About this file
This is a Sole Source/Brand Name Justification document for a simplified acquisition under the $350,000 Simplified Acquisition Threshold (SAT).
The Engineer Research and Development Center – Environmental Laboratory (ERDC-EL) seeks to procure YSI (Xylem Brand) multiparameter water meters and flow tracker systems as a new requirement on a firm-fixed-price basis. The justification establishes that YSI equipment is the sole source available because the Government's Aquatic Ecology and Invasive Species Branch and Wetlands Coastal Ecology Branch currently operate an extensive inventory of YSI equipment representing a significant capital investment. YSI sensors and sondes utilize proprietary technology incompatible with other manufacturers' systems; procuring alternative brands would render existing equipment unusable and necessitate costly, time-consuming replacement of entire systems rather than purchase of compatible accessories. Market research conducted in July 2026 confirmed the requirement cannot be satisfied through GSA Advantage or Ability One vendors. The NAICS code is 334514 (Totalizing Fluid Meter and Counting Device Manufacturing) with a small business size standard of 850 employees. The justification identifies at least 20 YSI distributors with active SAM registrations, including 12 small businesses and 7 large businesses, which will be included in a combined synopsis/solicitation posted on SAM.gov to maximize competition among YSI vendors. The Contracting Officer has determined the anticipated cost is fair and reasonable based on price analysis techniques and approved the justification subject to fund availability.

3. Description of Supplies/Services: The ERDC's Environmental Laboratory (EL) Aquatic Ecology and Invasive Species Branch (EEA) requires the acquisition of new brand name YSI multiparameter water meters and flow tracker systems. This equipment will need to be compatible with the already owned Government YSI equipment.
The total estimated dollar value of the proposed action is
4. Authority: RFO 12.102(a) requires the Government to document decisions to restrict competition, including the use of brand name descriptions without allowing for equal products.
For an acquisition valued at or below the SAT, the documentation must identify the decision that only one source is available and the basis for that decision.
5. Reason for Authority Cited: The requirement is for YSI (a Xylem Brand) equipment, which is essential for full compatibility and interoperability with the Government's substantial existing inventory of YSI water quality monitoring systems.
The Environmental Laboratory's Aquatic Ecology and Invasive Species Branch and Wetlands Coastal Ecology Branch currently own and operate an extensive suite of YSI equipment, representing a significant capital investment of over The purpose of this procurement is to acquire additional sones, sensors, and flow trackers that will augment these existing systems for critical field research.
The currently owned YSI sensors and sondes utilize proprietary technology and are not compatible with systems from any other manufacturer. Therefore, procuring any brand other than YSI would render the Government's existing investment in equipment unusable. This would necessitate the costly and time-consuming replacement of entire systems, rather than the purchase of compatible accessories as requested. This would cause significant operational delays substantially increase the overall cost to the Government, hindering the Environmental
