About this file

This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) covering annual inspections of fire trailers for the Department of the Interior Bureau of Land Management Nevada Region. The SOW establishes the framework for routine inspection, maintenance, and certification services required to ensure fire trailers remain compliant with applicable safety standards and operational requirements throughout the contract period.

The contractor shall perform comprehensive annual inspections on all designated fire trailers, documenting mechanical condition, safety equipment functionality, structural integrity, and regulatory compliance. Inspection services must include detailed reporting with photographs and recommendations for repairs or replacements as needed. The contractor is responsible for coordinating inspection schedules with BLM personnel, maintaining inspection records, and providing certification documentation upon successful completion of each inspection. Work must be completed in accordance with applicable federal and state regulations governing fire equipment safety standards. The BPA structure allows for multiple purchase orders to be issued throughout the contract period as inspection needs arise, with pricing and terms established in the underlying BPA agreement.

BLM Southern Nevada Fire and Aviation Trailer Inspections Statement of Work – Blanket Purchase Agreement (BPA)

1. Purpose and Need BLM policy requires that all trailers undergo an annual Department of Transportation (D.O.T) inspection conducted by a qualified D.O.T inspector. The Southern Nevada District BLM must ensure its fire division's fleet of trailers is inspected to remain compliant. Due to the number of trailers, inspections will be conducted at the Red Rock BLM Fire Station. Trailers include light to moderate duty types: single axle box, dual axle box, dual axle car hauler, and gooseneck dual axle trailers.

The selected vendor must document specific information for each trailer during inspection to support inventory accuracy and future contract pricing. The BLM will provide an information sheet (paper or digital via Microsoft Forms) for this purpose. Required data includes:

• Axle manufacturer, model, and Gross Vehicle Weight Rating (GVWR) for each trailer.

• Bearing type, bearing part number, and bearing seal part number for each axle hub inspected and repacked with grease.

The BLM Nevada State Office intends to award a single Blanket Purchase Agreements (BPA). The BPA shall not exceed five (5) years. BPA’s will be reviewed at least once a year to determine whether:

(i) The BPA still represents the best value to the government (in accordance with Federal Acquisition Regulations), and

(ii) Price schedules are still considered fair and reasonable based on current market prices for the subject areas. Current price schedules are to be submitted for each year that the BPA is in place.

2. General Service Statement of Work The vendor shall perform the following services:

• Complete full D.O.T trailer inspections on Southern Nevada BLM fire division trailers (see attachment).

• Inspections will be conducted at Red Rock Fire Station, 2925 Moenkopi Road, Las Vegas, NV 89135.

• Document inspections using official D.O.T Inspection Forms.

• Record any repairs on the BLM Annual Inspection Form (provided by the government).

• Provide axle manufacturer, model, and weight rating for each trailer.

Provide part numbers for wheel bearings on all trailers

• Install current D.O.T inspection sticker on trailer frame near the hitch.

• Inspect and repack axle hubs and bearings with grease on 8 trailers (identified in the trailer list attachment).

• Of the trailers requiring hub service: 1 trailer has oil-bathed hubs, 7 have standard grease-packed hubs Exact axle/hub types are unknown.

• Vendor must report bearing type, part numbers, and seal part numbers for each trailer serviced in the final report.

• Inspect all tires for wear and age; report any replacement needs to the District.

3. Work Order A written notice to proceed will be issued by the Contracting Officer, specifying the start and end dates for the work.

4. Workmanship Requirements The inspector must be D.O.T qualified. Upon successful completion of inspections, each trailer will receive a current D.O.T inspection sticker placed visibly on the trailer tongue. Any trailer that does not pass inspection will be documented and reported to the Contracting Officer's Representative (COR).
