About this file
This is a Statement of Work (SOW) for optional Central Notification Services under a Building Fire and Intrusion Alarm Monitoring Service contract for Jean Lafitte National Historical Park & Preserve (JELA), a National Park Service facility within the Department of the Interior.
The contractor must provide 24/7/365 central notification services to handle two primary functions: (1) public reporting of incidents, accidents, and criminal activity across JELA's six geographically dispersed sites in Louisiana, with an estimated 20 reports monthly, and (2) back-country activity logging and accountability tracking for researchers and staff in the Barataria Preserve, with approximately 60 activities logged monthly. The contractor shall furnish a toll-free telephone number monitored continuously, maintain detailed activity logs in MS Excel format for both public incident reports and back-country operations, and execute escalation protocols upon receipt of reports. For public incidents, the contractor must notify local law enforcement, send text broadcasts to the Park's Point of Contact (POC) list of approximately 10 designated personnel, and make telephonic contact with the first available POC. For back-country activities, the contractor must log start times, group leader information, expected completion times, and actual end times; if a group leader fails to call in within 15 minutes of the expected end time, the contractor must attempt direct contact with the group leader, then issue text alerts to the POC list and telephone the first available contact. The contractor is responsible for all supervision, labor, materials, and equipment, and must provide copies of activity logs to the Contracting Officer's Representative (COR) upon request.

Department of the Interior National Park Service
Jean Lafitte National Historical Park & Preserve
Building Fire and Intrusion Alarm Monitoring Service
Optional Bid Item: Central Notification Services
1.0 GENERAL
Jean Lafitte National Historical Park & Preserve (JELA) consists of six physically separate distinct sites located throughout the Mississippi Delta Region of Louisiana. The sites in Thibodaux, Lafayette, and Eunice interpret the Acadian culture of the area. The Barataria Preserve, a 20,000-acre natural preserves a rare ecosystem and interprets the natural and cultural history of the Delta region. Six miles southeast of New Orleans is the Chalmette Battlefield, site of the 1815 Battle of New Orleans. Adjacent to the Battlefield lies the Chalmette National Cemetery, the final resting place for over 16,000 soldiers from the War of 1812, the Civil War, Spanish-American War, Civil War, World Wars I and II, Korea and Vietnam. Located in the historic French Quarter of New Orleans is the park’s main visitor center. This center interprets the history of New Orleans and the diverse cultures of the Louisiana Mississippi Delta region. It also serves as the JELA and JAZZ Park’s headquarters.
The park has the need to easily allow for the reporting of incidents and criminal activity on federal properties by the public 24 hours a day, 7 days a week. Once the public submits the information, then it would be disseminated to the Park’s law enforcement personnel in a timely manner. The estimated number of activities for this type of notification is approximately 20 times a month.
There is also a requirement to keep a daily activity log of back-country operations for researchers and park staff, whereby an accountability of their daily start-time, expected completion-time and activity close-out time is logged for safety purposes. If they do not call-in at their expected completion-time to close-out their activity log entry for the day and they cannot be contacted, then Park Law Enforcement would be notified. The estimated number of activities for this type of notification is approximately 60 times a month
