About this file
This is a Scope of Work for boundary survey services for the National Park Service at Saguaro National Park in Pima County, Arizona.
The project involves surveying and establishing boundary monuments for two NPS land parcels: SAGU 02-216 (approximately 60.1 acres in the NE1/4 of Section 21) and SAGU 02-217 (acquired by NPS in July 2025, located in the SW1/4 of Section 27). Both parcels are part of the Sweetwater land bridge project to connect the Sweetwater Preserve to the National Park. The contractor must be a Registered Professional Land Surveyor in Arizona with full qualification to perform boundary surveys and prepare legal descriptions in compliance with Arizona State Statutes and federal requirements. Standard survey tasks include landowner contacts prior to field work, establishment of new survey monuments at corner points marked with durable materials (⅝-inch diameter iron rods with metal caps for private property; upgraded monuments required for PLSS corners), documentation of rights-of-way, easements, improvements, and encroachments, and completion of boundary plats for filing in Pima County records. The contractor must establish at least two mapping control points referenced in Arizona State Plane Grid Coordinates (NAD 83(2011), Central Zone, U.S. Survey Feet) with GPS occupation for a minimum of four hours and provide OPUS solution data sheets.
The performance period is 180 days from contract award. Draft deliverables must be submitted electronically by day 120 for review, with approval or change requests provided within 14 days. All final products, including recorded plats, must be delivered by day 180. Required deliverables include AutoCAD .dwg files with clearly named layers, geospatial shapefiles or Trimble Business Center files in project grid coordinates, and a land surveyor's report (not exceeding one page) describing monument establishment methods. The contractor must maintain Worker's Compensation Insurance, General Liability Insurance ($1,000,000 per occurrence), Professional Liability Insurance ($1,000,000), and Commercial Automobile Liability Insurance ($500,000 combined single limit). All work products and information remain the property of the U.S. Government and must be treated as confidential. NPS will provide field investigation diagrams, copies of relevant survey plats from county records, current title commitments, and a permission letter template for adjoining landowners.

This survey project has two separate areas of interest that are located within the Tucson Mountain District (westernmost unit) of Saguaro National Park. The National Park Service is working to or has acquired parcels in an attempt to complete landownership within the legislated boundary of the park. The purpose of these acquisitions is to connect the Sweetwater Preserve to the National Park, in an area nicknamed the Sweetwater land bridge.
Both of the land surveys described in this SOW will include work to locate, identify and/or establish the boundaries of each parcel, marked with durable survey monuments at the corner points of the Public Land Survey System (PLSS) or angle points defining private lands.
The first parcel is SAGU-02-216, located in the NE1/4 of Section 21 in T. 13 S., R. 12 E., G&SRM and is approximately 60.1 acres. The parcel is vacant land and currently owned by Pima County, held as county conservation land within the Saguaro National Park boundary.
This parcel surrounds a private land parcel on three sides that has a physical address of 7100 West El Camino Del Cerro, Tucson, AZ 85745, shown as Parcel Identification No.
21438001-C in the Pima County Assessor’s Records. The PLSS lines in the NE1/4 were last surveyed in 2002 as shown on land survey plats available in the Pima County Clerk and Recorder’s Office. No previous land surveys of the private land owned by Ben Chavis were located during government research, however, 60d nails were located at the angle points of the deed description during the field investigation. NPS will provide all documents located during a search of the county records in 2024. The contract will survey/resurvey the boundary of the parcel and include any easements of record on the final survey plat. The NPS will provide a current title commitment for this property.
The second parcel is SAGU-02-217, acquired by NPS on July 30, 2025, by Warranty Deed recorded under Document No. 20252110004, in the Pima County Clerk and Recorder’s Office. This parcel has a physical address at 6250 West Sweetwater Drive, Tucson, AZ, 85745. This parcel was originally surveyed by Gene E. Anderson, Registered Professional Engineer (Civic) No. 2368, shown on the Record of Survey filed on September 5, 1980, recorded in Book 3, Page 46 in the Pima County Clerk and Recorder’s Office. The subject parcel is shown as an “EXCLUDED” area on the survey plat and has been described in deeds as the “south 660 feet of the east 990 feet…”. A field investigation was completed for this parcel to locate boundary evidence of the location of the parcel. During the field work, 60d nails were located at the angle points of the parcel and at various points along the line. Both points along the north line of the parcel along with the southwest intersection with the section line to sections 27 and 34 will be monumented according to standards set forth in Section II.
(2) of this SOW. The contractor will survey/resurvey the boundary of the parcel including all improvements, i.e., fences, windmills, water tanks and easements both visible and of record.
The NPS will provide a current title commitment for this property.
NPS has two concerns with the future survey of this parcel:
The first is the monument for the Section Corner to sections 26, 27, 34, and 35, being a 2.5-inch diameter iron pipe, no cap with a 60d nail in the middle. Considering that this corner position is an angle point of the public lands, NPS would like to have this monument upgraded.
SOW, Boundary Survey Services Page 3 of 6
The second concern is the East 1/16th section corner to sections 27 and 34. At this position, the field investigation discovered two survey monuments approximately 1-foot apart, purporting to be the same aliquot corner. The contractor will be required to determine the correct position of the section line in order to place the southwest corner of the subject parcel in its correct position.
A land survey plat for each parcel (2 total) will be prepared and filed in records of Pima County, Arizona.
II. PROJECT DETAILS:
PERFORMANCE PERIOD AND SCHEDULE:
The selected firm can begin work on the day the contract is signed by both the federal contracting officer and company representative. All work will be completed and delivered in 180 days.
Draft deliverables will be submitted electronically to the technical POC listed in Section III for review no later than 120 days after award. The reviewer will provide approval or request for changes within 14 days of receipt of the draft documents. The contractor will deliver all final products including the recorded plat by the end of the period of performance of 180 days.

b. Apparent easements and servitudes. Evidence of any easements or servitudes serving or burdening the surveyed property as disclosed by any documents provided by NPS or any evidence of physical uses, disturbances or utility infrastructure not of record observed in the process of conducting fieldwork.
These may include manholes, vents, ditches, telecommunication pedestals, or other visible utility connections or crossings.
c. Buildings and structures on the surveyed property observed in the process of conducting the fieldwork.
d. All fences and retaining walls interior to the property boundary.
e. All areas and features of encroachment onto USA/private lands.
SURVEY & MAPPING CONTROL:
All reported horizontal distances will be based on ground measurements in either U.S. or International Feet at the discretion of the surveyor or as required by law. The basis of bearings for the project is at the discretion of the surveyor. Both the units and basis of bearings will be noted on the plat.
At least two survey monuments (existing or new) within the project extents will serve as mapping control points. These can be existing property corner monuments, project control points, NGS monuments or combination thereof. Both will be described and referenced on the final plat in Arizona State Plane Grid Coordinates, Central Zone, NAD 83(2011), U.S. Survey Feet. The grid coordinate pairs for each point and combined scale factor from ground to grid will also be noted. If either control point is not a boundary monument, sufficient information will be included to tie it to a boundary monument.
These points should be located on opposite sides of the project area if possible. At least one of the control points will be occupied by a dual-frequency GPS unit for a minimum
SOW, Boundary Survey Services Page 5 of 6 of four hours. A current Online Positional User Service (OPUS) solution data sheet for this monument will be provided as a deliverable.
