STATEMENT OF WORK (SOW)

Annual Service and Testing of Fire Extinguishers Grand Teton National Park

1.0 Project Description / Summary

The Government requires annual inspection, testing, and maintenance of portable fire extinguishers located throughout Grand Teton National Park to ensure compliance with applicable fire and life safety codes and to maintain operational readiness of fire protection equipment.

This requirement will consist of one (1) Base Year and two (2) Option Years.

2.0 Scope

The Contractor shall provide all labor, supervision, tools, equipment, transportation, materials, testing devices, parts, and incidentals necessary to perform annual service and required periodic testing of Government-owned portable fire extinguishers park-wide.

Services shall include annual inspection/testing, hydrostatic testing, internal maintenance (6-year and 12-year), and disposal of expired units as specified herein.

The total estimated quantity of extinguishers is approximately 677 units.

3.0 Locations and Estimated Quantities

Approximate number of extinguishers are distributed throughout the park as follows:

· 341 – Moose, WY

· 66 – Beaver Creek Housing Area

· 25 – Highlands Housing Area

· 20 – Lupine Meadows Housing Area

· 40 – Moran, WY

· 146 – Colter Bay Village, WY

· 20 – Flagg Ranch Area All other remote areas will consolidate extinguishers to central locations in Moose, Moran, and Colter Bay for servicing.

The Contractor is responsible for all transportation to and between work locations.

4.0 Period of Performance

Services shall be performed annually between:

September 1 – September 30 (Monday through Friday) Working hours: 8:00 a.m. – 4:00 p.m.

A Government-designated laborer will be available during these hours to assist with navigation and location access.

5.0 Vehicle Fire Extinguisher Testing

Testing of fire extinguishers assigned to Government vehicles shall be scheduled in coordination with park management to ensure employee notification and operational safety. Park staff shall have divisions bring extinguishers to a centralized location for ease of testing and scheduling.

6.0 Technical Requirements

All services shall be performed in accordance with:

· NFPA 10 – Standard for Portable Fire Extinguishers

· Manufacturer specifications

· OSHA requirements

· Applicable federal, state, and local regulations The Contractor shall ensure all technicians are properly trained and certified to perform fire extinguisher inspection and hydrostatic testing.

7.0 Required Services

7.1 Annual Inspection and Maintenance

· Perform annual inspection and operational testing of approximately 677 extinguishers.

· Verify pressure, condition, accessibility, labeling, hose integrity, seals, and mounting brackets.

· Apply updated inspection tag with service date and technician identification.

7.2 Hydrostatic Testing (Estimated Quantities)

· 2.5 lb extinguishers – 75 EA

· 5 lb extinguishers – 75 EA

· 10 lb extinguishers – 75 EA

· 20 lb extinguishers – 2 EA Hydrostatic testing shall be performed in accordance with NFPA 10 and DOT requirements.

7.3 Six-Year Internal Maintenance (Estimated Quantities)

· 2.5 lb extinguishers – 75 EA

· 5 lb extinguishers – 75 EA

· 10 lb extinguishers – 75 EA

7.4 Twelve-Year Maintenance (Estimated Quantities)

· 2.5 lb extinguishers – 75 EA

· 5 lb extinguishers – 75 EA

· 10 lb extinguishers – 75 EA

7.5 Disposal

The Contractor shall be responsible for proper disposal of expired, condemned, or non-serviceable extinguishers in accordance with all environmental and hazardous material regulations.

7.6 Miscellaneous Parts

The Contractor may replace minor components such as:

· Valve stems

· O-rings

· Hoses

· Tamper seals

· Other minor service parts Replacement parts shall meet manufacturer and NFPA standards.

8.0 Work Conditions and Access

· Extinguishers in housing areas will be available outside residences or at designated central collection points.

· Extinguishers in work areas will be consolidated where practicable.

· The Government will provide maps identifying housing and work area locations.

· The Contractor shall coordinate as needed for direction to consolidated service locations.

· NPS staff will accompany work crews to locations, or go ahead of their arrival to ensure fire extinguishers are outside where they are easily accessible.

· Daily briefing, coordination and communication with COR is required.

9.0 Deliverables

Upon completion of services, the Contractor shall provide:

1. Itemized list of all extinguishers serviced

2. Documentation of hydrostatic and internal testing performed

3. List of extinguishers requiring replacement

4. Record of units removed and disposed

5. Updated compliance documentation suitable for audit purposes All documentation shall be submitted electronically unless otherwise directed.

10.0 Schedule of Items

Quantities are estimates. Award will be made for a Not-to-Exceed (NTE) Lump Sum amount. Payment will be made only for actual services performed. Quantities shall not be exceeded without prior written approval of the Contracting Officer.

11.0 Acceptance

The Government will accept services upon verification that:

· All required inspections and testing have been completed

· Documentation has been submitted and verified

· Extinguishers are properly tagged and compliant with NFPA standards

· Disposal documentation has been provided
