Statement of Work Parkwide Replace Water and Wastewater Building AC Units at Echo Bay, Callville Bay, Katherine Landing PMIS No. 245335, 242757

Part 1: Scope/Background/Objective
1.1 Scope of Work
Project Location:
1.1 This project is located at the Lake Mead National Recreation Area
1.2 WORK COVERED BY CONTRACT DOCUMENTS
Project Location:
This project is located at the Lake Mead National Recreation Area.
A. The Work consists of the following:
1. Echo Bay:
i. One Approximately 2.5 Ton Package unit
1. Minimum 2.5 Ton with AC & heat pump
ii. One Approximately 2 Ton Mini Split
1. Minimum 22000 btu/hr cool 27600 btu/hr heat with AC & heat
2. Callville Bay:
i. One Approximately 2.5 Ton Package unit
1. Minimum 2.5 Ton with AC & heat pump
ii. One Approximately 2 Ton Mini Split
1. Minimum 22000 btu/hr cool 25200 btu/hr heat with AC & heat
iii. One Window unit with AC and Heat, current opening dimensions 24” wide X 22” tall
3. Katherine Landing:
i. One Approximately 6 Ton Package unit
1. Minimum 5.5 Ton with AC & heat pump
ii. One Approximately 9 Ton Package unit
1. Minimum 8.5 Ton with AC & heat pump
iii. Three Approximately 2 Ton Mini Splits
1. Minimum 22000 btu/hr cool 27600 btu/hr heat with AC & heat
B. The Work includes replacing all units at the three delineated location with new. Work also includes replacing all associated thermostats Air handler units and equipment stands. Additionally, Work includes associated electrical and mechanical equipment, parts, and labor to provide functioning HVAC equipment. Replacement systems must be sized correctly for the volume of the space regardless of the size of the current system installed. Units must comply with all applicable state federal and National Park Service, laws, rules guidelines and policies.
C. Units must fit within the existing dimensions of the space provided. Differ to provided photo package for specifics at each location.
D. All units must be installed to manufactures specifications.
E. All units must be sized appropriately for the space to be heated and cooled regardless of the capacity of the unit it is replacing and will be a like for like swap in capability. Ie units capable of both heat and ac must be replaced with units capable of both heat and AC.
F. Site visits, additional photos, and or video walk throughs can be provided to prospective contractors to ensure all necessary specifications are obtains and a representative estimate is then provided.
G. Replacement units must be complete and in new condition before installation.
H. Systems must conform to current SEER (seasonal energy efficiency ratio), Energy Star rated, units to meet Indoor Air Quality (IAQ) standards.
I. General: The project site is closed to the public but open to National Park Service (NPS) employees during construction. General: Limit use of the site during the construction period to the project area limits as outlined on the attached site maps. Do not disturb portions of the site beyond the project area limits.
J. Park Entry: The contractor shall furnish a list of personnel with phone contact information. Vehicles associated with the contractor shall be waived entrance fee upon entering in a marked company vehicle or by providing the names of employees entering in personal vehicles. The entrance fee is waived only for the purpose of reporting directly to a specific work location. Any deviation for recreational purposes is subject to payment of required entrance fees.
K. Site Access: The contractor shall access the project site as outlined on the attached site maps. Do not drive vehicles off road or access non-project areas without permission from the contracting officer or park superintendent.
L. Park Regulations: Ensure all personnel (contractors, subcontractors, and vendors) entering or working in the park are familiar with and obey all park regulations. Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity.
M. Working Hours: Regular work hours shall be limited to daylight hours from 7:00 a.m. until 5:00 p.m. Monday through Friday, excluding government holidays. Work outside regular hours requires approval from the contracting officer.
N. No Smoking Policy: Smoking is prohibited inside or outside within 25 feet of any buildings in the park. This applies to existing buildings, buildings under construction, and buildings under renovation. Discarding of tobacco products or debris anywhere other than into designated tobacco receptacles is considered littering and subject to fines.
O. Staging and Storage: Confine storage of equipment and materials to the staging / lay-down / storage areas identified on the attached site maps or as established at the preconstruction meeting.
P. Parking: The contractor shall park vehicles and heavy equipment in designated areas for contractor use or as established at the preconstruction meeting. Vehicles are not permitted within long-term or overnight parking along roads or in associated overlooks / pull-outs.
Q. Driveways and Entrances: The contractor shall keep driveways and entrances serving the premises clear and available to the government, government employees, and emergency vehicles at all times to ensure the least inconvenience to the NPS Staff.
R. The contractor is to verify the size of the existing units either through the provided pictures or during the pre-bid site visit and will provide in the bid package an acceptable approximate replacement.
S. Performance Period: Period of performance shall be 180 calendar days
1.2 Background
This project is to replace the aging HVAC Units within the water treatment plants at Echo Bay, Callville Bay, and Katherine Landing. These HVAC systems heat and cool all components of the water and wastewater management processes at their respective sites and are critical infrastructure to ensure that water and wastewater can be managed at these locations.
1.3 Objective
To replace aged out HVAC systems and to improve reliability and prevent the unexpected shut-down of the water treatment process at three surface water treatment plants in Lake Mead NRA Part 2: Contract Items
1.2 LIST OF CONTRACT LINE ITEMS
A. Contract Price Item No.1 – Echo Bay Water Treatment Plant This price item consists of:
1. All necessary material, labor, and equipment required to replace existing Package unit and Mini Split, including heat pumps, air handling units and wall mount air conditioning packages, and associated mechanical and electrical materials, with new. Work also includes but is not limited to replacing existing equipment stand with new if needed after site visit. All removed/demolished equipment and materials shall be transported and legally disposed of off-site.
2. No separate measurement will be made.
3. Payment will be made at the contract unit price.
B. Contract Price Item No.2 – Callville Bay Water Treatment Plant This price item consists of:
1. All necessary material, labor, and equipment required to replace existing Package unit Mini Split and window unit, including heat pumps, air handling units and wall mount air conditioning packages, and associated mechanical and electrical materials, with new. Work also includes but is not limited to replacing existing equipment stand if needed after site visit. All removed/demolished equipment and materials shall be transported and legally disposed of off-site.
2. No separate measurement will be made.
3. Payment will be made at the contract unit price.
C. Contract Price Item No.3 – Katherine Landing Water Treatment Plant This price item consists of:

Part 3: Additional Information
1. This work will take place on site at three locations throughout Lake Mead NRA be certain to understand the distances and travel times between the three locations.
2. This replacement must be completed in coordination with Lake Mead NRA Utility services staff to ensure that no encumbrances to the provision of potable drinking water is encountered throughout the replacement process, and as such the timing and process of the install must be closely coordinated with NPS staff.
