Quoters are instructed to provide information regarding 3 contracts similar in nature to the proposed contract that the Quoter has completed within the past 5 years. "Prior Experience" is differentiated from "Past Performance" in that Prior Experience is factual, documented, information about specific work the Quoter has completed;
whereas “past performance” is how well the contractor performed the work. Contracts must be those completed by the prime contractor; not subcontractor’s nor prime contractor’s staff while employed by other companies.
Factor 2: Technical plans and specialized experience and technical competence in the type of work required, including, experience in the detailing and specification of landscape scale - vehicular oriented wayfinding signage to be constructed in a rugged desert environment, detailing and specification of pre-fabricated sign panels for sustained performance in a rugged desert environment, experience in the preparation of Rough Order of Magnitude comparative cost estimates for several alternative means and methods of fabrication/construction, and familiarity with NPS standards for vehicular oriented visual communication/environmental graphics. Quoters are instructed to provide thorough and detailed plans, including a schedule for completing the contract. The technical plans shall layout the methods and procedures the Quoter will utilize so as to successfully complete the work. Plans shall adequately address each of the following topics in such a manner as to ensure the work will be successfully completed: Quality control, Schedule control, Proposed Project team (qualifications of key personnel & subcontractors).
Factor 3: Capacity to accomplish the work in the required time (January 31, 2023).
Factor 4: Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; Quoters shall provide contact information for the contracts noted under the Prior Experience evaluation factor above. Past performance is a measure of the degree to which the contractor has satisfied its customers in the past. The NPS may evaluate Quoters' past performance based on contacting references provided by the quoter; the Government's knowledge of Quoter's past performance; and/or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by Quoters to obtain information related to past performance. Other sources include, but are not limited to, the Contractor Performance Assessment Reporting System (CPARS);
Federal, State or local governmental agencies; and private sector businesses.
Factor 5: Knowledge of the locality of the project.
Factor 6: Team members’ (key personnel and subcontractors) with more relevant experience / qualifications will be rated more favorably. Key subcontractors with experience working with the Prime Contractor will be rated more favorably. Letters of commitment for key personnel will be rated more favorably. Key subcontractors and personnel include Landscape Architect, Visual Communications / Environmental Graphics, and Structural Engineer.
Factor 7: Price. Quoters shall provide pricing for all line items as a separate document from the technical (non-price factors) and the total price shall be rounded to the nearest dollar.
g) Evaluation Method: Best Value Process The Government will use the best value process, in accordance with Federal Acquisition Regulations, for evaluation of quotes and contract award. Award will be made to the responsible Quoter whose quote conforms to the solicitation requirements and provides the best value to the Government. The relative importance of evaluation factors are:
i. All evaluation factors (factors 1-6 above) other than price, when combined, are approximately equal in importance as price. The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the additional cost.
