Notice ID A033991 Airport Shuttle Services for KMC, 23 Feb 2024 Q&As

AMENDMENT 0002 – Additional Clarifications on the Questions and Answers (Q&As) in response to the Sources Sought

Question/Remark Answer Additional Clarification

1. Please provide more details on the specific terms of the concessionaire contract, particularly aspects such and financial arrangements, contract duration, start and end date and exclusive benefits.

- We are looking at a fixed rate concession contract with $7,500 (USD) per month. Rates should be offered as individual and group/family rates (3 people +)

- Duration is anticipated for 5 years (1 base year + 4 option years)

- Start date is estimated around 1 August 2024

- potential exclusivity could be established, if permitted. This would include access on/off the installation

Since we are looking to establish a concessionaire contract, this means that a certain amount of the sales is returned to the 86 FSS. The fixed rate of $7,500 is the amount that the contractor is expected to pay the FSS. In return, base access exclusivity and advertisement advantages will be offered to the awardee.

So the $7,500 does not represent the monthly charges/fees. These are to be determined by the contractor.

2. Please specify number of passengers.

The minimum is 1 up to 40 in a single ride.

3. What happens if the number of passengers varies greatly or in case of cancellations?

Do we need to reserve capacity?

The contractor is responsible for customer reservations, service, cancellations, scheduling, refunds, ridership liability, etc.

4. What does the schedule look like? What happens when flight alterations occur?

The shuttle is supposed to depart 3 times per day from Ramstein Inn and 3 times per day return trip from Frankfurt International, Terminal 1 & 2 (based on reservations). Times should be synched with US departures and arrivals favorable with US departures and arrivals.
