STATEMENT OF WORK (SOW) AND

TECHNICAL SPECIFICATIONS

FOR

SOLAR POWER FOR SIGNAL HILL RADIO

RECEIVER

AT

BLACK CANYON OF THE GUNNISON NATIONAL PARK

I. DESCRIPTION OF SERVICES

Work effort consists of furnishing materials, labor, and equipment necessary to install an off-grid ground-mounted photovoltaic system at Black Canyon of the Gunnison National Park, located in Montrose County, Colorado. This contract is for a complete turnkey project, including system design and permitting and all materials, equipment, and labor necessary to install the system. The system must be capable of supplying continuous, uninterrupted power for the PTP 700 wireless broadband microwave system manufactured by Cambium Networks (see Attachment #3). There is currently no utility or power service at this location. The final work product shall be in conformance with all requirements found in this SOW.

A. Place of Performance: Location – The system will be installed at a location known as Signal Hill within Black Canyon of the Gunnison National Park (BLCA), a unit of the National Park Service (NPS) located in Montrose County in west-central Colorado, northeast of U.S. 50 and east of US 347 on NPS Black Canyon Road (15 miles northwest of Montrose, CO; see Attachments #1 and #2 for site location).

B. Bidder Requirements: Bidder must have a registered and active account in the System of Award Management (SAM) and be licensed through NABCEP to perform photovoltaic installation. A pre-bid meeting will be held on-site prior to award. Bidder attendance is highly encouraged. Contractor questions and answers from the meeting will be an amendment to the solicitation.

C. Site Conditions: The work is located in a remote area accessed by maintained roads. No power, water, or restrooms are provided on-site. Contractor personnel may not camp in the vicinity of the project. However, there is an established campground within BLCA and lodging in nearby Montrose. All vehicles and equipment shall be confined to site disturbance limits shown in Attachment #1. The area available for installation at the top of Signal Hill is approximately 100 feet by 100 feet, approximately level, and previously disturbed. No survey data is available for the site. Soil type at the site is generally stable and composed of a mixture of decomposed rock, clay and silt. Though excavation required for install is not extensive, soil is rocky and some rock is expected to be encountered during excavation.

D. Period of Performance: Performance time for this task order is 120 calendar days from the date “Notice to Proceed” is issued. Once the work is started, the Contractor is expected to proceed with the work in a continuous and diligent manner until the work is complete. Days of work are limited to Monday – Friday (Excluding Federal holidays) between the hours of 7:00 AM and 5:30 PM unless otherwise arranged in advance with the Contracting Officer.

• On-Site Investigation / Scoping Meeting (within 10 calendar days of award): Initiate and conduct an on-site investigation and meeting with the Government. The purpose of the meeting is to preview the site, review overall expectations for the site, and generally discuss plans for the design effort.

• Conceptual Site Design and Detailed Design Development of Site Elements (20 calendar days into performance): Provide an electronic copy of Conceptual Design documents for Government review. See Section 6 for requirements.

• Technical Requirements: See section III
