SCOPE OF WORK
HISTORIC BUILDING MOVE
MANZANAR NATIONAL HISTORIC SITE
PART 1 - DESCRIPTION OF WORK
1.1 BACKGROUND: Manzanar War Relocation Center was one of ten camps at which
Japanese American citizens and resident Japanese aliens were incarcerated during World War II. Manzanar is one of the best-preserved of these camps. Located at the foot of the majestic Sierra Nevada in eastern California’s Owens Valley, Manzanar National Historic Site (NHS) now welcomes over 100,000 visitors a year. Visitors can see reproductions of two incarceree barracks, a mess hall, and a latrine. In the Long-Range Interpretive Plan, an original staff apartment building would be moved back to the relocation center staff housing area within the NHS to provide visitors with a glimpse of how the staff lived.
1.2 PURPOSE: The purpose of this project is to enhance the visitor experience at the Historic Site by moving and installing an original staff apartment building. The exterior of the apartment building will be an interpretive exhibit which provides background on the resources required to run the mass incarceration site. The building will also illustrate the differences between how the paid staff and the incarcerated Japanese Americans were housed.
1.3 SCOPE: The contract work shall consist of all tasks needed to safely and securely move the historic staff apartment building, currently located at 160 S. Hay Steet in Lone Pine, California, to a newly constructed foundation at Manzanar, and to secure the building at that new location.
A. The Contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to move and install the historic building in accordance with the specifications as detailed in this contract and its attachments.
B. Hazardous material remediation is in progress and is not included in this contract.
Work shall begin after the hazardous material remediation is completed.
C. All work described herein will be performed under a single contract.
D. Work under this contract shall include:
1. Preparation of historic building for move. Building is a wood frame structure measuring 20 feet by 98 feet by 14 feet high. It originally had a post and beam foundation; a new foundation is being constructed at the new building location site. See Attachments A and B, views of building at 160 S. Hay Street. Preparation will include:
1.1 Disconnecting and capping water and sewer lines (electrical is already disconnected).

1.2 Removing and disposing of non-historic elements of the
building, including:
1.2.1 Floor heaters;
1.2.2 Awning extension on south side;
1.2.3 Wood steps on north side;
1.2.4 Exterior plumbing vent pipes on west and east sides.
1.3 Locating the original seam where the building was cut when it was moved from Manzanar to Lone Pine in two halves approximately 70 years ago; the building can be cut along this seam for the current move with the seam braced as needed for structural stability during the move.
1.4 Preparing the four sets of concrete steps at the building location on Hay Street for the move (these are considered to be original, and are to be included in the move).
1.5 Removing and disposing of a small tree and the existing fence between the building and Hay Street, if necessary for the move.
2. Obtaining appropriate permits, coordinating with utilities companies, and arranging for California Highway Patrol escort and pilot cars, as necessary for the move.
3. Moving the building to Manzanar NHS to the location indicated in
Attachment A and securing it to the newly constructed foundation.
4. Repairing any structural and cosmetic damage that may have occurred during the move and installation in accordance with the Secretary of Interior Standards for Treatment of Historic Buildings, to be approved by the Manzanar Cultural Resources Program Manager.
5. Moving the concrete stairs to the new building location and securing them in the ground.
6. Protecting a historic rock and concrete curb at the new building location from damage during the move.
7. Removing and disposing foundation at Hay Street lot.
8. Cleaning debris from the move at the Hay Street lot and new building location.
1.4 SITEWORK, SETUP AND INSTALLATION: The contractor shall provide all work necessary to move the historic building from 160 S. Hay Street to the designated location and Manzanar NHS, including the following:
A. PERMITS: Secure all required permits prior to beginning of work.

