About this file
This is a Statement of Work (SOW) for the repair and upgrade of the electrical system at Wilderness Road Campground within Cumberland Gap National Historical Park in Lee County, Virginia. The project consists of 12 line items, all priced on a lump-sum basis, addressing electrical deficiencies across multiple campground facilities. Work includes replacement or repair of 41 RV power pedestals with electrical hookups, upgrades to the Entrance Station and Fireman's House electrical systems with corrected panel placement and code compliance, repairs to Comfort Stations 1, 2, and 3 including new exterior panels and conduit rerouting, restoration of three Wilderness Road Campground (WRC) pedestals, and repairs to the Amphitheater lighting and feeder conduits. Specific issues being addressed include conduit separation due to earth movement, restoration of parallel feeders to eliminate voltage drop at Comfort Station #2, and correction of working clearance deficiencies at service panels.
The SOW establishes comprehensive technical and administrative requirements for execution. All work must comply with the 2023 National Electrical Code (NEC), NFPA standards (70, 70B, 70E), OSHA regulations, and be performed by licensed electricians under Virginia state requirements. Contractor responsibilities include detailed submittals (construction schedules, quality control plans, accident prevention plans, waste management plans, and equipment data) due before the pre-construction conference; field verification of existing utilities and dimensions; archaeological monitoring coordination; environmental protection including equipment pressure washing and wildlife consultation; temporary erosion and stormwater controls; and comprehensive closeout documentation including Project Record Drawings, operation and maintenance manuals, and system testing reports. The contract is structured as a 100% small business set-aside with a firm-fixed-price arrangement and 180-day performance period from Notice to Proceed, with substantial completion required within specified timeframes and final inspections followed by punch-list correction within 21 calendar days.

2. Repair of existing campground site related electrical issues such as site panel feeder conduits separating due to earth movement and re-establishing the second leg of a parallel feeder that powers Comfort Station #2 (the second leg of the feeder was disconnected and utilized to power a Camp Host site – without both legs of the feed, Comfort Station #2 is subjected to extreme voltage drop issues).
3. Entrance Station electrical upgrades to repair existing old or defective electrical components and to correct code related deficiencies.
4. Correct a code related issue at the Fireman’s House where there is not legally required working clearance in front of the power panel that serves the fireman’s house. The panel will be relocated to correct this safety issue. There are additional minor code and aging equipment issues being corrected at the Fireman’s house.
