VICKSBURG, MISSISSIPPI

PMIS 209564

STATEMENT OF WORK:

Erosion Repair for Eight (8) Park Bridges

DATED:

April 30, 2019 Revised April 2, 2020

NATIONAL PARK SERVICE

SOUTHEAST REGION

WEST MAJOR ACQUISITION BUYING OFFICE

STATEMENT OF WORK

Contractor shall furnish all supervision, labor, equipment, fuel, transportation, materials, management and tools necessary for the routine maintenance repairs required to correct the vegetation encroachment, erosion, undermining, and broken drainage systems at Eight (8) bridges located throughout the park as noted herein and per the attached Bridge inspection reports.

Contractor shall perform all activities without causing damage to the landscape, road, or other features that could be impacted by the work. Contractor must coordinate deliveries with the COR and must advise the COR if road closure (generally one-way traffic) is required two (2) days in advance. If road closures can’t be accommodated, then the contractor shall use flagmen to control the flow of traffic traveling through the park and work area.

After assessing current conditions at each bridge site, the contractor shall submit, using form CM-16, a brief summary to the NPS of the proposed treatment recommendations, at each site, based on the Bridge inspection reports’ recommendations and visual observations. Typical treatments required for all bridges if not identified in the report:

• Remove vegetation from bridge structures (piers, walls, railings) creating a three (3) feet buffer to aid with visual inspections and maintenance.

o Jackson Road Bridges – cut vines at base of piers and remove vines from base of piers to a distance of 7’ above ground.

o Remove Vines from deck structures in the same manner.

• Repair Erosion with new soil material, grout injection, erosion matting, sod, etc.

• Repair or replace damaged drainage systems as noted in the inspection reports and noted herein.

• Repair riprap and ensure tight sealed joints for gutters/riprap abutting the bridge walls.

• Clean debris/downed trees as noted in the bridge inspection report and noted herein.

• No new impervious surface shall be created unless defined as a recommendation in the bridge inspection reports.

Each bridge inspection report (c. 2014) contains an excerpt, from the full report, focusing only on issues pertaining to the erosion control measures needed to protect the bridge and road infrastructure. Each report contains info about the bridge, yellow highlighted text in the Field Inspection Report sections for targeted work activity, and photos related to the work to be addressed via this project.

The Contractor shall field verify the extent of work required as conditions may have changed.

SITE ASSESSMENT:

It is strongly encouraged that the contractor visits each bridge site with the accompanying bridge inspection report to gauge the limitations, costs and activities required. Note: Vegetation encroachment may render some conditions inaccessible. Also, a preventative maintenance contract is underway, and some areas may have been addressed.

1. Memorial Arch Bridge (5600-001) bridge #1 - repair erosion at both abutments, and along northeast wingwall.

• Remove debris near bridge. Inspect and repair erosion near other drains and abutments.

• Install cemented riprap from road to new work to channel water.

2. Jackson Road Bridge (East) (5600-003) bridge #3 - repair erosion near south pier under span #2 and undermining along concrete slope protection at north pier. Remove vegetation growth from structure.

At base and piers cut material at grade and pull vegetation off for a distance up to 7 feet. Remove vegetation from railing, and bottom of deck.

3. Thayer's Approach Bridge (5600-004) bridge #4 – repair erosion and extend cemented riprap embankment upward to both abutments to protect channel banks and fix undermining at abutment corners. Repair undermining of grouted riprap at end of northeast wingwall.

4. Mint Spring Bayou Bridge (5600-007) bridge #7 - conditions at this bridge changed significantly - Repair Erosion and undermining along southwest wingwall and concrete apron. Install gabion baskets at least two tier tall to establish a minimum of 4 feet wide surface of topsoil/grass vegetation from concrete gutter on southeast side of bridge. New erosion has occurred here on the southwestern end of the bridge leaving only about sixteen (16”) inches of soil at the edge of the concrete gutter.

• Install gabion baskets (at minimum of two tier high/stack) with rocks at southwest end of Mint Spring Bayou Bridge on Connecting Ave to establish a minimum of four (4) feet of land next to the concrete curb. On top of proposed gabion wall, Install rolled erosion control products (RECP), type 3.B and add 3 to 5” of topsoil then sod. Similar system installed on Union Ave.

recently.

o Follow gabion basket manufacture installation procedures for connecting and securing the baskets. Use form CM-16 to submit this literature prior to beginning work.

5. Jackson Rd Bridge (West) (5600-008) bridge #8 - remove vegetation and repair undermining and settling of concrete drainage ditch near southeast wingwall. Regrade slope and provide erosion control on slopes along abutments and wingwalls as necessary.

6. Hovey's Approach Bridge #1 (5600-011) bridge #11 - repair erosion and concrete gutter/ditch along southeast wingwall. Repair undermining of concrete slab at end of pipes from northwest inlet. Repair erosion hole at west end of south curb.

• Install grate over newly installed drain pipe.

• Remove cemented riprap and repair erosion at base of bridge with new riprap (cemented or not cemented).

7. Hovey's Approach Bridge #2 (5600-012) bridge #12 - remove downed trees and debris from downstream channel. Repair erosion at southeast wingwall and at southwest corner of bridge.

8. Hovey's Approach Bridge #3 (5600-013) bridge #13 - repair erosion holes at northwest wingwall and at south end of west railing.
