About this file

This document is a Water Storage Tank Condition Assessment Report for a 25,000-gallon inground concrete tank located at Cape Cod National Seashore in Truro, Massachusetts, conducted by Utility Service Group on May 10, 2016. The inspection revealed that the tank, which is 100% underground with dimensions of 20' x 25' and 8' height, is in generally good condition with some areas requiring maintenance.

Key findings include extensive coating failure and rust formation on metal components like the roof hatch, support beam, and various pipes. The concrete surfaces of the tank's interior and roof were assessed as very good, with minimal degradation. Specific recommendations include recoating metal surfaces, sealing a small hole near the support beam, extending the roof hatch neck to prevent water infiltration, and separating the overflow pipe's functions. The tank is located in a wooded area near a campground, with an adjacent building housing well head, transmission lines, valves, and electrical components. Despite some corrosion and coating issues, the structural integrity of the tank appears sound.

SUMMARY

The concrete surfaces along the interior surfaces of the subject tank are still in very good to excellent condition with no appreciable degradation or cracking evident. The only immediate concern was a ~2” x 4” hole within the patching material used to reform the area surrounding the steel I-beam after its installation. Any and all loose material should be removed and the area resealed with a non-shrink, nonmetallic high strength patching material to prevent any infiltration of dirt, vegetation, water, or rodents. Once the area is patched and cured, consideration should be given to additionally sealing this area with a 100% solids epoxy coating in order to enhance the serviceable life of the patched area.

The interior ferrous metal surfaces inclusive but not limited to the steel I-beam assisting in the support of the roof as well as the fill line and drainage lines are experiencing significant coating failure and subsequent rust formation. This deterioration has not resulted in any significant metal loss of the affected surfaces to date, however consideration should be given to cleaning and recoating these surfaces as soon as feasible or at such time as the hole along the I-beam surfaces is addressed.

The coatings along both the exterior and interior surfaces of the roof hatch assembly are exhibiting extensive failure resulting in the exposure of the underlying steel surfaces, medium to heavy rust formation, and localized areas of metal loss. In order to preserve the integrity of these surfaces consideration should be given to cleaning and recoating these surfaces as soon as feasible to do so.

EXTERIOR COATING RECOMMENDATIONS

All metal surfaces along the exterior of the roof hatch assembly inclusive of but not limited to the neck, flange, cover, and locking mechanism should be either abrasive blast cleaned to an SSPC-SP #6

Commercial blast grade or power tool cleaned to SSPC-SP #11 standards, followed by the application of (2) coats of a surface tolerant epoxy primer applied at 4.0-6.0 mils per coat and (1) of a polyurethane finish coat applied at 2.5 to 3.5 mils. Please be advised that paint samples along the roof hatch assembly were not procured for testing and that the presence of lead based paint in suspected, therefore special precautions should be exercised during the removal of the existing coatings.

Cape Cod National Seashore, Eastham, MA

Coast Guard 25KG Inground Concrete Tank

INTERIOR COATING RECOMMENDATIONS

All metal surfaces along the interior of the tank (inclusive of the inboard surfaces of the hatch assembly) should be abrasive blast cleaned to an SSPC-SP #10 Near-white metal grade followed by the application of (1) coat of an NSF approved zinc filled urethane primer applied at 2.5-3.5 mils and (1) coat of an NSF approved 100% solids epoxy coating applied at 25-30 mils. All materials should be applied in accordance with manufactures recommendations.

SANITARY RECOMMENDATIONS

The roof hatch currently lies at ground level and is therefore susceptible to water infiltration due to puddling and/or snow. Therefore, consideration should be given to extending the neck of the roof hatch assembly up at least 12” or possible re-grading the surrounding are to allow for proper drainage away from the hatch.

At such time as the roof hatch surfaces are clean and painted, consideration should also be given to installing a bolting flange to the opening of the overflow/vent so as to allow for a stainless steel fine mesh screen to be bolted into place.

STRUCTURAL RECOMMENDATIONS

It was determined that the overflow pipe shares common duties as the drainage pipe and the air vent of the subject tank. These functions should be separated with the air vent acting independently of the overflow. This could involve modification of the overflow pipe assembly or the installation of a vent assembly into the existing roof hatch, similar to the vent assembly on the Coast Guard 25KG Tank.
