About this file

This file contains questions and answers clarifications for the CUGA Electrical System upgrade solicitation (140P5326R0024) at Cumberland Gap National Historic Site in Middlesboro, Kentucky. The Q&A document addresses ten key inquiries from potential bidders regarding licensing requirements, electrical drawings, site logistics, design specifications, code compliance, and project scope.

Key clarifications include: Virginia licensure is required; the NPS does not have one-line or as-built electrical drawings available; material storage via connex and potential office trailer placement are permitted on campground sites with electric only; existing conduit over the garage door should be retained and directed into a new junction box; code violations outside the stated scope should be reported to the Contracting Officer rather than addressed; panel relocation alternatives are acceptable if performed to code by licensed electricians; work must comply with the 2023 National Electrical Code per NPS requirements, not Virginia's 2021 code; road trenching is excluded from the bid unless differing site conditions warrant notification to the Contracting Officer; sales tax language in the bid schedule means no separate sales tax should be added, though the project is not universally tax-exempt; and local power companies are Powell Valley Electric Cooperative and Old Dominion Power. The Contracting Officer notes no direct contact information is available for these utilities.

QUESTIONS

140P5326R0024 – CUGA ELECTRICAL SYSTEM

1. do I need to pull an electrical permit from the local jurisdiction? Do I need a Virginia license to bid on this project?

Yes, contractor must hold an active Virginia license.

2. We would like to see "one line" drawings or as builds of the electrical circuitry for the campground. We would like to check on how to isolate areas of the campground for our work schedule as well as power supply for the locations.

The National Park Service does not have any one line or As Builds of the electrical circuitry for the campground to our knowledge. Attached are the only drawings we have.

3. Would it be possible to use a campground site for location of a storage connex for materials ? Would it be possible for use of a campground site for location of an office trailer/RV while involved in this project ?

The park will allow site storage of materials. A connex will work fine. We could potentially provide a campground site for office trailer. We only have electric to the sites. No water or wastewater is available. Comfort stations within the campground will be available to contractor personnel.

4. On Drawing E102A and E102B, there is an item (E) which is described as metal conduit passing over the garage door. Since it is on both the demo and new drawing, we are checking for clarification as the existing conduit is NOT metal. Are we to replace above ground conduit with metal conduit ?

The (E) mark shows that the conduit is existing. The drawings do not say to remove or change the conduit over the garage door. It is showing the conduit that should be directed into the new Junction Box on E102B which should be used to push wires into the (R) Electrical Panel associated with Note 1 on E102B.

5. On sheet E102A, Sheet Note A makes the statement that the interior of the firehouse was not investigated for code violations. Please explain the thought of that statement. Are we to address code violations throughout the building that you have not been determined in this scope of work ?

No, the building should not be evaluated for code violations. The only work that should be expected is the work shown on the drawing. Any work discovered during the construction that is required by Code to be repaired/replaced should be brought to the attention of the Contracting Officer.

6. On sheets E500, Detail #1 - In each of the Panels - WRC1, WRC2, WRC3, - note #1 states to move the panel down 6" to relieve wire stress. As we examined these panels on site, we believe moving them down will get the openings into the back of the BUS bars and require significant reworking of the service from the meters to those panels and greater involvement from the local electrical companies. We request the option be considered to leave the panels in place, add the earth movement protection devices, adjust breaker locations, and professionally splice any wires that would still need any stress relief.

This is an acceptable option, provided all work is done to code, any circuits moved are properly labeled, and work is performed by a licensed electrician.

7. On checking with the Lee County, VA electrical inspector - Virginia is using the 2021 USBC for its electrical basis. On page 2 of the drawing General Note 6 would indicate that we should use the 2023 National Electrical Code. Is this accurate ?

The National Park Service requires work be completed to the 2023 National Electrical Code. Unless the local electrical company requires an inspection, work performed on Federal Property usually does not require a permit.

8. While on site yesterday there was some question from Park about trenching through the roadway vs boring under the roadway. I am not sure that there is any need for that discussion, but since there are no specifications for pavement repairs I would suggest we go with boring if any is necessary. Is this acceptable ?

As there are no instances in the Specifications or plans for road crossings, they should not be included in the bid. If it is found there are differing site conditions, the contracting officer should be notified before proceeding with that portion of work.

9. In the SOL, Page 7 section B for the Bid Schedule - In the box the last sentence says "sales tax are not applicable". Is this a tax exempt project ?

The language “sales tax are not applicable” in the Section B bid-schedule box should generally be read as an instruction not to add a separate sales-tax amount to the bid schedule. It does not, by itself, establish that the project is tax-exempt for every purchase the contractor makes.

10. Can you provide the name of the local power company and any direct connection the Park may have at that company .

Powell Valley Electric Cooperative and Old Dominion Power. I do not have a direct contact with them.them.
