140P4326R0035 Amendment 001 RFIs 1-5
1. Existing foundations: At each of the four sites, may the existing flagpole foundation be reused or reinforced if sound, or does the Government require full removal and a new footing at every location regardless of condition?
Government response: the government requires the full removal of existing foundations and installation of new foundations/footings at all 4 locations. Each new foundation shall have a ground sleeve and drainage gravel. Reference section 3.2, 3.3 PWS.
2. Electrical service: Please confirm whether hardwired electrical service is currently available within reasonable proximity to each flagpole location (Salt Pond Visitor Center, Marconi Headquarters, Race Point Ranger Station, and Province lands Visitor Center), or whether solar-powered lighting should be assumed at any of the four sites.
Government response: Marconi Headquarters currently has a hardwired light at the base of the existing flagpole. The other 3 locations are currently using solar powered lights. Hardwired electrical service is currently available within reason at Race Point Ranger Station and Province Lands Visitor Center. We’d like these two to have hardwired light fixtures and associated electrical work. Salt Pond Visitor Center can have a solar powered light. Reference 3.4 PWS.
3. Foundation design: Given the coastal wind loading requirement (90-120 mph), will a manufacturer's standard foundation design be acceptable, or does the Government require a PE-stamped foundation design as part of the submittals in Section C?
Government response: The government requires PE-stamped drawings for each of the 4 flag poles and associated foundations. Per MA state building code (780CMR) Barnstable County is strictly classified as a wind zone 2 coastal county. Foundation and pole must be structurally rated to withstand 3-second wind gusts between 120-140mph.
4. Buy American: Can the Government confirm whether any exceptions to the Buy American - Construction Materials requirement (FAR 52.225-9) have already been granted for this project, or share the process/timeline for requesting one if a specific flagpole product is not domestically manufactured?
Government response: No exceptions have been made for the Buy American- Construction Materials Requirement (FAR 52.225-9) To request an exception under FAR 52.225-9(Buy American—Construction Materials) you must submit a formal, pre-award or post-award request for a nonavailability determination to the Contracting Officer (CO) with a detailed justification showing that domestic alternatives are not reasonably available. Per FAR 52.225-9(c)-(d), your written request must include: A complete description of both the foreign flagpole and surveyed domestic alternatives. Unit of measure, quantity, and pricing details for both options. Names, addresses, phone numbers, and points of contact for domestic suppliers you surveyed. Copies of any written responses or summaries of oral communications from domestic manufacturers confirming they cannot supply a compliant domestic flagpole. The process typically takes 15 to 45 days.
5. Sequencing: Given the four sites are geographically spread across the Outer Cape, is there a preferred or required sequence for completing the work, or is the Contractor free to sequence the four locations as logistics dictate within the 180-day performance period?