B. EQUIPMENT: Provide all the equipment and machinery to complete the work, including building moving equipment, trucks, auger, lifts, jacks, and all other tools.
The contractor shall ensure that all personnel using this equipment are trained.
Government-furnished equipment or tools shall not be used to complete the work.
C. LOCATION: See Attachment A. Confirm locations with COR before start of work.
D. INSTALLATION TEAM:
1. Provide adequate personnel to prepare the building for moving and installing at the designated location.
2. Provide all required tools, equipment, personal protective equipment (PPE), and materials in sufficient numbers to accomplish the job.
3. The installation team shall include an on-site supervisor to coordinate installation with the crew and to provide a liaison to the COR and Manzanar NHS staff.
E. SITE COORDINATION: The contractor’s on-site supervisor shall check-in with the designated Manzanar contact on each day of the work, prior to starting work.
The on-site supervisor shall inform the Manzanar NHS contact where the work crew will be working and what work is expected. Coordinate installation work with the NHS so as not to impede or affect NHS operations and visitor use.
F. SAFETY AND PERMIT REQUIREMENTS: Contractor shall be responsible for planning and implementing any requirements imposed by Inyo County as part of the permit. These may include traffic barriers or protection at the Hay Street site and along the route, coordination with utility companies whose overhead lines intersect the route of the building move, pilot cars, and, if required, escort by the California Highway Patrol.
G. SITE BARRIERS AND PROTECTION: Contractor and COR shall identify the need for site barriers and protection at the building installation location. These may include:
1. In high-traffic vehicular areas, protect installation site with warning barricades, roped enclosures and signs. The barricaded area shall be large enough to allow safe work by the installation crew and staging of equipment, building components, and debris while work is underway.
2. Along roadways the contractor shall park all equipment and vehicles in a safe operating location outside the traffic lane. High-visibility safety signs shall be erected on both sides of the roads, and in advance of the work zone. Vehicles in roadway work zones shall be fitted with yellow flashing lightbars or beacon style lights. Work zones located along curves or with poor sightlines shall employ a flag-person and additional warning signs to maintain a safe work zone.
3. Protect work zones in pedestrian areas with warning barricades, roped enclosures, and signs.

4. Coordinate with the Manzanar NHS staff contact to provide safe detours when it is necessary to close any circulation routes. In the event of overnight closure, protect and barricade the site to prevent pedestrian and visitor injury.
H. SITE CLEANUP:
1. Provide labor, materials, equipment, and supplies for final cleaning of the removal and the installation sites. The use of equipment belonging to the government is not acceptable.
2. Refill all holes and repair all surfaces disturbed during removal, move, and installation of the building. Ground surfaces will be cleaned up and smoothed out.
PART 3 - CONTRACTOR’S USE OF PREMISES
3.1 ON-SITE WORK HOURS: Work shall be generally performed any day between the hours of 6 a.m. to 6 p.m., except when otherwise approved by COR.
3.2 CONSTRUCTION CAMP: N/A
3.3 STORAGE – STAGING AREAS:
A. Prior to the installation, contractor shall coordinate with the NHS contact to identify contractor parking and a staging area to protect materials, contractor equipment, and tools. Obtain approval for parking and staging areas from NHS staff and COR before mobilizing for work on site.
B. The contractor shall secure staging and storage areas in a manner that ensures staff and visitor safety, and prevents vandalism, theft or unauthorized access.
C. The contractor shall be responsible for the security of all equipment and building components. Ensure that equipment is not left unattended and that they are stored securely when the work site is unattended.
3.4 PRESERVATION OF NPS RESOURCES: The project site is a National Historic
Landmark managed by the National Park Service. Manzanar cultural resources staff will coordinate with the Contractor during site work to identify and avoid impact on archeological, historic, and cultural landscape resources. Manzanar NHS will have an archeologist available to monitor work and any ground disturbing activities.
3.5 PROTECTION OF NPS FACILITIES:
A. The contractor shall provide adequate protection for parts of the NHS, its contents, and occupants wherever work under this contract is being performed. Place barriers and post “No Admittance” signs as needed.
B. Request authorization from Manzanar NHS staff contact prior to cutting, drilling, altering, or removing material within the NHS. Work that is replaced shall match existing work. Anything damaged or defaced due to the contractor's error during

