Statement of Work Installat ion of Physical Access Control System

1 Physical Access Control System Installation DEPARTMENT: BIA OJS District 6 Nashville, TN

1.1 TITLE: Physical Access Control System

1.2 Management Objective:

The U.S. Bureau of Indian Affairs/ Office of Justice Services District 6 office in an effort to achieve compliance with Homeland Security Presidential Directive-12 (HSPD-12), and related requirements and technical standards the OJS District 6 office is installing a new Physical Access Control System (PACS) at 535 Marriott Drive Suite 610 Nashville TN 37214.

1.3 Scope:

1.3.1 The contractor shall provide equipment and services for: procurement, installation, and operator Training on a HSPD- 12/FIPS 201-D compliant Physical Access Control System for administration, registration, provisioning/de-provisioning, alarm processing and event log generation. Contractor must also show registration, provisioning and subsequent use of an employee's PIV/PIV-I/CAC credential is completed with certificate validation. This system shall be capable of functioning on its own. All equipment shall be new, unused, and covered under manufacturer's warranty period. Warranty period shall be no less than 12 months and warranty period shall start at the time of installation.

1.3.2 PACS credential readers, door magnets and request to exit will be installed for six doors: two exterior suite entrances, one interior suite at reception area, and doors for rooms 617, 612 and 611 marked on floor plan CR.

1.3.3 Camera doorbell/intercom at both suite entrances with monitor and door release at reception desk.

1.3.4 Cipher lock installation on two doors

1.3.5 Provide 25 FIPS 201-2 compatible FOBs that can be used temporarily for new hires or contractors on site.

1.3.6 The contractor shall provide training for two operators to be proficient in normal system operations.

1.3.7 The contractor shall provide complete set of “As-Built” system drawings for the OJS District 6 office. System drawing shall clearly show each cable, PACS component, server, workstation client and other equipment installed.

2 General Requirements

2.1 The contractor shall provide all labor, tools, insurance, bonds, construction permits and supervision to complete the project.

The contractor may visit the project site to make necessary measurements to determine the extent of the work necessary to accomplish the prescribed work.

2.2 It is the contractor’s responsibility to ensure that all construction for this project is completed within: 29 CFR (Code of Federal Regulation) 1910, OSHA General Standards and 29 CFR 1926, to include OSHA Construction Standards, Unified Facilities Criteria (UFC) 3-580-01 Telecommunications Building Cabling Systems Planning and Design, Unified Facilities Criteria (UFC) 3-600-01 Fire Protection Engineering for Facilities, UFC 4-010-01 Minimum Antiterrorism Standards for

Buildings, International Building Code, and Uniform Mechanical Code, and DA Technical Guide for Installation Information Infrastructure Architecture (I3A) July 2008. Furthermore, all electrical work shall comply with NFPA Life Safety Code 101, the latest edition of NFPA 70, (National Electric Code) and NFPA standards for communications.

2.3 Contractor shall have 45 days to complete the project, and all work shall be during the business hours of the District 6 office. Once the schedule is established, any deviations to the schedule must be approved in advance by the BIA project coordinator.

2.4 The contractor shall warranty all work to be free from defects in workmanship performed by the contractor. This warranty shall be for a period of not less than one year from the date of final acceptance by the owner.

3 Specific Requirements

3.1 All PACS equipment shall be proven to meet HSPD-12 requirements and be included on the FIPS 201 Approved Products

List - Physical Access Control System Components see ID Management.gov (Approved Product List). contractor shall submit APL approval numbers for: PACS Infrastructure, Certificate Validation System and Readers. See Appendix A. FAR 52.211-6, Brand Name or Equal is required and incorporated in this acquisition.

3.2 PACS Server AC power circuit shall be connected to emergency AC back-up generator or Uninterruptible Power Supply and shall be capable of sustained server operation for 72 Hrs.

3.3 The facility will have at least one entry override – key entry or cipher entry. Method for override entry must protect against simple force impact or surreptitious entry.

3.4 Server OS for the access control system and related security systems or software will meet Multi-Factor Authentication requirements that do not allow alternate username and password authentication, Data-at-Rest, and Data-in-transit requirements FIPs 140-2/3.

