About this file
This is a Sources Sought Notice issued by the Mission and Installation Contracting Command (MICC) – Fort Belvoir, Virginia, seeking market research information regarding the procurement of Catholic clergy services.
Requirement Overview: MICC – Fort Belvoir is seeking a Catholic priest to provide regular and special Catholic mass, sacraments, and confessions on an "as needed" basis at Joint Base Myer-Henderson Hall (JBMHH). The contractor will serve as the subject matter expert (SME) on Catholic religious instruction in compliance with the Archdiocese for Military Services (AMS) conformity listing. A critical qualification requirement is that the Archdiocese for Military Services must endorse the priest; endorsements are granted only to priests contracting directly with the military installation's contracting office, not to priests subcontracted through third-party contractors. The contract will comply with FAR provisions on limitations on subcontracting.
Response Requirements and Timeline: Capability statements must not exceed five pages and should address: firm information and small business status; interest as prime contractor or teaming arrangements; previous experience on similar requirements; pricing information and commercial availability; recommendations for structuring the contract to facilitate small business competition; and identification of any competition-restricting conditions. The anticipated NAICS code is 813110 (Religious Organizations) with a $13,000,000 size standard. Responses must be emailed to Contract Specialist Swamana Rogers (swamana.n.rogers.civ@army.mil) with a courtesy copy to Contracting Officer Rickey G. Hampton (rickey.g.hampton.civ@army.mil) no later than June 10, 2026, at 3:00 a.m. Eastern Time. The Government intends to award through full and open competition and will not pay for information or administrative costs incurred in response to this notice.
