STATEMENT OF WORK

DIRT MOVING/LEVEE CONSTRUCTION ON FARM UNIT ON

DALE BUMPERS WHITE RIVER NWR

Dale Bumpers White River NWR

St. Charles, AR 72140 December 1, 2022

Dirt moving and levee construction is to occur on the Farm Unit of Dale Bumpers White River NWR (see figures 1 and 2 for location map) near Saint Charles, AR.

The purpose of the work is to increase the amount of floodable acreage on the Farm Unit of the Refuge.

A total of approximately 12,000 yards of dirt may need to be moved. Elevations used to calculate yards of dirt that need to be moved were estimated using LiDAR. LiDAR elevations are not as accurate as ground surveys, so the contractor will be required to conduct their own survey to calculate yards of dirt to be moved.

Line Item #1: Conduct topographic survey to determine exact yardage of dirt needed to construct levee.

The contractor shall provide all equipment and labor to conduct survey and determine yardage of dirt before levee construction is to begin.

Line Item #2: Construct levee that is approx. 176 yards long & 16.3 feet tall (at its tallest point)

The contractor shall provide all equipment and labor to construct levee as located on the attached maps to the following specifications:

1. The levee shall have a top width of 14’.

2. Should be constructed on a 5:1 slope.

3. Levee is to be constructed with dirt pans.

The levee will be built on top of an 18” steel pipe that will be placed by refuge staff before dirt moving is to begin. Placement of this pipe will be in the area with the lowest elevation of the levee to be constructed.

Line Item #3: Borrow dirt from nearby area and use that dirt to construct the levee

The contractor shall provide all equipment and labor to move approximately 12,000 cubic yards of dirt from an approximate 10 acre area to the north of where the levee is being constructed.

Borrow areas range from 400-677 yards from the area in which the levee is to be constructed.

This area is identified on the attached maps. Upon completion of the levee construction, elevations from the borrow area should range from 185.0 to 185.2 with positive drainage to the south into existing wetland impoundments. This information is also depicted in Figure 3 below.

Special conditions identified below:

1. Travel to the levee from the borrow area will be restricted to one route identified at the time when work is to begin. The travel/haul road will be on the highest part of the field between the borrow area and the levee.

Performance Period

Work shall be conducted between March 1, 2023, and November 30, 2023.
