Building 2 HVAC

REQUEST FOR INFORMATION

U.S. Department of Labor, Office of the Senior Procurement Executive (OSPE), Office of the Assistant Secretary for Administration and Management (OASAM), Washington, DC is seeking information on behalf of Mine Safety and Health Administration (MSHA) for Building 2 HVAC.

CONTRACTING OFFICE ADDRESS: U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), Office of the Assistant Secretary for Administration and Management (OASAM) located at 200 Constitution Ave NW, Washington, DC 20210.

INTRODUCTION:

MSHA’s Approval & Certification Center, located in Triadelphia, WV, requires the services for Building 4 HVAC. MSHA’s Approval and Certification Center (A&CC), located in Triadelphia, West Virginia, consists of 96 acres of property and numerous buildings that house laboratories, offices, and storage. The A&CC approves and certifies certain mining products for use in underground coal and gassy underground metal mines. Technical experts evaluate and test equipment, instruments, and materials for compliance with federal regulations. Products evaluated and tested range from extremely small electronic devices to very large mining systems. Following successful completion of evaluation and testing of a product, a license is issued authorizing a manufacturer to produce and distribute products for use in mines.

REQUIREMENT DESCRIPTION:

This requirement for Building 2 HVAC is located at MSHA’s Approval and Certification Center’s campus located in Triadelphia, West Virginia.

Estimated time of award shall be completed within 120 days of starting work.

INDUSTRY FEEDBACK:

This is a REQUEST FOR INFORMATION (RFI) ONLY to obtain industry’s feedback on the anticipated scope of work, potential cost, and performance risks as well as any other related considerations for the required services (see attached “ DRAFT” Requirements Document).

Attachment 1: Market Research Questionnaire:

Please review and respond to the following questions regarding business size.

Please respond to the following questions:

1. Provide your technical comments and recommendations on elements of the attached “Draft” requirement that appear vague. This will assist in development of a well-defined requirement and ensure a more accurate proposal/quote submission.

2. For the project your company is interested in performing, please describe the experience you have in performing.

3. Based on tasks listed in the attached “draft” requirement, provide a recommendation of how the resultant contract should be structured?

4. Are there any potential risks related to performance or cost given this scope of work? If so, please identify and provide recommendations for risk mitigation.

5. What are the key cost drivers?

6. For the project, please provide an estimated performance schedule.

7. The Government has determined NAICS Code 238220 – Plumbing, Heating, and Air-Conditioning Contractors to be the most appropriate for this requirement. Are there any other NAICS that your company would recommend as appropriate for this type of work? If suggesting another NAICS, please answer the bullets in the questionnaire above using alternate NAICS.

8. Please provide details regarding potential joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements. Offerors are encouraged to identify teams, indicating each team member's size based upon the NAICS code of the work that the team member may be doing and provide size status information.

9. Is your company anticipating subcontracting to satisfy requirements? If so, identify the anticipated subcontracting efforts and the types of the work the subcontractor would be performing? If your company is a large business, how successful have you been in meeting small business subcontracting goals?

10. Are any of the tasks subject to the Service Contract Labor Standards (formerly known as the Service Contract Act of 1965)?

11. What recommendations can your company provide that are innovative and cost-saving on these types of projects?

12. Can a rough order of magnitude (ROM) for each project be provided? If not, what information is needed?

13. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.

SUBMISSION DETAILS:

Submissions shall reference RFI No. “DOLC4-26-RFI-0006 – Building 2 HVAC” in the subject line.

Interested parties who wish to respond to this RFI should send responses via email no later than 25 May 2026, 2:00 PM Eastern Standard Time (EST) to jackson.alicia.m@dol.gov and whiddon.michael.v@dol.gov.

Interested parties should respond to the areas of concerns cited under the “INDUSTRY FEEDBACK” section of this document. No page limitations for responses.

Questions and comments regarding this requirement will be accepted and reviewed. The Government will provide answers if the Government determines responses are warranted.

Submissions must include:

1) Company Capabilities Statement

2) Responses to all questions cited in “Industry Feedback” section of this RFI

3) Business name and address

4) Name of company representative and their business title

5) Type of Business

6) Business Size

7) Socio-economic Status; and

8) DUNS Number

PROPRIETARY INFORMATION:

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government personal reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.

The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
