1.0 Background

This project will address the deterioration and poor drainage of pedestrian pathways currently surfaced with loose stone dust bordered by Belgian blocks. The sections of pathways to be resurfaced total approximately SF, consisting of two non-contiguous sections.

Section 1 consists of 1,850 SF located in Mary Ellen Kramer Park.

Section 2 consists of SF located adjacent to the Great Falls Hydroelectric Building at 100 McBride Ave, Paterson.

2.0 Scope

This contract requires the contractor to provide all tools, labor, equipment, supervision, transportation and materials necessary to protect existing Belgian block edge material, remove stone dust, regrade and recompact base material, install asphalt paving, install resin bonded aggregate surface material, and lawn operations. Work is to be done in accordance with all existing Federal, State, and local codes.

3.0 Objectives

This project will replace existing stone dust walkway with an asphalt walkway topped with Addastone pavement material or equal. Salient characteristics that “an equal” product must meet are delineated below:

Physical – Resin bonded surfacing consisting of aggregate particles, bonded with two-part chemically curing, UV stable, flexible resin, hand applied by a certified applicator for that product to match existing Addistone pavement material.

Functional – The finish achieved shall provide an attractive, safe, accessible, hard wearing and low maintenance surface.

Performance – Bonded loose aggregate to asphalt. Suitable for pedestrian and vehicle use, providing a natural looking finish to pathways. Minimum guarantee period for 3 years.

If a proposed equivalent product is submitted for consideration for approval, a sample and complete technical data of proposed equivalent must be submitted.

If any of the above-mentioned characteristics categories (physical, functional, or performance) are not applicable, “None” shall be used to denote that no salient characteristics apply to that specific brand name or equal description.

This replacement will provide a level, stable, and accessible walking surface with proper drainage that is easier to maintain.

4.0 Tasks

1. Inspect Belgian block and steel edging for damage and protect block from further deterioration during construction.

Contractor shall remove the stone dust walking surface materials to the depth below the top of the Belgian block edging as necessary to install both asphalt paving and resin bonded surface material.

Inspect existing base material to assure it is sufficient to support new pavement. Fine grade base to promote drainage when pavement is installed.

Base shall be compacted to a proctor adequate for asphalt overlay to meet NJDOT standards.

2. Contractor shall install asphalt walkway to support resin bonded aggregate surface material. Contractor shall confirm with certified resin bonded aggregate surface material installer, final asphalt mix design and finishing requirements prior to installation of asphalt. See attached specification 32 12 16 Asphalt Paving for additional requirements.

Contractor shall install asphalt mix which meets NJDOT standards. Contractor shall submit installer qualifications, product data, job mix design, material test reports and certificates for approval prior to install. Depth of asphalt shall be 2-1/2 inches.

Asphalt shall be allowed to cure to meet resin bonded aggregate surface material manufacturer’s requirements before install of surface. Curing period shall be not less than 30 days.

During curing period, Contractor shall mark newly paved area with yellow “Do Not Enter” tape and any supplemental barriers deemed necessary to ensure visitor safety.

Contractor shall install resin bonded aggregate surface material wear surface per manufacturer’s specifications. Refer to attached detail for construction requirements.

Finished surface shall match existing Addastone in adjacent areas of park.

Depth of material will be no than / inch. Project may require additional layers to assure proper drainage off new pavement and over Belgian block border stones as dictated by site conditions and asphalt finish.

Color shall be Addastone Plus Silver Gray Granite. Contractor shall provide color sample for approval prior to install.

3. Contractor shall inspect Belgian blocks or steel border that outlines pathways and repair as necessary.

As needed, Contractor shall replace any blocks that are missing or damaged.

Replacement materials shall match existing stone. Contractor shall review site conditions and account for any additional materials necessary to complete work as part of the lump sum bid.

4. Contractor shall ensure that all transitions between existing and new paving are smooth, even, and present no trip hazard to pedestrians. Joins between new and existing shall be accomplished in a manner that meets any local code that may apply, or according to best practices or manufacturer recommendations for the product.

5. All damaged turf shall be repaired as per the specifications, 32 92 11 Seeding, Fertilizing, and Mulch.

6. Contractor shall field verify all areas and dimensions prior to submitting a proposal for this contract and ordering materials.

