MOJAVE NATIONAL PRESERVE LANDMARK SIGN
DESIGN SERVICES FOR PLANS, SPECIFICATIONS, AND ESTIMATE (PS&E)
I. GENERAL INFORMATION
A. PURCHASE ORDER DESCRIPTION
This Purchase Order is for all services necessary for the preparation of Plans, Specifications, and Estimate (PS&E) packages and other supporting documents as necessary for the National Park Service (NPS, also referred to as the Government) to place a competitive contract out for bid. An Architect-Engineer (A/E) stamp is not required for any of the desired documents. The methods and materials proposed in the PS&E package shall consider the project’s location regarding both contractor and materials availability to maximize overall project value to the Government. All A/E services performed under this Purchase Order shall be performed in accordance with applicable codes, accepted industry standards and under the direct supervision of a professional engineer licensed in the state(s) where the project(s) are located. However, a licensed A/E stamp is not required (and is discouraged) for any of the desired documents.

C. FUNDING LIMITATIONS
The Contractor is responsible for preparing the design within the available funding for construction. See FAR Clause 52.236-22, Design Within Funding Limitations.
Total estimated net construction funding for this project is approximately ($30,000 to 80,000 per unit). When applicable as specified under this Purchase Order, funding limitations may also apply to individual project elements (see project details below). The construction budget shall include all costs for a fully functional and complete installation/project. This construction budget shall exclude all construction inspection and engineering review components. Notify the CO as soon as possible if the work proposed cannot be completed within the construction budget based upon submittal of cost estimates referenced herein.
D. GENERAL PROJECT DESCRIPTION
The goal of this project is to provide MOJA with 100% PSE for the proposed Landmark Signs and a recommended approach and schedule for construction. Multiple locations.

The purpose of this project is to prepare 100% Plans, Specifications, and Estimates (100% PSE) for the proposed Mojave National Preserve (MOJA) Landmark Signs as documented in the schematic design memo prepared by DSC-T dated 03/03/22 and borrowing heavily from the 1997 Preserve Monument plan set.
The subject final design package for the Landmark Signs is intended to provide MOJA design documentation suitable to bid and award the fabrication and construction of the landmark sign(s). NPS seeks a single design that can be easily replicated and constructed at multiple locations throughout the Preserve and ensure quality and proper installation as per NPS standards.
The project is anticipated to take 3 months and will have four major milestones as follows. The first milestone will be the completion of a not to exceed 4-hour online work session. At this session, it is expected that the Contractor will propose and document several alternative materials and methods of construction for NPS comments / preferences.
The second milestone is a 50% PSE submittal for NPS review. The third milestone is a 95% PSE submittal for NPS review. Lastly the project concludes with 100% PSE.
Travel to the site is not authorized. The Contractor can anticipate a brief twice monthly 30-minute coordination check in with the NPS DSC-T Project Manager in addition to an online meeting associated with each milestone. It is anticipated that NPS 50% and 95% reviews will take 10 business days to complete.
E. DATA AND MATERIALS TO BE PROVIDED BY THE GOVERNMENT

II. GENERAL WORK REQUIREMENTS
A. GENERAL
The work of this Purchase Order consists of the completion of Plans, Specifications, and Estimate (PS&E) packages. The PS&E documents shall be prepared using the English System of Weights and Measurements.
All work performed shall comply with applicable laws, regulations and NPS policies and guidelines outlined under this Purchase Order (see attachments and provisions and clauses for more detail).
The work shall be performed by the prime contractor or its approved designated representative. The work shall be performed and/or directed by the key personnel identified in the quote. Any changes in the indicated key personnel or the firm-in-charge of the work, as identified in the quote, shall be subject to review and approval by the Government.

Subconsultants not identified in quote will require approval by the CO prior to beginning work. These subconsultants will be required to submit the same information regarding their firm as those identified in the original contract.
The specifications shall be complete and discrete for the project. All specifications must be written to allow for a fully functional and complete installation without reference to other agency specifications regardless of their origin. This would include state DOT standard specifications or Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14 or other versions). The NPS Division One specifications found on the Denver Service Center (DSC) Workflows or as prescribed under this Purchase Order must be used and updated for the specific project.

