About this file

This Statement of Work (SOW) outlines improvements to the existing water treatment facility at the Monument Fire Center, located 3 miles west of Monument, Colorado. The project requires the contractor to install Optimal Corrosion Control Treatment (OCCT) equipment to address soluble lead in the well water and comply with Colorado Department of Public Health and Environment (CDPHE) regulations. The facility serves the Pike Interagency Hotshot and Monument Helitack crews, with a year-round staff ranging from 20 to 46 employees across seven buildings. The existing water system is a public non-transient non-community (NTNC) system utilizing a 600-foot-deep well with 10 gallons-per-minute production capacity, feeding into a 6,000-gallon storage tank that gravity feeds the distribution system.

The contractor shall provide all labor, materials, equipment, utilities, and associated costs to install new treatment process equipment, including filter housings, baffle tanks, chemical feed pumps, monitoring instrumentation, valves, and piping. Work includes demolition of the existing treatment building, installation of electrical wiring and HVAC systems, and all site-related improvements. The contractor must also supply temporary facilities, implement a weekly trash removal program, and arrange Forest Service Heritage staff observation during excavation. Key deliverables include a construction schedule due at the pre-work conference, material and equipment submittals during construction, quality control reports, an Operations & Maintenance manual prior to final inspection, and as-built drawings prior to final inspection. The Government will furnish the new water treatment building (anticipated completion by May 30, 2026) and provide water and electricity for construction purposes. The contractor must designate a Project Manager and Project Superintendent as key personnel. All work shall be completed by August 31, 2026, with all travel and mobilization costs included in the contractor's proposal.

STATEMENT OF WORK

WATER TREATMENT FACILITY

1.0 Project Location and Description

1.1 Location

The Monument Fire Center on the Pikes Peak Ranger District is located approximately 3 miles west of the Town of Monument, Colorado.

a) The site address is: 3751 Mount Herman Road, Monument, CO 80132

1.2 Description:

The purpose of this project is to complete improvements to the existing water treatment facility at the Monument Fire Center. The water treatment facility supplies potable drinking water to the fire center staff. Due to the periodic presence of soluble lead in the well water, the Government is required to add Optimal Corrosion Control Treatment (OCCT) to the water treatment facility to comply with Colorado Department of Public Health and Environment (CDPHE) regulations.

2.0 Background

2.1 The Monument Fire Center includes living and working facilities for the Pike Interagency Hotshot and Monument Helitack crews. The crews are national assets that respond to wildfires and provide support throughout the entire fire management process.

The center resides on a 1,000-acre compound on the Pike National Forest, located three miles west of Monument, Colorado, at an elevation of 7,256 feet. The site is staffed permanently year-round with the highest population potential over spring, summer, and fall. The site population varies during the year with a minimum of 20 permanent full-time employees to as many as 46 full-time employees including seasonals.

The distribution system serves seven buildings including Bunkhouses A, B, and C, a 3-Story Office Building, a Classroom Building, a Dwelling, and a Helitack Office. The water system is a public NTNC system (CDPHE Public Water System ID CO0321525) utilizing ground water and operated by a contracted operator. The water system is classified as a class “B” water treatment facility and the distribution system is a class “1” water distribution system.

The source is a 600’ deep well with a well pump installed at approximately 560 feet. The production rate is 10 gpm. Water is pumped from the well through a treatment building to a 6,000-gallon storage tank approximately 60’ above the treatment building. The tank gravity feeds into the distribution system.
