QUESTIONS AND ANSWERS:
Erosion Repair for Eight (8) Park Bridges
DATED:
May 14, 2020
SITE ASSESSMENT TOUR:
General information along with questions and answers from the May 13, 2020 project tour.
All vegetation removed from bridge structure/sites can be placed in the National Park Service (NPS) dumping area near the Mint Spring Bayou area.
The FHWA Bridge Inspection Reports are part of the SOW. The areas/text applicable to this project are highlighted yellow and must be addressed/corrected. The photos help to show where to look if contractors do not navigate to those areas during their assessment. The NPS will conduct full inspections with the contractor of these areas.
Questions:
A) Are there any weight restrictions on the Bridges?
Answer: Yes, each bridge has its own loading capacity. A file will be provided with the load capacity of each bridge.
B) Is vegetation to be removed from both sides of the bridge?
Answer: Yes, vegetation must be removed minimum of three (3) feet off/away from bridge structure per the SOW and FHWA inspection reports.
C) How long is performance period?
Answer: Refer to 1st page of the solicitation info provided by Laurie.
1. Memorial Arch Bridge (5600-001) bridge #1
A) If any existing condition involves recent work like the new cemented rip rap at the bridge structure, we should correct any failure of deficiencies?
Answer: Yes, since the intent of the project is correcting the erosion and the bridges with the SOW, bridge inspection reports, and field assessment. Since the project SOW and ongoing maintenance there may appear to be temporary or permanent recent work although minimum.
2. Jackson Road Bridge (East) (5600-003) bridge #3
A) How much and where vegetation clearing?
Answer: Again, all vegetation is to be cleared from the bridge per the SOW. Piers for these bridges – remove vegetation 3 feet away from pier and remove vegetation (vines, etc.) up to seven (7) feet from grade as this should kill the vegetation. Also, vegetation/vines must be removed from bottom of bridge decking, beams, guardrails. From Jackson road, the 1st peir (north) should have all vegetation removed from the protection apron to bottom of deck – see inspection report photo # 27 – clearing vegetation will also review the erosion that has to be addressed.
3. Thayer's Approach Bridge (5600-004) bridge #4
A) Statement: Once vegetation is cleared make sure rip rap is also address with grout inject and/or extending continuation of cemented rip rap system all the way to the road on all four corners. See inspection photos.
4. Mint Spring Bayou Bridge (5600-007) bridge #7
A) Should we install the basket to create a straight line where the adjacent landscape is cut.
Answer: No, install gabion baskets to fill the void to establish the additional landscape missing per the SOW.
Conditions here continue to change except for the area where the gabion baskets are proposed. There should be three baskets installed here as L-shape per the drawing (at minimum of two tier high/stack). The basket should be set to allow the 3-5 inches of soil (root base) per the SOW and should be installed matching the topography (slopes towards the concrete road gutter). The adjacent topography should not be altered.
5. Jackson Rd Bridge (West) (5600-008) bridge #8
A) How much of erosion should there be for the concrete gutter?
Answer: The entire gutter system erosion at gutter system should be correct all the way down to end of gutter. Also, any breaks as a result of the erosion should be repaired. While there is debris in the gutter system, we don’t recall any breaks but if there are those are must be addressed with repairs/replacement.
B) Is their erosion on the other side (north end) of bridge?
Answer: Yes, per the FHWA inspection reports there is erosion at the abutments weep holes. The erosion at abutments on both sides reveals gauging in the soil and the ghost lines in the photos indicates lost soil material.
C) Underneath – do the vines have to be removed?
Answers: Yes, same treatment is required at both Jackson Road Bridges’ piers along with addressing erosion as noted in the FHWA bridge inspection reports for both bridges.
6. Hovey's Approach Bridge #1 (5600-011) bridge #11
A) Grate location here?
Answer: Yes, covering drain hole on Southeast end of bridge by using a galvanized grate as sold from home depot or other lumber yards. A 12 x 12 or 10 x 10 grate would be adequate, and a gravity install (just lay over hole) is all that’s needed.
7. Hovey's Approach Bridge #2 (5600-012) bridge #12
A) Where is downstream channel?
Answer: Good question due to standing water. Water flows downstream on East side of bridges (Right side).
Note the trees a few feet away and tree down/across after the bend. These need to be removed.
B) Should we lift corner back up?
Answer: No, Southwest corner appears to need a combination grout injection (flowable fill) into void(s) until area is filled then topsoil, cement and/or rip rap at end of slap to keep from reoccurring.
8. Hovey's Approach Bridge #3 (5600-013) bridge #13ith
Statement: SOW notes to northwest wingwall. As you can be seen conditions are a lot different as soil has be washed away exposing the foundation.
A) Should we address that erosion?
Yes, with active continuous flow of water here this needs to be addressed before it undermines the bridge.
Fill material should be added, slab repairs/install extending 12 inches beyond wingwall edge. Install rip rap three (3) to four (4) feet out. Concentrate on area under/at bridge. The larger hole will be address later by the NPS.
