About this file

This is a Questions and Answers document for solicitation 140P4526Q0022, a cyclic surface rehabilitation project at Mary Ellen Kramer Park within Paterson Great Falls National Historical Park in Paterson, New Jersey, issued by the Department of the Interior National Park Service Northeast Region.

The project requires MEK surface rehabilitation work with a contract duration of 120 calendar days. Key scope elements include asphalt paving with resin bonded surface treatment application, removal and replacement of damaged steel edging sections, fine grading and recompaction of existing subbase material, and installation of approximately 120 linear feet of additional Belgian block edging in Project Area 2. The contractor should assume the existing subbase is adequate and requires only fine grading and recompaction; however, if unsuitable material is encountered, removal and replacement of up to 4-6 yards at 4-inch depth using Item 4 mix specification is included in the base bid. The finished height of Belgian curb following asphalt and resin bonded surface treatment installation should be 1-1.5 inches. No archaeological monitoring or construction permits are required, though a design application to the Historic Preservation Commission must be submitted by park staff. Temporary pathway closures during asphalt curing periods are permitted, and construction truck access via Maple Street is allowed. Key personnel resumes may be submitted in either Volume I or Volume II of the proposal. The proposal due date was extended to Monday, June 8, 2026 at 2:00 PM.
