About this file

This is a Performance Work Statement (PWS) for Small Arms Firing Range (SAFR) Remediation services at Kulm Wetland Management District (WMD) in North Dakota. The contractor must remediate a former firing range that was used by Law Enforcement Officers and Refuge Staff for at least 25 years, with the main area of concern being a berm measuring 108 feet long, 38 feet wide, and 10 feet high.

Key objectives include registering the project with North Dakota Environmental Quality's Voluntary Response Action Program, conducting site characterization through soil and water sampling, excavating and sieving approximately 120 cubic yards of soil from the berm face to remove bullets and bullet fragments, disposing of contaminated soil at an approved facility, performing confirmation sampling, and obtaining a "Certification of Completion" letter from NDDEQ. The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision. The period of performance runs from award through April 30, 2026. The work requires specialized environmental expertise, including HAZWOPER certification for remediation workers and use of NELAC-certified laboratories for testing. Daily progress reports must be submitted to the Contracting Officer's Representative during active remediation work.
