SECTION 1 Scope of Work

SECTION 2 Map

SECTION 3 Trail Construction and Bidding Requirements

Section 1 – Scope of Work

PREFACE

These guidelines are issued primarily for outdoor regular maintenance of roads, recreation sites and administrative facilities on Bureau of Land Management (BLM) property.

Construction contracts of the BLM are also governed by the following regulations:

● Federal Acquisition Regulation (FAR), Title 48, Code of Federal Regulations, Chapter 1 The FAR regulations are not included in these guidelines. A complete copy of the FAR is available from the Superintendent of Documents, Congressional Sales Office, U.S. Government Printing Office, Washington, DC 20402.

Scope of Work

Project Objective Design and build a safe, traversable walking trail for the public to enjoy the Guffey Gorge Trail, Guffey, Colorado.

1. Visual Resource Management Class II Objectives and landscape preservation shall be included in all design features.

2. Safety of visitors shall be included in all design features.

3. Contractor shall prioritize materials that have long life cycles. The goal is for minimal maintenance for 20 years.

4. Contractor shall prioritize sustainability and environmentally responsible products throughout the design.

Location Guffey Gorge (Paradise Cove) is located 12 miles East of Guffey Colorado. The Lat/Long of Guffey George parking area/trail heads is: 38°46'07.3"N 105°20'08.7"W

The start of the project #1 is located 500 feet from the parking lot/trail head. The approximant location of the start of the trail parking are is: 38°46'09.0"N 105°20'10.5"W

The start of the project #2 is located 0.3 Miles from the parking lot/trail head. The approximant location of the start of the trail parking are is: 38°46'20.9"N 105°20'05.1"W

Site Conditions The Guffey Gorge trail used to be unregulated area that leaded to misuse and resource damage. The BLM is investing to clean up and restore the area and its reputation. There are multiple projects underway to upgrade and improve the parking area and trail head as well as this project to improve the steepest section of trail.

Guffey Gorge trail starts at the parking lot/trail head and heads 0.5 miles to a natural pool along West Fourmile Creek. The natural pool is great for cooling off in the summer and some visitors even jump into the pool from the surrounding cliffs. The trail is broken into three components:

1. Steep Section #1 – This section of trail is approximnetly 500 feet form the Guffey Gorge Parking lot/trailhead and is less than 0.1 miles. This section of trailer has approximately 50+ feet of elevation change. The trail is very steep, sees a lot of foot traffic, does not have a clear path, is too narrow for two people, and has no drainage structures (lots of erosion when it rains).

2. Parking lot/Trial head to base of steep area #1 and End of Steep section #1 to Steep section #2. This section is approximant 0.3 miles and is NOT APART OF THIS PROJECT. The trail is a pretty easy hike with small elevations changes and two creek crossing

3. Steep Section #2. This section is approximately 0.2 miles and goes from the top of the hill to the end of the trail. The trail is very steep, sees a lot of foot traffic, does not have a clear path, is too narrow for two people, and has no drainage structures (lots of erosion when it rains).

This contract will focus on improving Steep Section #1 and Steep Section #2 of trail only

Access to Trail and Staging Areas Getting to the start of the trail will need to be well thought out and all staging and routes will need to be approved by the BLM COR.

Main Staging Area: The contractor shall stage equipment, supplies, and materials on the other side of the County Road 102 from Guffey Gorge Parking lot/Trail head. Approximant Lat/Long: 38°46'06.7"N 105°20'11.3"W

Secondary Staging Area: The contractor shall stage equipment, supplies, and materials at the top of the hill or starting area. Approximant Lat/Long: 38°46'20.9"N 105°20'05.1"W

Third Staging Area: The contractor shall stage equipment, supplies, and materials at the bottom top of the hill out of the way from people. Approximant Lat/Long: 38°46'18.9"N 105°20'01.4"W

Access to Staging Area Two and Three: NO VEHICLES CAN DRIVE TO THE START OF THE PROJECT. All access, means/methods must be approved by BLM COR. BLM will make every effort to help and assist with guidance for the trail access and construction. Some possible ideas to get supplies, materials, ext to the project include:

1. UTV can make it to the start of the Trail (no farther)

2. Horse or Pack Animals materials/supplies/equipment to start of project

3. Helicopter Sling Long equipment to the top and bottom of the trail