7. As needed, remove and dispose of all waste materials produced by this project.

8. Contractors Use of Premises

Paterson Great Falls NHP is an urban national park located within the city of Paterson New Jersey. Contractor shall provide all barriers, signage, and security for limiting access to the work area during the duration of the work.

Construction Camp: Establishment of a camp within the Park shall not be permitted.

Contractor shall schedule all work with the Contracting Officer’s Technical Representative.

Any on site storage of materials shall be coordinated with the Contracting Officer.

Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restoration of damaged areas and repairing or replacing damaged trees and plants, shall be accomplished at no additional cost to the Government.

Contractor shall provide protection for trees adjacent to work per ANSI A300, including trunk protection and snow fencing. No materials or vehicles shall be stored within the dripline of trees, and use of heavy equipment shall be avoided during times of excess mud and moisture.

No pruning of tree branches or roots shall be done without approval of Contracting Officer. All pruning shall be done per ANSI A300 specifications.

Preservation of Built Structures: Protect all adjacent built structures and historic features which might be impacted by construction. Repair of structures shall be accomplished at no additional cost to the Government.

Existing Utilities: Contracting shall be permitted to use existing electric the site.

There are no water connections.

Contractor shall restore site and staging area as required. Work may include cleaning, debris removal and seeding, fertilizing, and mulching if grass areas are damaged.

Bid Item(s):

Bid Item #1: Remove stone dust, repair Belgian block as required, prepare base, pave with asphalt, and install resin bonded surface, lawn operations. Lump Sum Cost.

Specifications:

2. Submittals:

a. Listing of 3-5 resin bonded aggregate surface material installations (names and addresses) where products like those proposed for use have been installed by the same installation crew and have been in service for a minimum of 2 years.

b. Manufacturer’s product data, job mix designs, qualification data, material test reports, and material certificates for asphalt paving. Refer to specification.

c. Manufacturer’s product data, Manufacturer’s instructions, Manufacturer’s qualification statements, Installer’s qualification statement and certification.

Color sample(s).

d. Belgian stone material samples for any stone intended to be repaired, replaced, or supplemented for existing walkway border.

3. Project Site Conditions:

a. Resin bonded aggregate surface material must be installed with the recommended temperature range and conditions of the manufacturer.

b. Resin bonded aggregate surface material must be installed by an installer certified by the manufacturer.

4. Warranty:

a. Manufacturer’s Warranty: Submit, for Government’s acceptance, any of the manufacturer’s standard warranty document.

b. Contractor’s Warranty: Submit, for Government’s acceptance, any standard or proposed warranty of contractor’s workmanship.

5.0 Delivery

The Contractor shall provide all tools, labor, equipment, supervision, transportation, and materials necessary for the tasks.

All work to take place at Paterson Great Falls NHP Paterson, New Jersey, Contractor shall submit shop drawings, data sheets and other required information prior to performing any work under this contract.

The Contractor shall provide and pay for on-site containers and disposal fees for waste materials, debris, and rubbish. These materials, debris, and rubbish shall be disposed of in a licensed sanitary landfill out of the Park in accordance with State of New Jersey and City of Paterson regulations.

The Contractor shall submit a safety plan to the Contracting Officer prior to performing any work under this contract.

The Contractor shall submit a work schedule and sequence of events to the Contracting Officer prior to performing any work under this contract. There will be a on-site pre-construction meeting held prior to the start of work.

A final inspection must be held with the Government upon completion of the work.

6.0 Government-Furnished Property

The Government will not be furnishing nor providing any property to the contractor for this contract.

7.0 Security

The Park is monitored by Paterson Police Department, dispatch can be reached at (973) 321- 1111 or in case of emergency DAIL: 911.

Contractor shall be responsible for securing the work site, materials, equipment and tools during the duration of the contract. If a temporary secured staging area is required, the contractor shall contact Contracting Officer’s Technical Representative to determine a location. The Government will take no responsibility for lost, stolen or damaged property as a result.

8.0 Place of Performance

The contract work shall be performed at the Paterson Great Falls NHP, located in Paterson, NJ, a unit of the National Park Service.

9.0 Period of Performance

The period of performance for this contract shall be 90 days from the date of award.

