Scope of work for Public Drinking Water Storage Tank Maintenance and Repairs at Coast Guard Beach in Eastham and Head of the Meadow Beach in Truro at the Cape Cod National Seashore Project Overview:

This project aims to address critical deficiencies identified in the public drinking water storage tanks within the Cape Cod National Seashore at Coast Guard Beach in Eastham, and Head of the Meadow Beach in Truro, Massachusetts. Comprehensive maintenance and repairs are essential to ensure the safety, reliability, and longevity of these facilities, which are vital for providing potable water to park visitors and staff.

Items needed for Coast Guard Beach include but are not limited to.:

Interior & Exterior Rehab:

1. Sp2/SP3 surface preparation of steel on exterior hatch.

2. Application of epoxy/urethane coatings system to steel on exterior hatch

3. Concrete repair of exterior hatch

4. SP10 surface preparation of interior steel

5. Two coats of 100% solids epoxy applied to interior steel.

Items needed for Head of the Meadow Storage Tank include, but are not limited to:

Preparation and painting of interior & exterior steel:

Installation of new pressure vent assembly:

1. SP2/3 surface preparation of exterior steel.

2. Application of two coat epoxy/urethane system to exterior steel.

3. Sp10 surface preparation of interior steel

4. Application of 100% solids epoxy to interior steel

5. Patching of small void near the top of the shell wall immediately adjacent to the support beam A site visit to the two sites is highly recommended

1. Compliance with Health and Safety Standards Regulatory Compliance: The maintenance and repairs will ensure that the storage tanks meet the requirements set forth by the EPA Safe Drinking Water Act, the Massachusetts DEP Safe Drinking Water Regulations (310 CMR 21.00), and NPS Public Health Policy RM 83. Adhering to these regulations is crucial for safeguarding public health and maintaining the integrity of the drinking water system.

Inspection Findings: Previous inspections by WASO Public Health have highlighted deficiencies, including the need for interior cleaning, priming, and epoxying of tank interiors, which are essential for ensuring the tanks comply with safety standards.

2. Extending Operational Lifespan Prolonging Lifespan: Performing the identified maintenance and repairs is expected to extend the life cycle of the tanks by 5-10 years. This proactive approach will maximize the utilities of existing infrastructure while park management plans for the eventual replacement of the tanks, which typically have a 30-year life cycle.

Cost-Effectiveness: Investing in maintenance and repairs now can prevent more costly emergency repairs or replacements in the near future, ultimately leading to significant savings for the park.

3. Maintenance of Public Health Infrastructure Access to Safe Drinking Water: The storage tanks are critical to ensuring that park visitors and staff have access to safe drinking water, particularly during peak visitation periods. Maintenance is essential to uphold the quality of this vital resource.
