FABRICATION AND INSTALLATION
OF PERSIMMON GAP VISITOR CENTER EXHIBITS
BIG BEND NATIONAL PARK, TEXAS
I. BACKGROUND
Big Bend National Park is located on the border with Mexico along the Rio Grande in west Texas. The park covers over 801,000 acres in an area where the Rio Grande makes a sharp turn - the Big Bend. It is a place where river, desert, and mountain environments exist, creating habitats for a great diversity of plants and animals. It is also a place where countries and cultures meet. The park was authorized on June 20, 1935 and established on June 12, 1944. The area was also designated a United States Biosphere Reserve in 1976.
II. PURPOSE
The purpose of this contract is to provide the fabrication and installation of indoor exhibits for the Persimmon Gap Visitor Center in Big Bend National Park.
III. SCOPE OF WORK
The project shall be the fabrication and installation of new exhibits for the Persimmon Gap Visitor Center, Big Bend National Park, in Texas. The project includes coordination with park interpretation and facility staff.
The contractor shall provide all services including labor, materials, facilities, and travel necessary to detail, fabricate, transport to the site, and install all exhibit elements in accordance with the base contract, and with the specifications as detailed in this Task Order.
A. SPECIFICATIONS
All work under this contract shall be performed in accordance with the most recent version of the referenced attachments found in Section VII and reference in the base contract, in addition to the attachments specified in this task order.
B. PROJECT MANAGEMENT
All work as specified in this section of the base contract shall be included. In addition, the contractor shall provide the following additions or changes:
(1) Quality Control As an element of quality control, the contractor shall coordinate through the COR all aspects of the project schedule, detailing, fabrication, and installation with the project stakeholders, including the park point-of-contact.
The contractor will provide names and links to portfolios of proposed diorama fabricator(s), 3D printed acrylic model maker(s), and proposed sculptor(s).
(2) Schedule The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall include shop inspections, site visits, installation activities, and closeout submittals.
The project schedule shall be submitted to the COR for review and approval seven working days prior to the post award conference and site visit. The contractor shall update the approved schedule and resubmit to the COR three working days prior to every project status meeting for the life of the project.
(3) Meetings and Travel
a. Progress meetings:
The contractor shall schedule and lead bi-monthly telephone or video conference meetings with representatives of the contractor, the National Park Service, and any subcontractors. The purpose of these meetings shall be to coordinate, expedite, and schedule all work and reviews with the NPS activities. The contractor shall provide a meeting agenda for each conference call, and shall coordinate with the COR to ensure that the required personnel participate in the scheduled progress meetings.
b. Meeting minutes:
The contractor shall record meeting minutes and submit to the COR an electronic copy of all meeting minutes within two working days of each project meeting or conference call. The meeting minutes shall document all issues discussed and decisions made, responsibility of parties for providing information, and timeframe for response.
c. Travel:
Travel shall include:
i. Post award conference and site visit The contractor shall travel to Big Bend National Park to attend a combined post award conference and site visit. The date of the post award conference and site visit shall be determined within three weeks of the contract award. The conference shall be up to two eight-hour working days. At this meeting, the contractor shall meet with the COR; a representative from EDX, the exhibit design contractor; and park personnel.
The contractor shall be responsible for travel costs (air fare, lodging, per diem, etc.) and salary for two representatives from exhibit designer EDX to attend the post award meeting.
The contractor shall be prepared to review existing site conditions and construction document, discuss the government-furnished reference package, acquire government-furnished property and gather any other reference materials or research necessary to produce exhibit elements. An agenda shall be submitted by the contractor to the COR for review and approval not later than seven days prior to the post award conference and site visit.
ii. Shop inspection visit to contractor’s facility The contractor shall facilitate a visit by the COR and park staff and a representative from EDX to the contractor’s facility for the purpose of inspecting and approving fabrication work in progress.
The contractor shall be responsible for travel costs (air fare, lodging, per diem, etc.) and salary for two representatives from exhibit designer EDX to attend the shop inspection.
The date of the work inspection visits to the contractor’s facility shall be determined in consultation with the COR.
iii. Pre-Installation site visit N/A
iv. Exhibit installation The contractor and exhibit installers shall travel to Big Bend National Park to install all exhibits and exhibit elements.
(4) Government-Furnished Materials Government-furnished materials shall be provided to the contractor as specified in this task order.
(5) Organize Resource Materials No additions or changes.
(6) Submittals The contractor shall ensure that all submittals are produced and delivered in accordance with the base contract and this task order.
