About this file
This is a Statement of Work for the supply, transport, and delivery of bulk road emulsion oils to Yellowstone National Park during the period June 1, 2026 through September 30, 2026. The National Park Service requires 194,000 gallons of Polymerized Asphalt Surface Sealer Chip Retention (PASS-CR) or equivalent and 4,800 gallons of Gilsonite-based Asphalt Sealer (GSB-78) or equivalent. Deliveries will occur throughout Yellowstone National Park at five designated locations: Grant Village, Old Faithful, Norris Junction, Canyon Village, and West Gate, with contractor responsibility for freight charges to points within 30 miles of each location. The contractor must be capable of delivering between 12,000 and 24,000 gallons per day and must coordinate all delivery dates and times with the National Park Service at least one week in advance.
Key delivery and performance requirements include maintaining materials at minimum 140 degrees Fahrenheit to prevent application delays, limiting truck loads to 27 tons and total truck length to 75 feet, and providing a Bill of Lading and Certificate of Analysis with each delivery. The PASS-CR material must meet specified viscosity requirements (100-250 Saybolt Furol @ 122°F) and demonstrate a 5-year proven performance record in high-altitude, low-temperature environments. The GSB-78 material must contain at least 40 percent gilsonite and meet specific ASTM standards for kinematic viscosity, penetration, softening point, and solubility. The contractor must provide an on-site Subject Matter Expert with minimum 10 years of documented experience with these products. Additional charges apply for demurrage (capped at 20 hours unless approved), overnight holding (limited to one night unless approved), and return-to-plant delays. Payment is based on actual gallons delivered with temperature correction to cold gallons, supported by trucking manifests with each invoice.
