About this file

This document is a Statement of Work (SOW) for replacing the roof of the East Rim Facilities Shop at Big South Fork National River and Recreation Area in Oneida, Tennessee. The project involves completely removing and replacing the deteriorated metal roofing system, including 2" standing seam metal panels (24" wide, 24-gauge), new insulation, stack boots, flashing, and rake edge. The contractor will have 75 calendar days to complete the work from the notice to proceed, with the project located at 4721 Leatherwood Road. The roofing replacement is critical for continued park operations, as the existing roof panels from 1988 have failed after years of patchwork repairs and caused damage to interior finishes and equipment. The project is identified by PMIS Number 312919A and is part of the National Park Service's Interior Region 2, South Atlantic Gulf North Major Acquisition Buying Office.

1. BACKGROUND:

Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is located along the eastern portion of the border separating Kentucky and Tennessee.

Encompassing and protecting approximately 125,000 acres, the park was established by Congress on March 7, 1974. The park’s primary mission is to “provide management for the National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations”. The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, providing a broad range of recreational opportunities which benefit the economically challenged region.

This project will utilize contract labor to remove and replace the deteriorated metal roofing system on the East Rim Facilities Shop, a critical operational hub for Facility Management at BISO. The structure serves as a base for office staff, computer systems, vehicle bays, and the carpenter’s shop. The original roof panels, installed in 1988, have failed after years of patchwork repairs. Replacement will include in-kind 2" standing seam metal panels (24" wide, 24-gauge or better), new insulation, stack boots, flashing, and rake edge. Saturated insulation and failing roofing components have resulted in damage to interior finishes and equipment, making this a high-priority asset investment for continued park operations.