3.5 The physical access control system and all work performed as it pertains to this statement of work shall comply with the Department of Interior “Information Technology (IT) Baseline Compliance Contract Guidelines” to ensure that information security controls are implemented and operating effectively in accordance with pertinent polices and procedures. 4 Project Overview

4.1 This project is for the installation of a HSPD-12/FIPS 201-D compliant Physical Access Control System for six doors, cipher locks for two doors, and video doorbell/intercom for both suite entrances with monitor and door release buttons at the BIA OJS District 6 office 535 Marriott Drive Suite 610 Nashville, TN.

4.2 Installation: The work to be performed under this contract includes:

System centralized components shall be housed in room 617 MDF room.

4.4 Install two Camera Doorbell/intercoms one at each suite entrance. Install a monitor for screening and door release button for the suite doors at the reception screening desk (Office adjacent to reception area)

4.5 Install cipher locks on room 612 and room 61l, program and provide code to Chad Greenwood, Assistant Special Agent in Charge.

4.6 Install motion sensors and Request to exit buttons to be a means of egress out the adjacent door.

5 Quality Assurance

5.1 The contractor shall be responsible for any damage to the building, government property and surrounding areas; and shall restore to previous condition at no additional cost to the owner if damage occurs during the accomplishment of the work.

5.2 All systems shall be back in operation at the end of each day and all work areas shall be restored to original “as found” conditions.

5.3 Contractor is required to demonstrate that the system runs without off-line errors, reader errors, and alarm errors for a period of 15 business days after the installation work is completed. System acceptance requires this test be fully and successfully completed. Any equipment made deficient through contractor negligence, will be the financial responsibility of the contractor, who will be responsible for replacement.

6 Documentation/Certification

6.1 The contractor shall provide complete set of “As-Built” system drawings for the OJS District 6 office. System drawing shall clearly show each cable, PACS component, server, workstation client and other equipment installed.

6.2 The contractor shall perform a full system functionality check.

7 Vendor Certification and Requirements

7.1 The project manager and crew will be consistent throughout the project. The project manager must be present when any work is being performed. The project manager will contact the BIA designated contact at the beginning and end of each day that work is to be performed.

7.2 A project manager will be on site for the duration of the installation. This Manager will be well versed in the requirements of the Federal standards, EIA/TIA standards, and all applicable federal, state, and local codes.

7.3 Contractors and authorized sub-contractors will use certified technicians for all cable terminations. Use of temporary or uncertified technicians is not approved. Copies of certifications from the manufacturer may be requested by the BIA.

7.4 All technicians will wear identification or company shirts with the vendor’s business name imprinted at all times when on BIA property.

7.5 BIA is not responsible for any vendor equipment or tools. All technicians will comply with OSHA and other federal, state and local codes and safety requirements.

7.6 All technicians will comply with local business conduct policies and guidelines. BIA reserves the right to perform background checks on any person(s) who are to perform work.

7.7 All unused parts and materials will either be returned for credit or left at the job site upon job completion.

8 Worksite Requirements/Expectations

8.1 Check in at the main office of the OJS District 6 is required daily by the project managers.

8.2 Smoking is not allowed in BIA buildings.

8.3 Storage of tools at the worksite shall be coordinated with the identified BIA Site Contact.

8.4 The contractor shall remove all debris, rubbish, and other materials resulting from the job site work on a daily basis.

8.5 Ceiling tile removal and care: Please report any damaged ceiling tiles to the BIA Site Contact prior to installation. You as the contractor will be responsible for replacement of damaged ceiling tiles.

8.6 The contractor shall be responsible for safeguarding all: Government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment and materials shall be secured.

9 Bidding Requirements/Expectations

9.1 All Bids submitted should include a detailed list of materials with material pricing.

9.2 The bid must include payment terms. The terms must include a statement that the final payment is not due until BIA has received all required documentation.

