U.S. Fish and Wildlife Service Division of Refuge Law Enforcement Southwest CLASS B Statement of Work

Vehicle location: U.S. Fish & Wildlife Service -DRLESW 201 N. Bonita Ave. Suite 141 Tucson, AZ 85745

BACKGROUND

The U.S. Fish and Wildlife Service, Division of Refuge Law Enforcement Southwest (DRLESW) replaces emergency vehicles at regular intervals. Once acquired, these vehicles need to be fitted with emergency lighting, audible warning devices, center control console, and other miscellaneous mission specific equipment.

Vehicles defined by the National Wildlife Refuge System Law Enforcement Standardization and Marking (451 FW 1) must be fully marked Class A law enforcement units, with identical internal and external equipment to ensure standardization and compliance with policy, or in this case an unmarked class B.

OBJECTIVES

The Service procures emergency response vehicles to support Federal Wildlife Officers (FWOs) in carrying out their responsibilities safely. The installation of necessary components for patrols and investigations is critical to fulfilling our mission. High-quality upfitting, performed by a vendor adhering to or public safety standards, ensures that vehicles are equipped with appropriate emergency lighting, audible warning, and a consistent visual appearance, thereby enabling safe and effective emergency response.

WARRANTY

The contractor will provide a minimum twelve (12) month warranty on all work. Major components and sub-assemblies shall be warrantied through their respective manufacturers. In the event a defect in installation workmanship is discovered following delivery of a vehicle at its destination, the contractor shall itself, or sub-contract with a company in that geographic area, to make repairs and shall assume financial responsibility for all costs related to the repair.

SCOPE OF WORK

UP- FITTING

The awarded vendor will be subject to work oversight conducted by DRLESW. Work will be performed to pre-established standards and may be conducted at the awarded vendors’ facilities or off-site locations if needed. If the vehicle is to be driven off-site, the vehicle will be identified as “out of service” and all firearms must be removed.

The vendor’s facility is to be located in Arizona.

The vendor agrees to complete the up-fitting and deliver a patrol-ready vehicle within 150 days of the awarded contract or being notified the vehicle is available for upfitting.

The vendor is required to transport the vehicle to and from the above listed address.

The vehicle requiring upfitting: Ford F150 VIN: 1FTFW1L82SKF97367 GOV: I586775

The installation of aftermarket equipment must adhere strictly to the manufacturer’s instructions for each specific item being installed. This ensures proper function and safety of all components added to the vehicle.

All wiring installed must include weatherproof protective sheathing in areas exposed to the elements, locations prone to crimping, or places where wear could result in equipment failure or potential damage to the vehicle This requirement is essential to maintain durability and prevent unnecessary repairs.

The vendor must leave a basic wiring and fuse box diagram for any installed or upgraded components. This diagram is to be placed in the glove box of the completed vehicle and will be an inspection item accounted for during the final inspection.

Equipment installed must be able to sustain extremes in vibration, and climates, to include dusty wash-boarded gravel roads, to off-road use.

When selecting mounting location for lights or accessories on or in the vehicle, resale consideration should be factored in, with no holes drilled into the exterior of the vehicle’s body unless authorized by the COTR, and minimal holes drilled within the interior. During the decommissioning process, vendors are required to return the vehicle to, as close to original condition, as possible to maximize resale value.

Ideally, additional lights and/or accessories are to be mounted (holes) in less conspicuous locations or on aftermarket hardware.

3 6/26/2026

All original equipment removed from the vehicle is to be returned with the vehicle at time of delivery.
