About this file

This Statement of Work (SOW) details a fire sprinkler system upgrade for the Bureau of Land Management's Black Rock Administrative Center (BRAC) in Gerlach, Nevada. The project requires installing double check valves on the existing fire riser, replacing corroded piping, and conducting a five-year NFPA 25 inspection, with specific requirements including State Fire Marshall licensing, U.L. listed materials, and compliance with Nevada Administrative Code and Revised Statutes.

Key project specifications include a 122-calendar day performance period from September 30th, 2025 to January 30th, 2026, with potential extensions for custom manufacturing or permit reviews. The contractor must be licensed by the Nevada State Fire Marshall, use U.S. manufactured pipe rated for 175 psi working pressure, and provide certification of system installation. Deliverables include the installed backflow prevention device, a five-year inspection report, compliance certifications, and as-built drawings. The project has a one-year warranty on workmanship and materials, with the total work encompassing valve installation, system modifications, and comprehensive documentation.

STATEMENT OF WORK

Black Rock Administrative Center Double Check Valve Installation Bureau of Land Management – Nevada State Office Gerlach, Nevada April 21st, 2025

INTRODUCTION AND BACKGROUND:

The Bureau of Land Management (BLM) Winnemucca District Office requires updates to the fire sprinkler protection riser at the Black Rock Administrative Center (BRAC) by placing a backflow preventor device on the existing fire riser.

The BRAC is located at approximately 40.659410° N, -119.369610° W, 1 mile to the west of Gerlach Nevada on Transfer Station Road in Washoe County, Nevada.

Note, Gerlach Nevada is 110 Miles from Reno, the metro area with the nearest airport (RNO).

The BLM has provided site and vicinity maps and an informational schematic of the current fire riser.

The contractor must perform their own measurements and shall not rely on the government’s provided measurements.

The BLM has provided the original fire system protection design calculations and submittals for reference. The original calculations and submittals do not bear a stamp and an engineering report was not provided. A check valve is included in the submittals but was not placed on the fire riser or pipe. Documents obtained through an open records request from Washoe county for the fire sprinkler and alarm system are provided as an attachment for reference.

The Bureau of Land Management is the authority having jurisdiction. However, the NAC and NRS code requirements and certification for the system and contractor certifications with the Nevada State Fire Marshall apply to this project. Submittals to the State Fire Marshall shall instead be sent to the BLM.

SPECIAL QUALIFICATION(s) requirements:

The contractor shall be licensed for sprinkler systems by the State Fire Marshall. Per NRS 477.033 A license, issued by the State Fire Marshal, is required for maintenance, and/or installation of fire sprinkler systems. If the electrical and alarm system requires adjustment, then that shall be performed by a contractor licensed with the state fire marshal for that work. The contractor must have someone holding a certificate of registration issued by the State Fire Marshal be on the job site and directly supervise the installation of the system. Work must be performed to meet the requirements of NAC 477.483 with submittals going to the BLM.

BASE BID:

The base bid includes:

1. The Five-year NFPA 25 Inspection for the fire sprinkler system and documentation of any deficiencies and provided in writing. Includes tagging of check valves to comply with NAC, NRS requirements.

2. The installation of double check valves on the fire riser, any associated modifications required for them to fit on the fire riser, and replacement of the corroded pipe below the electronic control valve. If there is not enough room on the existing fire riser for the check valves or backflow preventer to be installed before the fire assemblies begin then the existing fire riser and assemblies will need to be adjusted to allow for the new check valves or backflow preventor to fit. This may include the but is not limited to the following assemblies: the pipe from the fire riser which runs into the building, the test drainage pipe, and the conduit and electrical wiring lengths for the fire alarm system and its controls. This work shall be considered incidental to the installation of the new assemblies. Work shall conform to requirements of NFPA 13R, the residential sprinkler system requirements.

The contractor is responsible for performing any required testing and logging of results from the testing upon installation if required for double check valves. The double check valves must allow for vertical installation. Size reducing assemblies are not allowed due to pressure requirements for the fire sprinkler.

Products:

All materials, valves, and equipment used in the installation of the fire protection system shall be U.L. listed or F.M. approved and shall be new and the standard product of a manufacturer regularly engaged in the manufacture of the product. Copper piping shall not be used.

Pipe shall be calculated for 175 psi working pressure, conforming to ASTM specifications and have the manufacturer’s name or brand, along with the applicable ASTM standard, marked on each length of pipe. Pipe shall be US manufactured. All couplings and fitting shall be of the same manufacturer. Bushings and reducing couplings shall not be allowed.

Contractor to provide fittings, valves, and accessories as needed to install the check valves or backflow preventor onto the existing standpipe and to replace the corroded portions of the existing standpipe.

The interior surfaces of all piping shall be clean and free of all dirt, loose scale, rust, and other foreign material before installation. All sprinkler piping with welded outlets or connections shall be free of welding slag and cut-outs. Welded fittings shall not protrude into the path of waterflow.

Protect all apparatus fixtures, materials, equipment and installations so as to prevent damage as a result of new work. Contractor shall replace a no cost increase to the contract sum any item which is marred, defaced, broken, or damaged in any way, prior to the date of final inspection.

Check Valve or Backflow Preventor Requirements

The check valves or backflow preventor assemblies must meet the following requirements:

· Installed on existing fire riser in compliance with Nevada Administrative Code and Nevada Revised Statute requirements.

· Approval from the Nevada State Fire Marshall’s office.

Permitting:

As the Black Rock Administrative Center’s potable water system is protected from the Gerlach Improvement District’s system by a Double Backflow Preventor on the main water service a permit is not anticipated to be required from the NDEP. NDEP clarified verbally that they do not permit the water beyond the meter though confirmation should be sought as the water system is connected to public drinking water fountains.

Upon completing the installation of an automatic sprinkler system, the licensee shall issue a letter of certification to the Authority Having Jurisdiction. The letter must certify that the system has been installed in accordance with the approved plans and all applicable national, state, and local codes. The installer shall properly identify all hydraulically designed automatic sprinkler systems with a permanently attached placard. The placard must show the location and number of sprinkler heads and the density of discharge over the designed area.

INSTALLATION:

The Contractor shall perform the work in a professional workmanlike manner, according to the best practices of the trade. Any deviations found necessary shall be immediately brought to the attention of the Contracting Officer.

The interior surfaces of all piping and equipment shall be clean and free of all dirt, loose scale, rust and other foreign material before installation. All sprinkler piping with welded outlets or connections shall free of welding slag and cut-outs. Welded fittings shall not protrude into the path of the waterflow.

SUBMISSION REQUIREMENTS

The contractor will provide the below support prior to construction:

1. Processing Time: Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer's receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the work to permit processing, including resubmittals. Allow 10 calendar days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.