Submittals identified in Section 5 shall be provided to the Government within 14 days of award of this contract for review and approval. It is anticipated that the Government will require a minimum of 5 business days to review the submission.

Once the submittals are approved by the NPS, the contractor shall commence work, completing it within the period of performance specified above.

SECTION 32 12 16 - ASPHALT PAVING

PART 1 - GENERAL

1.1 SUMMARY

A. The contractor shall provide all material, labor, equipment, and incidentals required for application of Addastone Resin Bonded Surface treatment or equal, over prepared bituminous concrete pavement

B. Work consists of, but may not be limited to:

1. Complete furnishing and placement of smooth and dense hot-mix asphalt paving with uniform texture for pavement base course over prepared granular base course to lines and grades as indicated on contract drawings and specified herein.

C. Related Requirements:

1. NJDOT Section 914.02 Joint Sealer where new pavement meets existing pavement if applicable.

2. Section 32 15 00 “Aggregate Surfacing”.

1.2 REFERENCES

1.3 SYSTEM DESCRIPTION

A. Provide hot-mix asphalt paving according to materials, workmanship, and other applicable requirements of standard specifications for the New Jersey Department of Transportation.

1. Standard Specifications: New Jersey Department of Transportation (NJDOT), “Standard Specifications for Road and Bridge Construction.”

2. Measurement and payment provisions and safety program submittals included in standard specifications do not apply to this section.

3. American Association of State Highway and Transportation Officials (AASHTO) listed standards.

4. American Society for Testing and Materials (ASTM) listed standards.

1.3 SUBMITTALS

A. All submittals shall be in accordance with NPS Specification Standards.

B. Product Data: For each type of product indicated. Include technical data and testing physical and performance properties.

C. Job Mix Designs: For each job mix proposed with the work.

F. Material Certificates: For each paving material, signed by manufacturers.

1.4 QUALITY ASSURANCE

A. Manufacturer Qualifications: Manufacturer shall be a paving-mix manufacturer registered with and approved by authorities having jurisdiction or the NJDOT.

B. Testing Agency Qualifications: Qualified according to ASTM D 3666 for testing indicated, as documented according to ASTM E 548.

C. Asphalt Paving Publication: Comply with Asphalt Pavement Design Guide, New Jersey Asphalt Pavement Association in cooperation with the New Jersey Department of Transportation., Fifth Edition 2013.

1.5 PROJECT CONDITIONS

A. Environmental Limitations: Do not apply asphalt materials if subgrade is wet or excessively damp or if the following conditions are not met:

1. Asphalt Base Course: Minimum surface temperature of 40 deg F and rising at time of placement.

PART 2 - PRODUCTS

2.1 AGGREGATES

A. Coarse Aggregate: ASTM D 692/D 692M, sound; angular crushed stone, crushed gravel, or cured, crushed blast-furnace slag.

B. Fine Aggregate: ASTM D 1073 AASHTO M 29, sharp-edged natural sand or sand prepared from stone, gravel, cured blast-furnace slag, or combinations thereof.

C. Mineral Filler: ASTM D 242/D 242M, finely ground particles of limestone, hydrated lime, or other mineral dust, free of foreign matter.

1. 100 percent shall pass the No. 30 sieve; a minimum of 85 percent shall pass the no. 80 seive; and a minimum of 65 percent shall pass the no. 200 sieve as measured in accordance with ASTM D 546.

2.2 ASPHALT MATERIALS AND RELATED ITEMS

2.4 MIXES

A. Hot-Mix Asphalt: Dense-graded, hot-laid, hot-mix asphalt plant mixes approved by authorities having jurisdiction; designed according to procedures in AI MS-2, "Mix Design Methods for Asphalt Concrete and Other Hot-Mix Types"; and complying with the following requirements:

1. Provide mixes complying with composition, grading, and tolerance requirements in

ASTM D 3515.

