The estimated project duration is 4-6 weeks, with work sequenced to minimize disruption at visitor facilities. Warranties required include a minimum 10-year manufacturer warranty on flagpoles, 3-5 years on lighting systems, and 1 year on installation workmanship. PERFORMANCE WORK STATEMENT (PWS)
Replacement and Installation of Flagpoles with Lighting
CAPE COD NATIONAL SEASHORE
National Park Service
1. PROJECT LOCATIONS
Work shall be performed at the following four (4) locations:
· Salt Pond Visitor Center – Eastham, MA
· Marconi Headquarters – Wellfleet, MA
· Race Point Ranger Station – Provincetown, MA
· Provincelands Visitor Center – Provincetown, MA
2. PROJECT DESCRIPTION
The Contractor shall provide all labor, materials, equipment, and supervision necessary to:
· Remove existing flagpoles (if present)
· Furnish and install four (4) new 35-foot flagpoles
· Install flagpole lighting systems compliant with U.S. Flag Code
· Restore all disturbed areas All work shall comply with National Park Service (NPS) standards, local codes, and applicable federal regulations.
A site visit is highly recommended.
3. SCOPE OF WORK
3.1 Mobilization & Site Preparation
· Mobilize personnel, materials, and equipment to each site
· Coordinate access with NPS staff
· Identify and protect existing utilities (call Dig Safe/811)
· Establish staging areas with minimal environmental impact
3.2 Removal of Existing Flagpoles
· Remove existing flagpoles, foundations, and associated hardware
· Properly dispose of materials offsite in accordance with regulations
· Backfill and temporarily restore areas as needed
3.3 New Flagpole Installation
Each location shall receive:
Flagpole Specifications
· Height: 35 feet
· Material: Aluminum (satin or anodized finish) or fiberglass (as approved)
· Type: External halyard with cleat or internal halyard (vandal-resistant preferred)
· Wind Rating: Minimum 90–120 mph (coastal compliant)
· Base: Ground-set or anchor base system
· Finish: Corrosion-resistant (marine/coastal grade) Foundation
· Concrete footing designed per manufacturer specifications
· Typical depth: 5–7 feet (or as required by soil conditions and wind load)
· Include ground sleeve and drainage gravel
3.4 Flagpole Lighting Installation
Lighting shall comply with U.S. Flag Code requiring illumination during nighttime display.
Lighting Requirements
· LED flagpole lighting fixture (ground-mounted or pole-mounted)
· Solar-powered or hardwired (as specified by site conditions)
· Photocell-controlled automatic operation
· Corrosion-resistant fixtures suitable for coastal environments
· Minimum illumination sufficient to fully light flag Electrical Work (if hardwired)
· Install conduit, wiring, and connections per NEC
· Provide weatherproof junction boxes
· Tie into existing electrical service (coordinate with NPS)
3.5 Site Restoration
· Backfill excavations and compact soil
· Restore lawns, pavement, or landscaping to original condition
· Remove all debris and construction materials
· Ensure sites are clean and safe for public use
3.6 Testing and Commissioning
· Verify flagpole alignment (plumb and level)
· Test halyard operation
· Test lighting systems (day/night operation)
· Correct deficiencies prior to acceptance
4. MATERIALS & EQUIPMENT
Contractor shall provide:
· Flagpoles (35 ft, marine-grade)
· Concrete and reinforcement materials
· LED lighting fixtures and controls
· Electrical components (if applicable)
· Excavation and lifting equipment
5. SAFETY REQUIREMENTS
· Comply with OSHA standards
· Provide traffic/pedestrian control where required
· Use fall protection and proper rigging for pole installation
· Protect visitors and staff during construction
6. ENVIRONMENTAL PROTECTION
· Minimize disturbance to natural and cultural resources
· Prevent erosion and sedimentation
· Properly manage and dispose of waste materials
· Avoid impacts to sensitive coastal areas
7. SCHEDULE
· Estimated Duration: 4–6 weeks total
· Sequence work to minimize disruption at visitor facilities
· Coordinate schedule with NPS site representatives
8. SUBMITTALS
Contractor shall provide:
· Shop drawings and flagpole specifications
· Foundation design details
· Lighting cut sheets
· Work schedule
· Warranty information
9. WARRANTIES
· Flagpoles: Minimum 10-year manufacturer warranty
· Lighting systems: Minimum 3–5 years
· Installation workmanship: Minimum 1 year
10. ACCEPTANCE CRITERIA
Work will be accepted upon:
· Successful installation at all four sites
· Functional lighting systems
· Proper site restoration
· Submission of all documentation
11. EXCLUSIONS
· Utility upgrades beyond connection point
· Major site grading or drainage improvements
· Structural redesign due to unforeseen subsurface conditions
