Fuel must meet ASTM D6751 specifications for part per million (PPM) sulfur content and comply with all Federal and Territorial regulations and environmental standards. The contract is for a one-year period beginning upon award, with no guaranteed minimum or maximum purchase quantities, though typical annual consumption ranges from 4,000 to 8,000 gallons based on power outage frequency.

Deliveries operate on an "on-call" basis with performance required within 48 hours' notice; emergency deliveries must occur within four hours, and non-emergency deliveries within one business day (excluding weekends and government holidays). All deliveries are FOB Destination with title remaining with the supplier until delivery is complete. The supplier is responsible for all required licenses, permits, cleanup, damage repair, and safety protocols. Job tickets documenting fuel levels before and after delivery, fuel type, amount delivered, and meter stamps must be provided to VIIS staff. Invoices must be submitted in PDF format with complete audit information and require COR approval prior to payment processing.