10 Applicable Standards All materials and workmanship shall be in accordance with the current applicable federal, state, and local regulations, ordinances, building codes and standards. These standards include, but are not limited to:

10.1 Electronic Industries Association/Telecommunications Industry Association (EIA/TIA) – 568B: Commercial Building Telecommunications Standard.

10.2 12.6 National Fire Protection Association (NFPA)

10.3 American Standards Institute (ANSI) /NFPA 70 Article 800-52 shall be applied for separation requirements from typical branch circuits (120/240V, 20A)

10.4 NFPA – National Electric Code (NEC)

10.5 Underwriters Laboratory (UL)

10.6 National Electrical Manufacturers Association (NEMA)

10.7 Bell Communications Research (Bellcore)

10.8 Federal Communications Commission (FCC), Title 47, Code of Federal Regulations, Part 68

11 Vendor Qualifications In order to qualify for installation of this project, the Vendor must possess and provide documentation of the following:

11.1 The contractor on-site staff shall have Certified System Engineer ICAM PACS (CSEIP).

11.2 The contractor on-site staff shall have valid PACS manufacturer training and certification.

11.3 The vendor must have been in business and in the business of Physical Access Control systems, continuously, under the same company name for a period of at least three (3) years, prior to the date of this proposal.

11.4 The vendor must have successfully performed at least five (5) projects of similar scope that have been functional for at least one (1) year prior to the proposal opening date. Proof of performance shall be in the form of reference sheets which shall include a brief description of the project, starting and ending dates, the beginning and ending contract price, the project foreman or superintendent’s name, and the name, address and telephone number of a customer project contact.

11.5 The vendor must have well documented in-house quality, safety and training programs.

12 Installation Schedule

12.1 Installation Schedule - Cabling shall begin within seven (7) working days after performance and payment bonds have been accepted by the BIA and a Notice to proceed has been issued. Prospective vendors, who are able to begin work in a shorter period of time, should so indicate accordingly. The vendor will have forty five (45) working days prior to the time cabling is required to begin to complete all ready work required for communications support services. Prospective vendors able to complete this project in a shorter period of time should so indicate and provide projected completion date.

12.2 Timeline Restrictions - The vendor must provide a timeline with his/her proposal. The contract award may be based in part upon the successful cable vendor's ability to deliver the cabling system in a timely manner, forty five (45) working days from when the order is placed.

13 ACCEPTANCE CRITERIA

13.1 The contractor shall show that:

13.2 Registration, provisioning, and subsequent use of an employee's PIV/PIV-I/CAC credential is completed with certificate validation.

13.3 Each alarm is processed and announced on the alarm monitor in text for new alarm, acknowledged alarm and cleared alarm.

13.4 Each camera is activated and video from each camera is displayed on designated video monitor.

13.5 The receipt of all inspections, warranties, guarantees, registrations and/or assurances as required by this specification, applicable ordinances, regulations or codes or manufacturer.

13.6 A walk through shall be conducted between the vendor and BIA personnel for inspection of all areas of installation. A punch list will be formulated by the BIA for the site, referencing all deficiencies. The vendor will be required to correct all deficiencies within five (5) working days in order to obtain acceptance.

13.7 Workmanship - The successful vendor will be held responsible for the professional installation of all materials, including the neat and orderly routing, machine-generated labeling.

14 SAFETY AND PROTECTION OF PROPERTY

14.1 The contractor shall observe OSHA safety regulations at all times during the performance of the project work.

14.2 The contractor shall report to the government agent the existence of any unsafe conditions that may prevent safe performance of work under this contract.

14.3 The contractor shall become familiar with the building layout, security requirements, vehicle access, fire extinguisher location and operation, emergency exits and emergency evacuation plans

15 PAYMENT

15.1 BIA Payment – Vendor may submit an invoice for payment when all areas of the Acceptance Criteria (Section 16.0) have been fully met in accordance with this document.

15.2 Contract Modifications - Vendor must submit in writing to the BIA any proposed modifications with applicable pricing before a formal change in contract scope; terms or conditions will be authorized. The BIA will not reimburse the vendor for any additional work performed or materials supplied unless such additions have been specifically and formally authorized in writing by the BIA.