B. Surface Course (Wearing Course): 2-1/2 inch compacted NJDOT type I asphalt. HMA Mix Design 12.5M64

2.5 EQUIPMENT

A. Rollers: Minimum weight of 10 tons; equipment with lubricating devices for the roller wheels.

B. Pavers: Equipped with a vibratory device.

2.6 SOURCE QUALITY CONTROL

A. Obtain asphalt materials from same source throughout project.

B. Provide asphalt in accordance with approved mix design for each type of asphalt.

C. Test samples in accordance with NJDOT standard specifications.

PART 3 - EXECUTION

3.1 SURFACE PREPARATION

A. Verify existing conditions and substrate before beginning work.

B. Immediately before placing asphalt materials, remove loose and deleterious material from substrate surfaces. Ensure that prepared subgrade is dry and ready to support paving and imposed loads.

C. Proof-roll subgrade below pavements with heavy pneumatic-tired equipment to identify soft pockets, areas of excess yielding, or that require further compaction. Do not proof-roll wet or saturated subgrades. Limit proof rolling under proposed porous pavement.

D. Proceed with paving only after unsatisfactory conditions have been corrected.

E. Avoid smearing or staining adjoining surfaces, appurtenances, and surroundings. Remove spillages and clean affected surfaces.

3.2 PLACING HOT-MIX ASPHALT

A. Install work in accordance with NJDOT standard specifications.

B. Machine place hot-mix asphalt on prepared surface, spread uniformly, and strike off. Place asphalt mix by hand in areas inaccessible to equipment in a manner that prevents segregation of mix. Place each course to required grade, cross section, and thickness when compacted.

1. Place hot mix asphalt base course in the thickness indicated after compaction.

2. Spread mix at a minimum temperature of 250 deg F (121 deg C).

3. Regulate paver machine speed to obtain smooth, continuous surface free of pulls and tears in asphalt-paving mat.

C. Place paving in consecutive strips not less than 10 feet (3 m) wide unless infill edge strips of a lesser width are required.

D. Promptly correct surface irregularities in paving course behind paver. Use suitable hand tools to remove excess material forming high spots. Fill depressions with hot-mix asphalt to prevent segregation of mix; use suitable hand tools to smooth surface.

3.4 COMPACTION

A. General: Begin compaction as soon as placed hot-mix paving will bear roller weight without excessive displacement. Compact hot-mix paving with hot, hand tampers or with vibratory-plate compactors in areas inaccessible to rollers.

1. Complete compaction before mix temperature cools to 185 deg F (85 deg C).

B. Breakdown Rolling: Complete breakdown or initial rolling immediately after rolling joints and outside edge. Examine surface immediately after breakdown rolling for indicated crown, grade, and smoothness. Correct laydown and rolling operations to comply with requirements.

C. Intermediate Rolling: Begin intermediate rolling immediately after breakdown rolling while hot-mix asphalt is still hot enough to achieve specified density. Continue rolling until hot-mix asphalt course has been uniformly compacted to the following density:

1. Average Density: 92 percent of reference maximum theoretical density according to ASTM D 2041, but not less than 90 percent or greater than 96 percent.

D. Finish Rolling: Finish roll paved surfaces to remove roller marks while hot-mix asphalt is still warm.

E. Rolling for porous asphalt using static compaction. 2-4 passes with a 10-ton roller and finish with a 3.5 to 5 ton roller.

F. Edge Shaping: While surface is being compacted and finished, trim edges of pavement to proper alignment. Bevel edges while asphalt is still hot; compact thoroughly.

G. Repairs: Removed paved areas that are defective or contaminated with foreign materials and replace with fresh, hot-mix asphalt. Compact by rolling to specified density and surface smoothness.

H. Protection: After final rolling, do not permit vehicular traffic on pavement until it has cooled and hardened.

I. Erect barricades to protect paving from pedestrians and traffic until mixture has cooled enough not to become marked.

3.7 INSTALLATION TOLERANCES

A. Pavement Surface Smoothness: Compact to produce a surface smoothness within the following tolerances as determined by using a 10-foot (3-m) straightedge applied transversely or longitudinally to paved areas:

1. All Courses: 1/4 inch (6 mm)

3.9 FIELD QUALITY CONTROL

A. Testing Agency: Contracting Officer will engage a qualified testing agency to perform tests and inspections and to repair a test report.

1. Testing agency will conduct and interpret tests and state in each report whether tested Work complies with or deviates from the specified requirements.

B. Additional testing and inspecting, at contractor’s expense, will be performed to determine compliance or replaced or additional work with specified requirements.

