About this file
This is a Questions and Responses document for a Virgin Islands National Park low sulfur diesel fuel supply and delivery solicitation (140P5426Q0035). The document addresses 15 questions submitted by potential offerors prior to the 08/26/2026 question deadline.
Key clarifications include: (1) the four-hour emergency response requirement applies only to acknowledgment, not physical delivery, with actual delivery times to be negotiated between the Contracting Officer's Representative (COR) and contractor based on St. Thomas availability and barge transit time to St. John; (2) contractors are fully responsible for arranging and paying for barge transportation, with all associated costs included in the quoted price; (3) the estimated 6,000 gallons will be distributed among multiple delivery locations shown in Table 1 of the Statement of Work, though the Park cannot provide anticipated delivery frequency or minimum order quantities at this time; (4) delivery locations vary in accessibility, with some facilities requiring smaller-capacity vehicles due to terrain and road restrictions; (5) contractors must provide a single firm-fixed price per gallon that includes all fuel delivery, transportation, barge, labor, hose/setup, and related charges for deliveries to all required locations regardless of individual delivery quantities; and (6) delays caused by factors outside the contractor's control, including barge scheduling, Coast Guard restrictions, or severe weather, will not be counted against performance provided the contractor notifies the Park of such limitations.

QUESTIONS AND RESPONSES
VIRGIN ISLANDS NATIONAL PARK – LOW SULFUR DIESEL FUEL SUPPLY AND
DELIVERY – 140P5426Q0035
Note: The following questions were received prior to the deadline for questions which was 08/26/2026 at 04:00PM EST as per the solicitation.
1. Does the four-hour emergency response requirement mean that the fuel must be physically delivered to the designated St. John location within four hours of the request, or does it refer to acknowledgment, mobilization, or another response action within four hours?
Response: Only acknowledgment is necessary. Delivery times shall be established between the COR and Contractor based on availability on St. Thomas and timeline to get over to St. John.
2. Does the four-hour emergency delivery requirement apply to every delivery location identified in the Statement of Work?
Response: See Response to Question 1.
3. How should the 48-hour “on-call” fill schedule requirement be interpreted in relation to the four-hour emergency and one-business-day non-emergency delivery requirements?
Response: Delivery times shall be established between the COR and Contractor based on availability on St. Thomas and timeline to get over to St. John.
4. If fuel transportation to St. John is delayed because of barge scheduling, Coast Guard restrictions, severe weather, or other transportation limitations outside the contractor’s control, how will the emergency delivery requirement be applied?
Response: Contractor shall notify Park of any transportation limitations outside of their control. If delays in service are caused by these, it will not be counted against the Contractor.
5. For the estimated 6,000 gallons, can the Government provide the anticipated number of delivery calls or dispatches during the contract period?
Response: The Park is unable to anticipated number of deliveries at this time.
6. Can the Government provide an estimated quantity of gallons typically ordered per delivery or any historical delivery-frequency information that may assist offerors in developing accurate pricing?
Response: See Question 5.
7. Barge Transportation: Will the Government arrange and pay directly for the barge transportation of diesel fuel from Contractor to St. John, or is the contractor responsible for arranging and including all barge transportation costs in its quoted price?
Response: Contractor is responsible for barge transportation.
8. Delivery Locations: Could you please provide the specific delivery locations/tank locations within Virgin Islands National Park that will require diesel fuel deliveries?
Response: Table 1 in the Scope of Work shows all locations within the park that require deliveries.
9. Delivery Quantities: Is the estimated quantity of 6,000 gallons intended to be delivered to one location/tank, or will the 6,000 gallons be distributed among multiple locations?
Response: The 6,000 gallons shall be distributed among all locations shown in Table 1 in the
SOW.
10. Frequency of Deliveries: If available, could you provide an estimated number of deliveries anticipated during the one-year period of performance?
11. Minimum Delivery Quantity: Is there a minimum quantity that the Government expects to order per delivery, or may deliveries be requested in smaller quantities based on the Government's needs?
12. Delivery Lead Time: Since transportation Contractor to St. John is dependent on barge availability and Coast Guard requirements, would the Government accept deliveries based on a mutually scheduled delivery date rather than requiring emergency or same-day delivery?
Response: See response to Question 4.
13. Tank/Location Accessibility: Are all delivery locations accessible by standard large fuel trucks, or are some locations restricted to smaller-capacity trucks?
Response: Accessibility varies. Some facilities and residences may require smaller-capacity vehicles due to terrain, road width, or site restrictions. Contractors should plan accordingly.
14. Delivery Charges: Should the contractor include all fuel delivery, transportation, barge, labor, hose/setup, and related charges in the firm-fixed-price quotation, or will any of these costs be paid separately by the Government?
Response: See Question 7.
15. Pricing Structure: Since the solicitation lists 6,000 gallons as an estimated quantity and deliveries will be made on an as-needed basis, should the contractor provide a single firm-fixed price per gallon that includes delivery to all required locations, regardless of the quantity ordered per individual delivery?
Response: Yes, Contractor shall provide a per gallon rate.