• Design Standards (http://www.nps.gov/dscw/dstandards.htm): All elements of the design shall follow appropriate sections of the FHWA Project Development and Design Manual (latest edition). Design Standards arranged by discipline and/or specialty.
The prime contractor is fully responsible for reviewing and understanding the DSC DBB Workflow Website, this Purchase Order, and the associated exhibits prior to the execution of the contract. In case of conflict between this Purchase Order, exhibits and the DSC DBB Workflows Website, this Purchase Order shall take precedence over and shall be used in lieu of such conflicting portions. Any such conflicts between the website and the identified standard or provisions shall be brought to the attention of the CO.
B. SUBMITTAL REQUIREMENTS
Review the design and milestone submittal requirements as per the DSC DBB Workflows Website.
Deliverables shall be submitted simultaneously to the NPS Microsoft Teams site in PDF format and two (2) hard copies of the PS&E submitted to the COR for each task. Final deliverable format shall correspond with the formats identified in Task VI. The file names of all submittals must avoid the use of special characters (“ * : < > ? / \ |) and leading or trailing spaces.
All submittals must be less than 50Mb, with larger files broken into multiple files to meet this requirement.
C. PLACE OF PERFORMANCE
Except as listed below, there are no stipulations of where the engineering and design work may be performed under this Purchase Order.
Site visits and field work are not authorized. All meetings shall be hosted by the A/E online.
Provide meeting minutes, to all attendees, within 10 business days after each meeting.
D. PERFORMANCE PERIOD
The work of this Purchase Order shall be performed from approximately (August 2022 to January 2023).
E. QUALITY CONTROL
In accordance with the FAR Sections 36.609-2(b) and 52.236-23 the Contractor is responsible for Quality Control, which includes ensuring the technical accuracy, completeness, and correctness of the design, cost estimate and all architectural and engineering aspects and details, including coordination of all disciplines with each other and with the specifications. The Contractor shall perform a Quality Control Review and shall revise all PS&E documents based on that review prior to each submittal to the Government.
All designs shall consider safety, cost, constructability, maintenance requirements, local market conditions, traffic control, and other specific park or project concerns as identified during the kick-off meeting. The Contractor shall complete, certify, and submit the applicable checklists (for each design phase, e.g., 30%, 70%, 95%) to document Contractor Quality Control reviews have been performed.
It is the responsibility of the Contractor to review and perform documented quality control checks for all subconsultant work prior to submitting to the Government. All quality control reviews shall include an individual not involved with the design or preparation of a document (such as plans, specifications, and calculations). Respective quality control documentation shall be made available to the Government upon ten
(10) days of receiving request from the Contracting Officer.
F. PROJECT MANAGEMENT
Project Management will continue throughout the duration of the project. It includes, but is not limited to, all work necessary to manage production efforts, coordinate with NPS (DSCT), administer this Purchase Order and monitor progress.
Prosecution of Work: Complete and submit the applicable submittal form with each deliverable The Government will review all deliverables for each Task and will provide the Contractor with comments on the deliverables. The Contractor shall submit to the COR a written response that includes resolutions proposed for each comment provided by the Government within five (5) business days of receipt.
Progress Meetings: Progress meetings shall be conducted 2 times per month by teleconference or other virtual media for the required time needed between the Contractor and the Government. The purpose of
07/26/2022 these meetings is to ensure that the contract work stays on schedule and within budget, to resolve problems before the project advertisement schedule is impacted, and to maintain a positive working relationship between the Contractor and the Government. The Contractor shall prepare the meeting agenda, facilitate the meeting, and provide meeting minutes for NPS approval. The content of these meetings shall include but is not limited to scope of work, schedule, costs, communication issues, specifications, design issues, conflicts, environmental and compliance issues, utility coordination, and state or local agency coordination. Provide meeting minutes, to all attendees, within ten (10) business days after each meeting. To facilitate constructive meeting discussions, the Contractor shall make available progress drawings in PDF format for review for each meeting or as requested by the NPS team.
Project Scheduling (Design): Within thirty (30) days of task order award, submit a schedule showing the milestone activities identified in the Task Order Schedule section of this document. The schedule shall be prepared in MS Project as a time-scaled analysis diagram using industry accepted scheduling logic. The schedule shall be updated monthly to reflect actual design progress and activities until completion of the task order and shall be submitted with each monthly invoice.
G. TASKS
The contract work shall be divided into the following tasks for reporting and payment purposes:
• Task I Kick-off Meeting – Design Development
• Task II 50% PS&E [Draft Construction Documents]
• Task III 95% PS&E [Final Draft Construction Documents]
• Task IV 100% PS&E [Complete Construction Documents]
TASK I – KICK-OFF MEETING & DESIGN DEVELOPMENT
Online meeting with NPS staff to initiate the project and validate the overall scope. All areas related to work shall be reviewed.
At this session, it is expected that the A&E will share documentation and information regarding several alternative materials and methods of construction for NPS comments / preferences. Refer to 3.2022 design memo for a list of the materials and methods of construction that require design development and approval by NPS prior to proceeding to Task II.
Meeting length shall not exceed 4 hours.
Summarize the results of the meeting in a written report distributed electronically to the project team within five
(5) business days following the kick-off meeting.
TASK II – 50% PS&E DOCUMENTS [Draft Construction Documents]
All designs shall consider safety, cost, constructability, maintenance requirements, traffic control, and other specific park or project concerns as identified during the kick-off meeting. Further the Contractor shall:
1. Complete, certify, and submit the applicable checklists provided in Exhibit A to document CONTRACTOR Quality Control reviews have been performed.
2. Not begin 30% design activities until written government acceptance of the Geotechnical Analysis Report has been received.