C. Thickness: In-place compacted thickness of hot mix asphalt course will be determined according to ASTM D 3549.

D. Surface Smoothness: Finished surface of hot-mix asphalt course will be tested for compliance with smoothness tolerances.

E. In place density: Testing agency will take samples of un-compacted paving mixtures and compacted pavement according to ASTM D 979 or AASHTO T 168.

F. Replace and compact hot-mix asphalt where core tests were taken.

G. Remove and replace or install additional hot-mix asphalt where test results or measurements indicate that it does not comply with specified requirements.

3.10 WASTE HANDLING

A. General: Handle asphalt-paving waste according to approved waste management plan.

Material shall be removed from Project Site and legally disposed of in an EPA approved landfill.

SECTION 32 15 00 – AGGREGATE SURFACING

PART 1 - GENERAL

1.1 SUMMARY

A. The contractor shall provide all material, labor, equipment, and incidentals required for application of Resin Bonded Surface treatment over prepared bituminous concrete pavement.

B. Work consists of, but may not be limited to:

1. Substrate preparation and application of polymer modified emulsion.

2. Application, spreading, rolling of cover aggregate and maintenance during setting period.

C. Related requirements:

1. Section 32 12 16 - Asphalt Paving

2. Section 32 92 11 – Topsoil, Seeding, Fertilizing, and Mulching

1.2 REFERENCE STANDARDS

A. ASTM C131/C131M – Standard Method of Test for Resistance to Degradation of Small-Size Coarse Aggregate by Abrasion and Impact in the Los Angeles Machine; 2020.

B. ASTM C136/C136M – Standard Test Method for Sieve Analysis of Fine and Coarse Aggregates; 2014.

1.3 SUBMITTALS

A. All submittals shall be in accordance with NPS Specification Standards.

B. Manufacturer’s Instructions: Include aggregate base course placement, installation procedures, and fill placement.

C. Manufacturer’s qualification statement.

D. Installer’s qualification statement.

E. Color sample in color and texture to match existing pavement. Color sample to be approved before beginning of work.

1.4 QUALITY ASSURANCE

A. Manufacturer Qualifications: Company specializing in manufacturing products specified in this section, with not less than three years of documented experience.

B. Installer’s Qualifications: Company specializing in installing work of the type specified in this section, with at least three years of documented experience and approval by manufacturer.

C. Testing Agency Qualifications: Qualified according to ASTM D 3666 for testing indicated, as documented according to ASTM E 548.

1.5 PROJECT CONDITIONS

A. Weather forecast during application and setting time shall be warm and dry without threat of rain or fog. Ambient day and night air temperatures must be sustained above 65° F with relative humidity of 50% or less. The bituminous concrete substrate temperature at the time of application shall be 80° F or above.

PART 2 - PRODUCTS

2.1 MATERIALS

A. ADDASTONE Resin Bonded Surfacing, or equal, as manufactured by Chameleon Ways, Center Valley, PA., or specifically approved equal.

B. Salient characteristics that “an equal” product must meet are delineated below:

Physical – Resin bonded surfacing consisting of aggregate particles, bonded with two-part chemically curing, UV stable, flexible resin, hand applied by a certified applicator for that product to match existing Addistone pavement material.

Functional – The finish achieved shall provide an attractive, safe, accessible, hard wearing and low maintenance surface.

Performance – Bonded loose aggregate to asphalt. Suitable for pedestrian and vehicle use, providing a natural looking finish to pathways. Minimum guarantee period for 3 years.

C. If a proposed equivalent product is submitted for consideration for approval, a sample and complete technical data of proposed equivalent must be submitted.

D. Resin Color: Silver Gray Granite. Contractor shall provide a color sample prior to install to confirm color match.

E. Aggregate Size: 1-3mm.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Verify asphalt layer has been prepared correctly, is smooth, and is at proper grade and level.

B. Do not begin work until asphalt is correct.

3.2 INSTALLATION

A. Install aggregate course according to manufacturer’s recommendations.

B. Install aggregate course cover at rate recommended by the manufacturer.

C. Allow 30 days minimum for curing of freshly laid asphalt before installation of resin bonded aggregate surface material.

D.

E. Install resin at the rate recommended by manufacturer.

F. Allow resin to set and cure per the recommendations of the manufacturer

G. Thoroughly sweep and/or vacuum when complete. Additional sweeping and/or vacuuming is required until the initial shedding of aggregate has been exhausted.