(7) Final Inspection The contractor shall be responsible for final inspection of all exhibit elements at the contractor’s facility in accordance with the base contract and this task order. The contractor shall provide completed exhibits, review and demonstration of all elements, a punch-list, and a pre-installation meeting.
At this inspection, any work not approved by the COR for installation shall be remedied prior to installation on site at Big Bend National Park, Texas.
(8) Delivery and Final Installation No additions or changes.
C. MUSEUM/VISITOR CENTER EXHIBIT FABRICATION PROCESS
All work as specified in this section of the base contract is included. In addition, the contractor shall provide the following additions and changes:
(1) Post award Phase:
a. Post award meeting and site visit The contractor shall attend a post award conference and site visit.
The date of this site visit shall be determined in coordination with the COR.
b. Review government-furnished materials The following government-furnished materials will be provided at the post award meeting:
(i) Design Production Files for Exhibits
(ii) Schematic drawings for the Persimmon Gap Visitor Center building
(2) Submittals Phase:
a. Section 5. Submittals and reviews Post award meeting and site visit report:
The contractor shall prepare, and submit a post award meeting and site visit report to the COR, via email and as a PDF file.
The report shall include all issues discussed and the contractor’s understanding of all decisions made during the meeting.
All images taken at the post award meeting and site visit shall also be provided to the COR in JPEG format via approved FTP site. Each photo shall be clearly labeled with the date and relevant site location or other identifying information as appropriate.
b. Section 13, 13.6, Fabrication drawings Drawing set:
The contractor shall submit two 11” x 17” hard copies of each fabrication drawing set. The drawing set shall include all exhibit elements and shall be submitted as a complete set, not in a piecemeal fashion. An additional copy shall be submitted to the COR via email as a PDF file.
In addition, a set of revised and final fabrication drawings shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR.
In addition, the contractor shall provide the following:
| i. | Modifications: The general design requirements shown in Attachments A, B, and C are intended to establish basic dimensions of units or modules, accessibility, profiles, and sight lines of members. Within these limitations, the contractor shall submit documentation for modifications or additions as required, to the COR for review and approval prior to implementing changes. The contractor shall maintain the visual design concept and operational features as shown, including members’ sizes, profiles, and alignment of components. |
| ii. | Scaled drawings: The contractor shall produce scaled drawings of every exhibit element. Where work by separate entities requires off-site fabrication of products and accurate interfacing of materials to produce the required results, the contractor shall prepare coordination drawings to indicate how work shown on separate shop drawings will be interfaced, intermeshed, and sequenced for installation. |
Drawings shall illustrate connections of components and joints; power and communications distribution within exhibit structures; illustrate how temperature movement and other environmental issues are handled; venting; anchorage; and structural integrity and stability.
| iii. | Elevations: Drawing set shall include elevations identifying locations of all elements including graphics with graphic numbers. |
| iv. | Catalog Cuts: Catalog cuts for any item or product the contractor proposes which differs from what is specified in the exhibits drawings, and for all electronic hardware and software. Each cut sheet shall reference the appropriate exhibit number. |
| v. | Confirmed measurements: The contractor shall measure and document any existing architectural and landscaped spaces and conditions that are available at the time Exhibit Drawings are submitted. |
| vi. | Accessibility Dimensions: Exhibit element dimensions are required for exhibit accessibility in accordance with Programmatic Accessibility Standards for National Park Service Interpretive Media, from the base contract. These dimensions shall include, but are not limited to, maneuvering clearances, reader rail angles and heights, eye level, reach ranges, counter heights, and toe and knee clearances. |
vii. Lighting Plan: N/A
viii. Engineering: Any changes to the existing design shall be brought to the attention of the COR for review and approval.
All exhibits, including but not limited to the above listed, shall be rigid and not bend, sag, or shake when handled by visitors. If bending or sagging is observed at shop inspections or during installation, it is the contractor’s responsibility to correct the issue.
| ix. | Attachments: All drawings of elements with below-grade attachments shall illustrate the attachment method. |
| x. | Graphics Schedule: Graphic output methods and substrates for each graphic number shall be listed in a separate Graphics Schedule. |
| c. | Section 13, 13.7, As-built drawings |
The contractor shall submit as-built drawings as part of the final closeout package.
d. Section 14, 14.6, Specific requirements for fabrication phase All work as specified in this section of the base contract is included. In addition, the contractor shall provide the following additions and changes:
Material and finish sample board: The contractor shall submit one sample board measuring at least 3” x 3” of all materials used in the project.
e. Section 15, 15.7, Graphic fabrication – general requirements All work as specified in this section of the base contract is included.