Subtask 1 – Plans: Prepare and submit 50% complete plans electronically and hard copy. Post the electronic plans on the NPS project Teams site.
Design of the project shall be in accordance with the project description in Section I. Validate the program recommendations provided by the Government and document and discuss any deviation from the program guidance with the Government prior to initiating any design work.
Subtask 2 – Specifications: Prepare a draft of all Division 1 specifications, and an outline list of Division 2-49 specifications for the project.
Subtask 3 – Class C Cost Estimate (IGE): Prepare a Class C cost estimate using the DSC Construction Cost Estimate Template Other formats will not be accepted. Provide cost models as needed to help determine design alternatives/decisions (e.g., Asphalt versus Concrete) during this Task’s execution. The estimate shall meet all requirements shown within - NPS Transportation Cost Estimating Requirements Handbook.
Subtask 4 – Written Responses to 50% PS&E Comments: Provide complete written responses to NPS 50% comments and issues discussed at the field review meeting. Responses shall be submitted within 10 business days of receipt by the CONTRACTOR and accepted by the Government. The Preliminary Design Review Report shall constitute these written responses and is used to document the current project status as well as all remaining issues and the proposed resolutions that will be employed to move forward with detailed design (PS&E) document development. The 50% comment tracking log with CONTRACTOR responses and an up-to-date copy of Exhibit A are to be attached to the Preliminary Design Review Report. Approval of this Preliminary Design Review Report by the Government is necessary before proceeding to Task III.
TASK III – 95% PS&E DOCUMENTS [Final Draft Construction Documents].
Subtask 1 – 95% Plans: Prepare and submit 95% complete plans electronically and hard copy. Post the electronic plans on the NPS project Teams site. Design of the project shall be in accordance with the project description in Section I, incorporating any changes required from the 50% review and in conformance with the 95% NPS Design Guidelines
Subtask 2 – Specifications: Prepare and submit specifications with an index incorporating all required sections including Division 1 Specifications. Edit specifications to correspond with the level of detail included in the submitted drawings.
Subtask 3 – Class A Cost Estimate (IGE): Prepare and submit a Class A Cost Estimate and Variance Report Comparing the 70% to 95%. Use the same Exhibit B - Construction Cost Estimate Template used for the Class B Cost Estimate; other formats will not be accepted. Provide cost models as needed to help determine design alternatives/decisions (e.g., Asphalt versus Concrete) during this Task’s execution.
Subtask 4 – Draft Contract Price (Bid) Schedule: Prepare the draft Contract Price Schedule. Refer to NPS DSC Guide for Specifiers, Chapter 2, for assistance in developing individual contract line items. Provide the contract line-item number, title, quantity, and unit of measure. Pricing information is not required for this submission.

Subtask 7 – Design Calculations: Provide all design calculations required for the project verifying the design meets all safety, loading, and mix requirements of the project.
Subtask 8 – 95% PS&E Review: Participate in a comment resolution meeting scheduled by the Government and conducted by teleconference to discuss the 95% submittal. The Government will compile all comments received and provide a consolidated list of comments prior to the meeting. The comments will be discussed, resolved, and accepted at the meeting.
TASK IV – 100% PS&E DOCUMENTS / Complete Construction Documents (CD).
Subtask 1 – Written Responses to 95% PS&E Comments: Provide written responses to NPS 95% comments, incorporating any changes required into the final 100% documents.
Subtask 2 – Final PS&E: Design of the project shall be in accordance with the project description in Section I, incorporating any changes required from the 50% & 95% review (see Tasks above).
Submit the following record set of Final PS&E for construction contracting, NPS archiving and general use (see the DSC Workflows Website “Submittal Formats” portion of the “Design Deliverables – Content and Format Requirements” for additional format and media submission requirements.):

All work, including review and approval, shall be completed on or before January 31, 2023. The COR will notify the Contractor in writing of acceptance or rejection of the work. Upon completion and acceptance of all work, the Contractor will be paid a firm-fixed price in the amount provided below. Time for Completion, Review & Acceptance, and Maximum Payment Amounts are based upon Task completion and will be made in accordance with the following schedule:
