About this file
This document is a Scope of Work (SOW) for a Video Surveillance and Monitoring System (VSMS) schematic plan for Chamizal National Memorial in El Paso, Texas. The project requires a comprehensive assessment and detailed design for a new security camera system, with specific technical requirements including IP network-connected cameras with 4 MP resolution, Power over Ethernet (PoE) capability, H.264 compression, and environmental ratings for year-round operation.
The SOW mandates the contractor develop a detailed schematic plan encompassing site assessment, camera placement diagrams, wiring and communication routes, technology specifications, compliance documentation, and cost estimates. Key deliverables include comprehensive reports on current VSMS conditions, schematic designs with camera placement and network topology, equipment lists, installation guidelines, user interface design, system integration plan, and maintenance recommendations. The project aims to enhance safety and security capabilities for the 0.55-acre national park, which includes facilities such as a visitor center, theater, gallery, administrative offices, parking lot, amphitheater, and two entry/exit gates. The period of performance is 120 days after receipt of order.

Project Number: 347719
Park Name and Address:
Chamizal National Memorial 800 South San Marcial Street El Paso, Texas 79905
PERIOD OF PERFORMANCE: 120 days after receipt of order.
1.1 LOCATION AND FACILITIES
Chamizal National Memorial (CHAM) is a .55-acre National Park located near downtown El Paso, Texas.
As shown in Figure 1, located on the Northern portion of CHAM are roads, private homes and various streets; On the eastern side of CHAM’s boundary is The Bridge of Americas International Bridge; On the South side of CHAM’s boundary is the United States/Mexico border and; On the West side of CHAM is Bowie High School. CHAM’s campus includes the following: Visitor Center, Theater, Gallery, Administrative Office, Parking lot, Outdoor Amphitheater, Public Comfort Station, Covered picnic areas, and two entry/exit gates (Figure 2). The purpose of this project is to develop detailed schematic plan that will serve as a blueprint for the installation of a Video Surveillance and Monitoring System (VSMS) designated park areas.
1.2 SCOPE – STATEMENT OF WORK
1.2.1 RERQUIRMENT:
• Site Assessment:
1. Conduct a thorough assessment of CHAM and provide in the schematic plan detailed information in the items 2 – 4 for the site assessment.
2. Document the existing VSMS capabilities.
3. Identify and document in the final schematic plan critical locations for camera placement
(entrances, high-traffic areas, sensitive sites) so that the Park can monitor all areas within the Park boundaries, including all doors and windows, for unauthorized entry.
4. Evaluate and document in the final schematic plan existing infrastructure that may impact VSMS installation (Lighting, power sources, communication routes).
• Schematic Design Development
1. Create detailed schematics for the new camera system including;
2. Create camera placement diagrams showing optimal locations for coverage.
3. Include wiring and communication routes for data transmissions.
4. Include diagrams for power supply and electrical requirements.
5. Integration points with existing security systems. (If integration points do not exist or are obsolete provide detailed information on what is needed to move forward.)

• Technology Specifications
1. The vendor shall provide specifications for the types of cameras and related equipment recommended, such as:
a. Video camera resolution, field of view, and features (e.g. night vision, motion detection).
b. Video storage and management solutions.
c. Availability of access control (including solutions for access control.)
• Compliance and Standards
1. The vendor shall ensure the schematic design complies with NPS standards and relevant regulations, including:
a. Environmental considerations for camera placement.
b. Adherence to security and privacy regulations.
• Cost Estimates
1. The vendor shall provide a preliminary cost estimate for the proposed camera system, including:
a. Equipment costs (cameras, wiring, storage solutions).
b. Installation costs.
c. Ongoing maintenance considerations.
2. DELIVERABLES
The contractor shall deliver the following items:
- A comprehensive report pertaining to the site assessment findings of current Video Surveillance Monitoring System (VSMS) conditions.
- Detailed schematic designs, including:
Camera and video monitoring placement diagrams Wiring and communication route diagrams Power supply and electrical requirement diagrams Technology specifications for the proposed camera system Preliminary cost estimates for equipment and installation Compliance documentation confirming adherence to NPS standards and regulations.
- Information pertaining to suggested type of Video Surveillance Monitoring System (VSMS) based on the following camera requirements:
1. All cameras must be IP network connected and use TCP/IP communications to pass traffic to the recording appliance.
