurs, the contractor will, within 5 working days, assign qualified personnel to any vacancy(ies) thus created. The government also retains the right to require an escort of contractor employees within sensitive / classified areas if the government deems it is required. The contractor will be notified in writing in the event this is required.

FAR 52.204-9 Personal Identity Verification of Contractor Personnel

- Personal Identity Verification of contractor personnel

(a) The contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.
(b) The contractor shall insert this clause in all subcontracts when the subcontractor is required to have physical access to a federally controlled facility or access to a Federal information system.

Business Hours. The Contractor shall complete on-site work during normal business hours of 9:00 am to 5:00 pm, Monday through Friday only excluding Federal holidays. The Contractor shall coordinate specific on-site work schedule with the Contracting Officer and Contracting Officer Representative (COR) five days prior to performance start date. While on site, the COR may be reached by mobile phone during normal business hours. Work shall be completed within 60 days after Contracting Officer issues notice to proceed. Any work outside of normal business hours shall be pre-approved by the Contracting Officer and COR and must be requested a minimum of 48 hours in advance.

Non-Payment for Additional Work. Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized in the contract, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions

Debris removal: The Contractor shall remove, properly dispose of and where practical recycle, all scrap materials, debris and trash related to this work.

The Contractor shall stop work immediately and notify the COR if any artifact, bone fragment or any historic fabric is discovered during this project. Such items shall not be moved until the proper authorities have determined its significance. Work in that particular area shall be prohibited until it is determined by the NPS to be safe to do so.

Motor Vehicle & Traffic Regulations. Contractor employees operating motor vehicles shall possess a valid driver's license. Driver and vehicle permit, licenses, registrations and proof of insurance shall always be maintained in the vehicle and made available upon request. Contractor employees shall always comply with federal vehicle motor law requiring seat belts be worn. Contractor employees shall adhere to the posted speed limits.

Employee Parking. All Contractor employees shall comply with parking procedures published for the park.

Inspection. The Government shall conduct inspection upon completion of required services. Final payment shall be processed upon confirming that all noted contractor performance deficiencies have been satisfactorily corrected.

SAFETY REQUIREMENTS

1. The Contractor shall enforce an effective accident prevention program and provide for a safe and healthful environment for all contractor employees.

2. The Contractor and their employees shall always comply with all Occupational Safety and Health Administration (OSHA) standards.

5. The Park safety officer shall have the authority to issue restraint or cease-and-desist orders to the contractor when violations or unsafe acts are present that threaten Government staff, contractor employees, the public or damage to Government property.
