1.5 SCOPE ALLOCATION AND OWNER-FURNISHED ITEMS

This project is funded by a Native American Agriculture Fund (NAAF) grant awarded to Wingate High School. The grant funds two distinct categories of cost: the design and construction work required by this Statement of Work, and loose, non-fixed equipment and supplies that the school procures separately. Only the work described in Section 1.5.1 is within the scope of this contract. Offerors shall not price the items listed in Section 1.5.2.

1.5.1 Within the Scope of This Contract

· The pre-manufactured greenhouse package identified in Section 3.9, as shown on manufacturer drawing sheets 001 through 006 — structure, frame, glazing, doors, exhaust fans, motorized inlet shutters, evaporative cooling wall, environmental controller and sensor, gas-fired unit heaters, and horizontal air flow fans.

· Site preparation, clearing, and grading.

· Concrete pier footings and foundation, including anchor bolts and interior slab.

· Complete electrical service, wiring, conduit, sub-panels, disconnects, and final connections to all greenhouse equipment.

· All permits, inspections, and related fees.

· Assembly, erection, system integration, testing, commissioning, training, documentation, and warranty service as described in Sections 4.0 through 6.0.

The manufacturer’s drawings assign several items to the “Owner,” including site preparation; all electrical wiring, conduit, sub-panels, and connections; all mechanical hook-ups for gas, water, and vent piping rough-in and final connections; the interior concrete slab or floor; and all permits and related fees. For purposes of this acquisition, each of those items is the responsibility of the Contractor and shall be included in the proposed price. Offerors shall not rely on the manufacturer’s owner/contractor allocation.

1.5.2 Not Within the Scope of This Contract

The following are loose or non-fixed items procured directly by the school and are not to be furnished, installed, or priced by the Contractor:

· Growing benches. Manufacturer drawing sheet 007 is labeled “Optional Bench Plan” and is provided for layout reference only.

The construction documents reviewed and approved by DSRM (Appendix A) are based on that package. A Brand Name Justification supporting this requirement is on file with the Contracting Officer.

Substitutions and “or equal” proposals are not permitted for the items listed below. The Contractor shall furnish the pre-manufactured greenhouse package and its integral components exactly as specified:

· Greenhouse structure: Greenhouse Megastore “Texan” Teaching Greenhouse Package, 72 ft × 41 ft 6 in × 8 ft sidewall, galvanized steel frame with 8mm twinwall polycarbonate glazing

The package is further defined by the manufacturer’s drawing set, sheets 001 through 006, and the equipment schedule on sheet 005, which identifies the specific manufacturers and models to be furnished: J&D Manufacturing VNS50CS 50" sloped-wall exhaust fans; J&D Manufacturing VBG12 12" horizontal air flow fans; J&D Manufacturing VRSG48A 48" motorized inlet shutters; Modine PTP175-11 gas-fired unit heaters; Link4 iGrow 800 (CT-411) environmental controller; QuietAire EVSS6 4 ft × 35 ft × 6 in stainless steel evaporative cooler; and Plyco DR-PL20S insulated doors. Drawing sheets 007 (Optional Bench Plan) and 008 (Optional Irrigation Plan) are marked optional and are not within the scope of this contract; see Section 1.5.

Commodity construction materials that are not part of the manufactured package — including concrete, reinforcing steel, conduit, wire, junction boxes, piping, valves, backflow preventers, and similar items — are not subject to this restriction and shall meet the specifications in Sections 2.0 and 3.0 of this Statement of Work.

Any request to depart from the specified package shall be submitted in writing to the Contracting Officer and will be evaluated against the terms of the NAAF grant award and the DSRM-approved construction documents. The Contracting Officer is the only individual authorized to approve such a request.
