Raised Crosswalk in Front of the Visitors’ Center Front Entrance
Statement of Work (SOW) for the Installation of a Raised Crosswalk in Front of the Visitors’ Center Front Entrance.
1. BACKGROUND
Moores Creek National Battlefield, located in Currie, North Carolina, preserves the site of one of the first Patriot victories of the American Revolution. The Park is visited by thousands of visitors every year, and therefore must be accessible to visitors with disabilities or mobility constraints. This project will install an Architectural Barriers Act (ABA) accessible raised crosswalk running from the sidewalk in front of the Visitor’s center, across the existing roadway, to the opposite side where it will allow access into the Visitor’s Center picnic area. This raised crosswalk will be designed and installed such that it meets the mandated legislative ABA requirements for proper slope, width and run.
2. OBJECTIVES:
This project calls for the installation of a raised crosswalk crossing the road directly in front of the Visitor’s Center which will also provide accessibility to the sidewalk. Additionally, a concrete “landing” pad will be installed at the end of the crosswalk to allow wheelchairs and mobility scooters to turn as they enter into the picnic area.
3. PLACE OF PERFORMANCE:
Work will be completed at:
A. Sidewalk and road crossing in front of the Visitors Center Front Entrance, Moores Creek
National Battlefield, 40 Patriots Hall Dr., Currie, NC 28435.
4. PERIOD OF PERFORMANCE:
All tasks for this contract must be completed within 90 days after the start date on the Notice to Proceed.
Days listed herein refer to calendar days.
The services and construction work in this SOW shall be completed in accordance with the following schedule:
• There will be a Pre-Con Meeting after award of the contract and prior to start of any actual contractual services. The CO will arrange the meeting, either on-site or via tele-conference, with the key members of Contractor’s team, the COR/Park Project Manager, and the CO. The following topics will be discussed.
Introduction of key personnel and their contact information.
Roles, responsibilities, and lines of authority of key personnel.
Communication and correspondence procedures.
Park Rules and Regulations.
▫ Access and permit requirements of the Park ▫ Rules of the road, housekeeping, alcohol use, firearms, and pets, Submittals and Modifications during design.
Submittals and Request for Information (RFI) process.
Other business and requirements relating to work.
5. SCOPE:
This project calls for:
• Construction/installation of a raised concrete crosswalk running from the sidewalk in front of the Visitor’s Center, across the existing asphalt road, to the other side to the Visitor’s Center picnic area.
• Construction/installation of a 10 ft by 8 ft by 4-inch-thick concrete “landing” pad on the edge of the picnic area.
• Marking the raised crosswalk with DoT approved markings or stripping appropriate for a raised crosswalk.
• Removal and disposal off-site of all excess material and construction debris, and general cleanup of the construction area.
6. TASKS:
Under this contract, the contractor shall complete the following tasks and requirements:
• Construction/installation of a raised crosswalk.
o Contractor shall construct/install a raised concrete crosswalk across the Visitor’s Center
Parking Area road, running from the sidewalk in front of the Visitor’s Center to the edge of the Visitor’s Center picnic area.
The raised crosswalk will be approximately 12 ft wide and 22 ft long, with the raised center being 6 ft wide, 22 ft long, and 6 inches in height. The ends of the crosswalk will curve to match the curved road curb on both the Visitor’s Center side and the picnic area side.
The sides of the raised crosswalk will be sloped (graduated from zero to 6 inches) on both sides to allow vehicle traffic to smoothly travel over the raised portion of the crosswalk, and to allow wheelchair accessibility from the roadbed to the center of the crosswalk, and then on to both the Visitor’s Center sidewalk and the picnic area.
The raised crosswalk will be constructed of reinforced concrete able to withstand heavy vehicle/truck traffic (minimum 5 tons) without cracking or crushing.
The raised crosswalk will be constructed such that rain or storm water does not pool along either side of the crosswalk, but rather is drained to the respective curbed edges where it can flow off the road and into existing storm drains.
Drainage, guttering, or piping will be installed under the raised crosswalk along the curbs of both ends of the crosswalk to provide for storm water drainage from one side of the crosswalk to the other.
The raised crosswalk shall provide a smooth on/off-ramp to both the Visitor’s Center existing sidewalk in front of the Visitor’s Center, and to the concrete “landing” pad on the picnic area side, thus allowing for smooth wheelchair access from one end to the other.
The raised crosswalk shall have a “brushed” finish to provide some level of traction when wet.
• Construction/installation of a concrete “landing” pad.
o Contractor shall construct/install a 10 ft by 8 ft (~80 sqft) by 4-inch-thick concrete “landing” pad at the end of the raised crosswalk on the edge of the picnic area to allow for a smooth access off the raised cross walk into the picnic area.
Contractor shall dig out and level the dirt/ground so that the concrete pad is level with the raised crosswalk. The pad itself shall have a minimal slop so as to ensure wheelchair accessibility, but enough slope so that water does not pool on the pad or around the pad’s edges.
Excess dirt/fill removed as a result of the grading/leveling shall be spread on the ground in the area adjacent to the “landing” pad, or to fill in any holes in the surrounding picnic area.
The concrete pad shall have a “brushed” finish to provide some level of traction when wet.
• Marking of raised crosswalk with reflective paint/markings.
o Contractor shall mark the raised crosswalk with standard U.S. Dept of Transportation (DoT) reflective paint/adhesives in accordance with standard DoT and North Carolina State traffic markings for raised crosswalks.
• Removal and disposal off-site of all excess material and construction debris.
o Contractor shall remove all excess material along with any debris left from the construction of the raised crosswalk and the concrete landing pad. Material and debris will be disposed of off-site in accordance with applicable State and Federal laws and regulations.
o Contractor shall inspect the work area prior to final departure to ensure the area is cleaned and cleared of any remaining material or debris, and that any disturbed grounds or vegetation has been returned to its previous condition.

8. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION (GFP,
GFM, GFE, OR GFI):
The National Park Service (Moores Creek NB) will designate a Contractor Staging Area located within 75 ft of the project area. No government property or equipment will be furnished to the contractor. Restroom facilities are located at the Visitor Center, approximately 100 ft from the worksite.
9. SECURITY:
Park hours are from 9:00 am – 5:00 pm; park roads are open 7:00 am – 5:00 pm. Before and after these hours, gates are locked, closing roads to vehicle traffic. Contractor shall perform work between 7:30 am and 4:00 pm, Monday – Friday. All other hours must be requested prior to a need to work beyond the scope of these hours.
10. TRAVEL:
All travel will be according to Federal Travel Regulations.
11. SPECIAL MATERIAL REQUIREMENTS:

12. OTHER UNIQUE REQUIREMENTS:
Close coordination between the Park, the contractor, and the on-site Project Manager is essential in maintaining the park for visitor enjoyment while work is being performed. Park staff and visitor safety is paramount. Barricades, cones, flaggers, etc. and all safety equipment must be in place prior to the start of work and during all work on site. Safety planning and work schedules need to take this into account.
All Federal and North Carolina State safety and hazardous material handling laws and regulations will be adhered to and will be monitored and enforced by the contractor’s on-site management, and by the Park’s Contracting Officer’s Representative (COR).
13. QUALITY ASSURANCE REQUIREMENT:
The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with this statement of work, and the subsequent contract.