installation shall be restored to the original condition by the contractor. Restoration work shall be coordinated with the Manzanar NHS staff contact prior to start of work.
3.6 HAULING RESTRICTIONS: N/A
3.7 HOUSEKEEPING:
A. During the installation, maintain all work areas in a clean condition on a daily basis and prevent dirt or construction materials from being tracked into adjacent areas of the NHS.
B. Provide bags and animal-proof containers for trash storage. Remove trash, recyclables, and debris from the NHS regularly and dispose at an appropriate recycling or disposal facility. If the COR approves excavation spoils or excess construction materials to remain in the NHS, transport to the designated storage location. The contractor shall not dump waste within the NHS, or dispose of waste in containers that belong to the government or other contractors, without prior COR approval.
C. Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard.
PART 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION
4.1 PERIOD OF PERFORMANCE: The NPS anticipates a period of performance starting May 15, 2022, and ending September 15, 2022.
A. Building installation shall be substantially complete on or before Sept. 1, 2022.
B. All remaining work, including punch list items and review and approval, shall be completed on or before Sept. 15, 2022.
PART 5 - EXAMINATION OF THE SITE:
5.1 Bidders may visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on ground conditions as if they had inspected the job site.
PART 6 – ABBREVIATIONS: N/A
PART 7 - ACCIDENT PREVENTION
7.1 DESCRIPTION: The work of this section consists of establishing and implementing an effective accident prvention program and providing a safe environment for all personnel and visitors.
7.2 SUBMITTALS:
A. ACCIDENT PREVENTION PROGRAM: At the post-award conference submit for approval an accident prevention program. The program shall include:
1. Name of responsible supervisor to carry out the program.

2. First aid procedures.
3. Training, both initial and continuing.
4. Planning for possible emergency situations.
5. Contractor to identify nearest location of medical facility for emergencies.
6. Recognition that work will be performed in remote areas with limited communication or cell phone coverage.
B. MEETING AND INSPECTION REPORTS: Submit a report of safety meetings and inspections.
7.3 QUALIFICATIONS OF EMPLOYEES:
A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
C. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment.
D. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
7.4 ACCIDENT REPORTING: The Contractor shall report all accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
7.5 FIRST AID FACILITIES: Provide adequate facilities for the number of employees and the type of construction at the site.
7.6 PROTECTIVE EQUIPMENT: Provide personal protective equipment to meet requirements of NIOSH and MSHA, where applicable, as well as ANSI. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation. It is the Contractor's responsibility to require all those working on or visiting the site to wear necessary protective equipment at all times.
7.7 EMERGENCY INSTRUCTIONS: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
7.8 SAFETY MEETINGS: As a minimum, conduct 15-minute “tailgate” safety meetings daily. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite.
7.9 HAZARDOUS MATERIAL ACTION: It shall be the responsibility of all operators and contractors functioning within the NHS to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary

sources. Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.
A. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch and the
COR.
PART 8 – PROJECT MANAGEMENT:
8.1 CONTRACTOR’S PROJECT MANAGER: The Contractor’s Project Manager shall schedule, coordinate, oversee, and manage work produced under this contract. The Project Manager shall be the single point of contact between the contractor and the NPS COR. The Project Manager shall be in contact with the COR on a regular basis to be determined by the COR based on the stage of the work in progress.
8.2 CONTRACTOR’S PROJECT MANAGER RESPONSIBILITIES:
A. QUALITY CONTROL: Provide quality control to ensure that all elements of project work meet the requirements of the contract specifications. Provide routine inspections of shop-fabricated work and subcontracted work. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.
B. SCHEDULE:
1. As soon as possible after Notice of Award and before beginning any work, prepare an overall project schedule including milestone dates for all phases of the work, and submit to the COR for approval. Show estimated starting and completion dates for each part of the work.
2. Track all work progress to ensure that the project is completed according to the schedule. Coordinate and confirm the dates for all work with the COR.
Notify the COR in advance, in writing, when work will not be completed by the dates in this contract and provide an updated schedule for completion.
C. MEETINGS: Attend all project meetings. Coordinate with the COR to schedule the following meetings:
1. Post Award Teleconference: The Project Manager, COR, and MAnzanar
NHS staff shall attend the Post Award Teleconference. The agenda for this meeting includes the following:
a. Project general conditions;
b. Review of project plans
c. Project schedule
d. Roles and responsibilities
e. Key personnel
f. National Park Service regulations
g. Documents required under the contract
h. Subcontractors