3.3 CLEANING

A. Clean new surfaces prior to project acceptance by Contracting Officer.

B. Clean adjacent surfaces of excess sand, gravel soil, and debris. Sweep broom clean.

3.4 PROTECTION

A. Protect new surfaces until final acceptance by Contracting Officer.

SECTION 32 92 11 - TOPSOIL, SEEDING, FERTILIZING, MULCHING

PART 1 GENERAL

1.1 DESCRIPTION

A. The work of this section consists of preparing topsoil, seeding, fertilizing, and mulching of all disturbed landscapes and placing plant materials.

1.2 SUBMITTALS

A. Seed:

1. Seed shall be fresh new crop seed which meets the purity, weed, and germination standards.

The Contractor shall submit a report from an independent seed testing laboratory confirming seed meets state standards for grass seed mixes.

B. Fertilizer:

1. Fertilizer shall be a complete commercial fertilizer containing in available form with a minimum of ten percent Nitrogen, six percent Phosphoric Acid, and four percent Potash. The contractor shall submit information on the fertilizer proposed.

C. Mulch:

1. Mulch shall be wheat straw or other materials as may be processed or manufactured for this purpose. The contractor shall submit information on the mulch material to be used.

D. Certificates:

1. Laboratory certified analyses verifying that fertilizer complies with specifications.

1.3 PRODUCT HANDLING

A. Seed:

1. Deliver in acceptable condition in original, unopened containers.

B. Fertilizer:

1. Deliver in original, unopened containers with analysis, type, and trade name attached.

1.4 PROJECT CONDITIONS

A. Plant during normal season determined by climatic conditions and accepted practices in region of construction.

PART 2 PRODUCTS

2.1 TOPSOIL

A. On-Site Topsoil

1. Fertile, friable, loamy soil, containing 1 to 10 percent organic matter; reasonably free from subsoil, refuse, roots, heavy or stiff clay, stones larger than 1 inch, coarse sand, noxious seeds, sticks, brush, litter, and other deleterious substances; suitable for the germination of seeds and the support of vegetative growth. The ph value shall be between 7 and 8.

2. Soil texture: sand, 20 to 70 percent; silt, 10 to 60 percent; clay, 5 to 30 percent.

3. Additives: as determined by soil fertility tests.

2.2 LIMESTONE

A. Agricultural limestone containing minimum of 85 percent carbonates. Minimum gradation:

100 percent passing a 10 mesh sieve; 98 percent a 20 mesh sieve; 55 percent a 60 mesh sieve; and 40 percent a 100 mesh sieve.

2.3 FERTILIZER

Delivered in bags or other convenient containers with name of material, manufacturer, net weight, and analysis of each bag or container. Analysis shall be 10-6-4 by weight

2.4 SEED

A. A mixture of Eschewing fescue 20%, rebel tall fescue 10%, Kentucky 31 tall fescue 40%, annual rye 30% or as recommended by the contractor.

2.5 WATER

A. Clean, fresh, free from harmful substances.

2.6 MULCH

A. Clean straw, free from noxious weed seed and other harmful material. Commercial products may be used with approval.

2.7 BINDER

A. Emulsified asphalt, ASTM D977-91, Grade SS-1.

PART 3 EXECUTION

3.1 SEEDING

A. Sow uniformly. Using a hand spreader, make two applications at right angles to each other.

Lightly roll immediately after sowing with a 200 to 250-pound hand roller.

3.2 FERTILIZING

A. Apply the fertilizer evenly with a mechanical spreader as specified by the manufacturer

3.3 MULCHING

A. Immediately after rolling, apply mulch uniformly to a depth of 2 inches. Application by mechanical methods is preferred; however, mulch chopped or cut into short pieces will not be acceptable. Secure mulch in place by staking and tying or by spraying with binder. Apply binder at the rate of 6 to 10 gallons per 1,000 square feet.

3.4 WATERING

A. After mulching, water with a mist spray soaking ground to minimum depth of 2 inches. Water as necessary until final inspection.

3.5 CLEAN-UP

A. Upon completion of work, remove debris and leave area in clean, acceptable condition.
