Q2. Is the contractor only responsible for powering the PTP700?
A2. Yes, this solar system will be used exclusively to power the PTP7000
Q3. Is the contractor responsible for installing the PTP700?
A3. No, the SOW says nothing about the contractor installing the PTP7000. This has already been purchased and is on-site. This will be installed separately through a different contract that has already been awarded. This is scheduled for the week of May 10 and should be in place before this contract begins. NTP would be issued after this phase is completed. This contract is for installation of the solar power system only.
Q4. Are there any other components that require power for this system?
A4. See #1. This system will exclusively power the microwave link and nothing else will be powered by the system.
Q5. Are there any soil or geotechnical reports for the solar racking system?
A5. There are no geo-technical reports available for the site. Soil conditions are generally stable with some rock expected to be encountered.
This is not expected to be extensive since excavation for the racking should be relatively minimal
Q6. What is the total wattage or kW load of equipment to be powered?
A6. 35kw continuous draw per device. 3 devices with possibility of 2 more in the future
Q7. What is the typical maximum ground snow depth at the site?
A7. Maximum depth is normally 18-24" in that area.
Q8, Can you provide a plan set for Radio
Installation?
A8. This has been requested from the NPS Regional
Radio Coordinator. If it can be provided, it will be forward to the Contracting Officer Marcia
Fox for distribution to offerors

Q9. Who will do Radio Installation?
A9. Can we coordinate with them? Radio installation is being provided jointly through another contract and through the NPS Regional
Radio Coordinator. Coordination is possible.
Q10. What is the typical load of the Radio?
A10. Devices are 35 watt continuous draw, per device; we will start with 3 devices so 105 watts continuous power draw, then possibly add 2 more for a total of 175 watts of continuous draw.
Q11. Will the auxiliary attachment be utilized with the Radio?
A11. There will be no auxiliary attachment used
Q12. What power supply will be used for the
Radio?
A12. All devices will use AC power supplies, so conversion of solar DC to AC so we can connect to a 3-prong AC outlet.
Q13. How many days of battery autonomy are required?
A13. This system requires reliable 24-7 operation so long outages are not acceptable. Batteries should be able to power the system for a minimum of 3 days without solar charging.
Q14. How many Radios will be utilized?
A14. There will be 3 radios with the possibility of expansion of two more radios in the future
Q15. Is there a need for future use of a generator?
A15. No, there are currently no need and no plans for the use of a generator in the future
Q16. Will there be a building or equipment shed provided as part of the radio installation?
A16. The radio equipment will be housed in its own equipment shed. This is already purchased and in storage at the Park Maintenance Complex.
The shed and all radio equipment will be installed the week of May 10 by a separate contract that has already been awarded. NTP for this project would be after this install is completed. The NPS will perform brushing and tree trimming ensure access to the site for all

140P1221Q0027/0003 necessary vehicles, supplies and equipment prior to both contracts.
Q17. If so, would this space be heated, and how?
A17. It is not necessary for this space to be heated and it will not be heated
Q18. Page 2, #1B ¿ Contractor needs to be licensed through NABCEP to perform installation.
Is NABCEP certified inspector acceptable as onsite PM and commissioning, installers not being
NABCEP certified.:
A18. The design and commissioning must be completed by a NABCEP professional.
Q19. Page 4 Section 5 ¿ Will UL Listed components not manufactured in USA be considered?
A19. For UL, it doesn¿t matter, however this contract may require Made in America
Q20. Page 4, Section 5 ¿ Is NABCEP licensed inspector acceptable in lieu of installer?
A20. See #1, the critical parts are the design and commissioning. MUST be completed by NABCEP professional.
Q21. What version of NEC code is required.
Specifies recent/current version?
A21. The current code accepted in Colorado.
National Electrical Manufacturers Association, the Colorado State Electrical Board recently updated Rule 1.2 of its Code of Regulations, which includes adoption of the 2020 National
Electrical Code with no amendments. It became effective on August 1, 2020.
Q22. Estimated snow depth at site.
A22. Currently, the snow depth is right around 10 inches (and melting). Historically Black Canyon receives several feet of snow each winter.
Typical depths at the site will be between 1 and
2 feet.
Q23. Any remote monitoring capabilities, snmpV3 compliance for Government networks?
A23. At this time there is no requirement for remote monitoring
Q24. Any N+1 redundancy requirement?
A24. Some level of redundancy is required. The

140P1221Q0027/0003 park needs 24/7 reliability for the system since it will be powering the park¿s only source of internet connectivity. This is critical to park operations so extended outages are not acceptable
Q25. Any future expansion requirements?
A25. There are currently no plans for expansion in the future at this location.
Q26. Confirm qty (1) PTP microwave radio, 70watts continuous load.
A26. Per the design specifications, 70 watts is the total final load. Please compensate for any other variables such as voltage drop in cables, loss of efficiency over the life span etc.
Q27. Any other site development tasks, tower or fencing requirements?
A27. Any security issues, PV module locking hardware, cabinet locks, theft prevention requirements? There are no other site development tasks planned with this contract. These will be addressed by the park separately.
Q28. What is the PTP radio antenna height?
A28. There will be 3 staggered antennas in total ranging in height from 10 feet to 20 feet
Q29. Are PE stamps required for foundations / racking / electrical?
A29. For foundations and racking, load requirements are not expected to be excessive for a system of this size and function. PE stamps would not be required. For the electrical, a PE
Stamp will be required on any voltage exceeding
120 Volts. We don¿t anticipate this on this system, so a PE Electrical Stamp will not be required. The power level will not generate sufficient power to have DC Arc Flash. Low power, low risk.
Q30. Ground test requirements ¿ what test is preferred and to what limit?
A30. Grounding shall conform to the NEC article
250. The three point (fall of potential, IEEE81) method is preferred. However, other methods are acceptable. The final methodology should be presented to the construction manager for acceptance.

Q31. Preference on AC or DC Coupled solution?
A31. Per NPS IT staff, they prefer the load to be an AC source. How this is developed is per the site design.
Q32. Preferred site footprint?
A32. Since this is within a National Park, it is preferred that the system footprint be kept as small and inconspicuous as possible. The park does not have a preferred footprint per se.
However, the footprint should be kept to the minimum size possible while still including all necessary components and equipment.
Q33. Any preferred battery technology or life expectancy requirements?
A33. The NPS is looking for a balance between economics and life span. We would prefer the bidder to present an economic and life span case and we will evaluate this.
