FWS – Dirt Moving and Levee Construction – RFQ Questions (140F1B23Q0004)

Solicitation (RFQ) Questions and Responses:

1. The solicitation references a Contractor Evaluation Documentation in section L.2.1.4, this section does not appear to be included in the solicitation documents. As such we would like to request this section be uploaded.

This section has been deleted from section L of the solicitation as it is not required (per FAR 28.101‐1(a): A contracting officer shall not require a bid guarantee unless a performance bond or a performance and payment bond is also required (see 28.102 and 28.103). Except as provided in paragraph (c) of this subsection, bid guarantees shall be required whenever a performance bond or a performance and payment bond is required.)

2. How does the government intend to address excavation and embankment quantities in excess of the approximated volume of 12,000 cubic yards in the event this project were to hypothetically require 15,000 yards of excavation and embankment?

The portion of the levee that is being built by this contract is only a small portion of a ring levee that will ultimately be constructed. Once the contract is awarded for X yards of dirt, work will stop after that yardage has been moved. If 12,000 yards does not build the complete levee, the refuge staff will finish construction from that point. A pre/post‐construction survey of the levee area will be conducted to determine the amount of dirt that was placed (moved).

3. Will the contractor be required to perform vegetative restoration of the borrow site?

Refuge staff will have topsoil piled adjacent to where the levee is being constructed. If the levee is able to be built to elevation 190', topsoil should be distributed back across the levee tops and slopes upon finishing.

4. Will the contractor be required to perform vegetative restoration of the new levee?

No. Refuge staff will take care of this upon completion of the dirt moving.

5. Will Rip Rap slope protection be required on the levee to prevent soil erosion?

No. Refuge staff will take care of this upon completion of the dirt moving.

6. Will there be a public opening or teleconference to allow bidders to hear the bid results as they are opened?

There will be no public opening, this is not sealed bidding.
