1. GENERAL
The U.S. Fish & Wildlife Service, Region 1, Willard National Fish Hatchery is in need for design-build construction to upgrade a Supervisory Control and Data Acquisition (SCADA) system to monitor water wells, flow meters, and power systems at the Hatchery.
Some new monitoring devices are necessary to complete the work, and are described in the Scope. Due to the periods of winter weather, the types of sensors and location of equipment needs to be considered due to ice and snow.
2. SCOPE
Provide design, programming, and installation of all components necessary to remotely monitor the following.
· 6) raceway head boxes sensors for level and temperature.
· Level and temperature sensors at two screen chambers located on station but roughly 100 yards from main hatchery building.
· Flow and temperature sensors/meters on 2 wells located in the proximity of the screen chambers ~ 100 yards from building. These wells also need to have notification to the SCADA in the event of loss of flow or power when in operation.
· Notification of power loss and 450 kw generator running.
· Work may also include upgrading the existing PLC to a version, which will communicate data with other devices via Ethernet.
Update and adjust the SCADA programming to include the creation of a Screen that will show all the relevant monitoring Data:
· Create a spreadsheet that can save and print out monthly temperature and flow data.
· Home screen will be upgraded to provide an aerial picture of the facility with location of all devises with live readings of sensors and a real time values including status on or off.
· Main alarm screen needs to be relocated from its existing location in the hatchery building shop to the hatchery building break room.
· Upon completion of the installation, provide training with Hatchery Staff personnel to teach how to use, modify, program, and respond. This training shall be in person and provide a manual of operation.
