National Park Service Western Archeological and Conservation Center (WACC) Digitalization of Audio and Video Materials
Performance Work Statement:
The National Park Service’s Western Archeological and Conservation Center needs to migrate deteriorating audio and video formats from Chamizal National Memorial that date between the years of 1970 and the late 1990s- hereinafter referred as “The Materials”. The Materials will be migrated into formats that are more conducive to their preservation and access. These preservation formats are established by best practices as outlined by the National Archives and Records Administration (see: Federal Records Management Records Management Regulations /Policy and Guidance / Appendix A: Tables of File Formats). Each migrated file will be copied onto an external drive provided by the NPS and labelled with an appropriate descriptive file name provided by NPS. The provided hard drive will be a WD brand 2TB My Passport external drive. Migrated information must be able to be used in a Windows environment.
The vendor will deliver the external drive with The Material to the NPS within 120 days of receipt of the contract. NPS will review the migrated files within 30 days of receipt to identify any issues for correction by the vendor. Files to be resubmitted will be delivered within 30 days of receipt of comments. All original data must be returned to the NPS.
Vendor shall be located within 150 miles of Tucson, Arizona. The proximity is a requirement to minimize the risk of loss or damage of The Materials which contain irreplaceable archeological and historical content. NPS will provide in-person/hand delivery of The Materials to the awarded contractor along with hard drive. Awarded contractor shall return all The Materials and the hard drive to the WACC via an in-person/hand delivery. The Materials vendor shall not be shipped (FedEx, USPS, UPS, etc) at any time or for any needs.
The data will not be used as evidence in any current litigation. The Materials may contain Personally Identifiable Information (PII) or sensitive archeological site locations. Contractor shall protect PII and/or sensitive archeological sites in accordance with Privacy Act.
The Materials are:
1. Video migration: Vendor will migrate 4,000 feet of 16mm reel to reel video with audio to an AVI (Audio Video Interleave) file and a MP4 (MPEG 4) file format for each. A total of 5 AVI and 5 MP4 files will be loaded on to the external hard drive.
2. Video migration: Vendor will migrate 100 hours of video tape from various sources including: VHS, Hi8, Super 8, Digital 8, MiniDV, DVPro, and DVCam. Each video will be migrated to an AVI (Audio Video Interleave) file and a MP4 (MPEG 4) file format for each. A total of 100 AVI files and 100 MP4 files will be loaded onto the external hard drive.
3. Audio Migration: Vendor will migrate 100 hours of cassette tape to a WAV (uncompressed file format) and a MP3 file (compressed file format) for each recording. Total time of these tapes is 100 hours. A total of 100 WAV and 100 MP3 files will be loaded onto the external drive.
4. Audio migration: Vendor will migrate a total of 140,000 feet of audio reel to reel 7.25 speed transfer to a WAV (uncompressed file format) and a MP3 file (compressed file format) for each recording. A total of 88 WAV and 88 MP3 files will be loaded onto the external drive.
