QUESTIONS/REQUEST FOR CLARIFICATION

o Hand Rails – To be placed where is industry best practice (No grade requirement) o Question: Is it possible to split this project up into a design project and then a construction project after the design is completed? I feel that my number for construction would be wildly off given the potential variability to the SOW.

Answer: No, we received a one-time grant and have to execute all of the funds this FY. I encourage all companies to visit the site, while design/build can seem like a lot of possibilities the space to work within is limited. In addition, BLM is looking to construct a trail to industry best practices.

o Question: If it is not possible to split this project up, what process is intended to be used to make adjustments to construction estimates if the design chosen requires significantly more materials and/or time than initially conceptualized?

Answer: BLM hopes to enter into a partnership with the winning contractor and to have all parties walk away successful. Per the FAR, this is a fixed priced contract and BLM is looking to build this trail to industry standards. BLM strives to work closely with the contractor and be aware of all scope and cost decisions and how it effects all parties involved.

o Question: Sam.gov has an original response and inactive date of 8/11/2022. Is this the deadline for when the proposals are due?

Answer: Yes, this is the date proposal is due o Question: Is there a page limit for the proposals?

Answer: Please refer to L-6 on Terms and Conditions o Question: Was the site visit on 7/12 mandatory for submitting a proposal?

Answer: No, but BLM Colorado Engineering HIGHLY recommends you visit the site and understand the existing trail.

o Question: RFP states “UTV can make it to the start of the trail (no further)”. Does this mean the start of the main trail? Or the steep sections/construction sites?

Trail Section #1 Answer: Yes, UTV, SXS, Equipment, Ext. can make it to this part of the trail (top and bottom) Trail Section #2 Answer: UTV, SXS, Equipment, Ext. can only make it to:

38°46'15.9"N 105°20'06.8"W Displayed in the map below, the red line show how far UTV, SXS, Equipment, Ext. can get to the red pin. The project starts for the second section of steep trail at the blue circle:

o Question: Can machines (mini trail dozers, excavators and crawlers) access both steep section construction sites and the staging areas 2 & 3? Or does all materials need to brought in by hand/stock/bike/electric bike and built by hand? I am unclear from the "possible ideas to get supplies to the project" on page 5 and the equipment requirements/examples on page 13 Answer: No, equipment can not be driven to the start of trail section #2 based on engineering review of the project. With that being said, engineering is open to creative ideas from the contractor, and we will support creative solution to the maximum extent possible. For example, a contractor could sling load a mini excavator into staging area #2 or #3, this project does not all have to be done by hand; it is up to the contractor to decide the best value and most cost effective solution. BLM Engineering highly recommends visiting the site and understanding the constraints.