2. Pre-Installation Meeting: The Project Manager and COR shall meet at the NHS prior to building installation for the Pre-Installation Meeting. The minimum agenda for this meeting includes the following:
a. Sequence in which building will be installed and projected work schedule onsite;
b. Assess existing conditions which impact the installation, including:
staging and unloading areas, access to installation locations, available storage areas, available areas for setup of power tool work stations, offsite facilities for disposal of debris, parking, and local availability of food, gas, hardware, and other supplies and services;
c. Field-verify and mark building location;
d. Locate all underground utility lines that affect the installation and assess their impact on the building location;
e. Establish a secure laydown, storage, and staging area for contractor materials and installation equipment; and.
f. Exchange Contractor and Manzanar NHS contacts for coordination of work.
3. On-Site Final Walk Through: The Project Manager and COR shall meet at the NHS upon completion of installation of the building for the Final Walk Through. The minimum agenda for this meeting includes the following:
a. Inspect completed building installation to confirm installation is in accordance with contract specifications.
b. Inspect lot at 160 S. Hay Street in Lone Pine to confirm removal of building was done in accordance with contract specifications.
c. Identify punch-list deficiencies (items that need to be corrected by the contractor). Identify any damage done to the building, the Hay St. lot, or the installation area at the NHS, caused by the preparation, moving, and installation, including structural damage and ground disturbance, to be repaired before final acceptance. The contractor shall record and maintain a list of the punch-list deficiencies as they are identified and provide a copy of the list to the COR after the walk-through inspection.
4. Project Closeout Session: The contractor shall meet with the COR or

designated Manzanar NHS staff to answer staff questions regarding the building move.
PART 9 - SUBMITTALS
9.1 REQUIRED PERMITS:
A. California Highway Patrol.
B. CALTRANS if required.
C. Others if required.
PART 10 - TEMPORARY SERVICES
10.1 FIRE PREVENTION AND PROTECTION:
A. Hazard Control: Take all necessary precautions to prevent fire during construction.
Coordinate with Manznaar NHS staff and COR to obtain Manzanar NHS approval for hot work on site. Provide adequate ventilation during use of volatile or noxious substances.
PART 11 - PROJECT CLOSEOUT
11.1 CLEANING: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project areas (at both the current Hay Street building location and the NHS) shall be thoroughly clean.
11.2 SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Submit written certification that project is substantially complete, and a final inspection is requested.
Contracting Officer will make an inspection within 10 days of receipt of request.
A. When Contracting Officer determines that the work is substantially complete, they will prepare a list of deficiencies (“Punch List”) to be corrected before final acceptance and issue a Letter of Substantial Completion.
B. If Contracting Officer determines that the work is not substantially complete, they will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection.
11.3 ACCEPTANCE OF THE WORK: After all deficiencies have been corrected, a Letter of
Acceptance will be issued. A Release of Claims document must be executed and submitted to the Contracting Officer before final payment can occur.
PART 12 - WARRANTY
12.1 WARRANTY PERIOD: The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of one year. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.
12.2 CORRECTIVE ACTION: If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, 10 RFP No.
in writing, as to liability and responsibility for corrective action at no cost to the government.
Corrective action may include but is not limited to:
A. Placing all work into satisfactory condition.
B. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work.
C. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.
D. Should the contractor fail to proceed with work in accordance with the guarantee within 14 calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.
E. In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.
PART 13 – PAYMENT SCHEDULE
13.1 CONTRACT LINE ITEMS: Upon completion and acceptance of the following deliverables, the contractor shall be paid a firm-fixed-price shown below:
A. Completion and acceptance of Post Award meeting tasks. $