| (b) | Revised graphic proofs: One full-sized set of the final graphic proofs incorporating all changes and corrections from the preliminary graphic proofs. These shall be displayed for review at the Preliminary Shop Inspection. |
(c) Final graphic proofs: One full-sized set of the final, color-corrected graphic proofs incorporating all changes and corrections from the preliminary graphic proofs.

The contractor shall use the following process for all custom tactile elements:
| i. | Submit rough sketches that shall be in the style approved by the COR. |
| ii. | Submit a more refined sketch that shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR. |
| iii. | Submit the final sketch that shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR. |
| iv. | Submit photographic documentation of the sculpted or formed tactile element prior to production for review and approval by the COR. |

The contractor shall submit a shop inspection punchlist which documents all review comments and decisions made at the shop inspection. The shop inspection punchlist shall be submitted to the COR via email as a PDF file.

r. Section 29, Operational training and references The contractor shall provide two hard copies of the Maintenance Manual to the COR. The Maintenance Manual shall include all components as described in the base contract. In addition, the contractor shall provide an as-built lighting plan, audiovisual operations manual, cleaning and maintenance kit, and production-quality photographs of each completed and installed exhibit.
(3) Fabrication Phase:
a. Structures, cabinetry, casework:

| (a) | Corrections to graphics: The contractor shall make corrections to the digital layouts and files if text is found to be incorrect, either due to errors in the original text or in preparation of the layouts; if original graphics cannot be obtained or are found to be incorrect, or the use rights cannot be purchased and substitutions have to be found; and/or if color settings in digital files are inconsistent with the color specifications for each output media as specified on the exhibit plan drawings. |
In addition, the contractor shall provide graphic design and editing to ensure accuracy and accessibility compliance of graphic layouts if readability of text is found to be unacceptable and adjustments to the layout and/or font size are needed to enhance contrast between text and the background. This shall include the following:
· Image correction, adjustment, and placement;
· Adjusting digital graphic layouts for color correction and bleed; and
· Text editing and placement.

d. Section 28, Installation In accordance with this section of the base contract, the contractor shall pack, crate, and ship all exhibit elements to Big Bend National Park, TX. The contractor shall be responsible for acquiring all labor, materials, and equipment required for installation of the exhibits on site.
i. Work hours Installation shall be coordinated with the COR and scheduled accordingly.
ii. Packing and crating of exhibits The contractor shall pack and crate all materials in such a way that they will arrive at the site undamaged. If exhibit elements are damaged in transit, the contractor shall bear the full responsibility for repair or replacement.
iii. Security The contractor shall maintain and abide by established security protocol of the installation site. The contractor shall coordinate installation site security with the COR and abide by all security requirements as well as coordinate with the COR.
iv. Contractor’s use of premises
| (a) | Equipment: The contractor shall obtain all materials and equipment required for the proper installation of all exhibit elements, and shall not use or rely on park equipment and materials. | |
| (b) | Deliveries: Schedule all deliveries with the COR a minimum of one week in advance and to minimize space and time requirements for storage of materials and equipment on-site. Locate vehicles only where directed and permitted. Use building entrances and travel paths as directed by the COR. Store and stockpile materials and debris only where permitted by the COR. | |
| (c) | Driveways and entrances: The contractor shall coordinate the use of all driveways, loading docks, parking spaces, sidewalks, and entrances with the COR. Maintain sidewalks and entrances clear and available for tenant use. | |
| (d) | Removal and disposal: The contractor shall be responsible for removal and disposal of all trash and unused installation materials. | |
| v. | Walkthrough | |
| Upon completion of installation, the contractor shall conduct a walkthrough inspection with the COR and park staff. The contractor shall provide an installation punchlist which documents all comments and corrections made during the walkthrough inspection. The punchlist shall include a completion date for each item on the list. | ||

The contractor shall submit a closeout package to the COR, along with all government-furnished material and documentation of the exhibits “as built”.

IV. DELIVERABLES AND DESTINATION POINT
All deliverables shall be shipped Free On Board (FOB) Destination, within Consignee’s premises, with all shipping and transportation costs prepaid. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.
Deliverables shall include the following:
1. Project schedule
2. Meeting minutes from each project meeting or conference call
3. Post award meeting agenda
4. Trip or site visit report from each site visit, including:
a. Post award conference and site visit,
5. Verified dimensions of all BIBE Persimmon Gap exhibit sites
6. Exhibit site images from Persimmon Gap Visitor Center
7. Fabrication drawings including all addendums
8. Material, finish, and color samples
9. Tactile map submissions, samples, and prototypes
10. Tactile model submissions, samples, mockups, and prototypes
11. Graphic proofs and graphic production samples
12. Exhibit elements at shop inspection
13. Shop inspection punchlists
14. Final exhibit elements, structures, and cases
15. Closeout package
Deliverables shall be sent to the following:

VI. PERIOD OF PERFORMANCE
All work, including review and approval, shall be completed on or before March 31, 2023.
VII. GOVERNMENT-FURNISHED PROPERTY
The contractor shall be responsible for security and protection of government-furnished property or materials provided in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property not incorporated into the exhibit.
A. The following listed government-furnished property shall be furnished at the post award conference and site visit:
(i) Design Production Files for Exhibits
(ii) Schematic drawings for Persimmon Gap Visitor Center building
B. The following listed government-furnished property shall be furnished during exhibit fabrication:
i. A reference map will be furnished depicting the Chisos Mountains area with features, labels, preferred colors, and vegetation zones.
VII. ATTACHMENTS
The following listed documents are attached and incorporated into this contract.
