This amendment is issued to extend the RFQ due date to August 15, 2022 and to answer questions BLM has received as follows. No other changes have been made.
Question: Steep Section #1 has an elevation change of around 50 feet according to the SOW.
What is the elevation gain of Steep Section #2? I would guess 150 feet?
Answer: I was able to look at the survey and the elevation at the highest point on the trail is 8152 Feet, the bottom elevation is 8086 Feet. These elevations are approximant but there look to be a change of around 66 Feet.
Question: Can the new trail line deviate from the current line between the steel cables? Do we have the possibility to go from cliff wall to cliff wall?

Answer: Yes, you have a lot of area to work and the only real limit are the cliff walls and budget. BLM will not ask from anything crazy expensive. The hope is that for example, if you go along the bottom of the cliff wall it would be easier to construct even though it would be longer and the cost would work out to be roughly even to a shorter, steeper section.
Question: Can you drill rock for stairs/structures if it is hidden?
Answer: Yes you are able to drill rock. Related, you are able to blast rock if you have the required permits, give BLM two weeks notice, follow all Colorado safety laws, and follow BLM specification
Question: I am unclear about what is desired with the handrail. The RFP states a handrail is desired for "grades exceeded 8%. Then the
Addendum #1 states ¿Hand Rails - To be placed where is industry best practice (No grade requirement)¿. Can you help me understand what is desired.
Answer: Sorry for the confusion, I just want the trail to be safe, we will rely on your expertise on where we need handrail to make the trail safe.
BLM shall follow all trail building best practice for location of handrails
Question: From the Addendum #1 it states, day long closures are not allowed. Since Steep
Section #2 is narrow and stacked, I can see potential risks for hikers and construction workers.
Answer: Yes, half day or temp closures will be allowed. We just ask for two week notice and that we post it on the trail message board and social media. Also, we would ask the contractor to pick a low volume time for the temp closure.
Question: How wide do you want the tread on section #1 and section #2?
Answer: The trail need to wide enough for two people (one coming uphill and one going downhill). I want to be flexible with width as to allow the contractor to work with the landscape but shoot for 4-6 feet range where possible.

Question: We don¿t find it necessary for
¿everyone¿ to be chainsaw certified. We don¿t think we will be cutting/felling one tree on this project.
Answer: Correct, only the person sawing down the tree needs to be certified, if no tree are fell, then no one would need to be certified.
Question: Budget from the Grant. Does this just include the parking lot, bridges, buck and rail, and trail maintenance all being paid for from the same grant? I asked the guys running the parking lot and they said no it is not the same.
Answer: The grant is only going to the trail portion of the project listed in this contract.
The parking lot is a different contract with a different funding source.
Question: Is 2850 YOUNGFIELD STREET, LAKEWOOD , CO 80215 the address we send our proposal
Answer: please email to me at cnguyen@blm.gov
