About this file

This file contains waiver requests and approvals from the Massachusetts Department of Transportation (MassDOT) Highway Division for non-standard design details on the Oxford Bridge Replacement Project (Proposal No. 605323-136790), which involves the replacement of Bridge O-06-030 carrying State Route 56 (Leicester Street) over the French River in Oxford, Massachusetts. The project proposes to replace the existing bridge superstructure while maintaining the existing abutments and U-wingwalls. CDR Maguire Inc. submitted requests for approval of two non-standard details: (1) a precast concrete moment slab design to support S3-TL4 bridge railing, and (2) curved thrie beam guardrail segments at the southerly corners of the bridge in lieu of standard bridge rail to highway guardrail transition units. The moment slab detail was submitted on February 7, 2024, and approved by State Bridge Engineer Alexander K. Bardow on February 16, 2024. The non-conforming guardrail segments were submitted on March 7, 2024, and approved by Chief Engineer Carrie Lavallee on April 18, 2024, following review by MassDOT's Design Solutions Committee at meetings held on February 27, 2024, and March 26, 2024.

The moment slab design was necessitated because the existing unreinforced concrete substructures were not originally designed for collision loading. The proposed moment slabs will be designed in accordance with NCHRP WebOnly Document 326 for TL4 loading with a minimum length of 10 feet per Table 91, and are comparable to moment slab details previously used on the Acceler8 project on I-90. The curved thrie beam guardrail segments at both the southwest and southeast corners address site constraints created by the proximity of Mill Street and Commins Road intersections, where insufficient space exists for standard transition units. MassDOT determined that the proposed non-standard safety hardware elements are acceptable, will closely match fully-conforming systems, and provide improved safety benefits over existing conditions. All approvals authorized the contractor to proceed with the non-standard designs as presented.

RE: 605323 – Oxford Bridge Superstructure Replacement Moment Slab Detail Approval Request

Dear Alex:

The purpose of this memo is to obtain approval of a non‐standard detail for the use of a precast concrete moment slab, as detailed in drawing as shown in the bridge sketch plans.

The Oxford Bridge Project (605323) proposes to replace the existing bridge superstructure while maintaining the existing abutments and U‐Wingwalls. Because of the U‐wingwall configuration, the proposed bridge barrier, S3‐TL4, would typically be mounted on the tops of the U‐wings at each quadrant. However, the existing substructures are unreinforced concrete and were never designed for collision loading. Therefore, the use of moment slabs is proposed to isolate these forces from the wingwalls. The moment slabs will be designed in accordance with NCHRP Web‐Only Document 326 for TL‐4 loading, matching the proposed S3‐TL4 bridge rail. Each moment slab section will have a minimum length of 10 feet per Table 9‐1 in NCHRP

326. The proposed details (see below) are similar to the moment slab detail successfully used on the Acceler‐8 project on I‐90.

Precast Concrete Moment Slab Detail from the Oxford Bridge Sketch Plans

The moment slab detail drew a review comment from MassDOT stating that the use of this non‐standard detail requires formal approval from the Bridge Engineer. Therefore, I am submitting this memo to request approval.

Subject: Oxford – Leicester Road (Route 56) over the French River Project Number 605323 Use of Non-Conforming Safety Hardware

Adam G. Nicastro, P.E.

Technical Practice Lead - Highway CDR Maguire Inc.

35 Village Road, Suite 100 Middleton, MA 01949 adam.nicastro@cdrmaguire.com

Dear Mr. Nicastro:

MassDOT has completed its review of your letter dated March 7, 2024, for approval to install non-conforming guardrail segments at the southerly corners of the bridge carrying Leicester Road over the French River (O-06-030) in Oxford. Due to the close proximity of the intersection with Mill Street at the southwest corner of the bridge and the intersection with Commins Road at the southeast corner of the bridge, there is insufficient space available to install standard bridge rail to highway guardrail transition units at each location. Therefore, CDR Maguire is proposing to install curved thrie beam guardrail from the southerly bridge end posts of Bridge O-06-030, in lieu of standard transition units that would conform with Standard Drawing Number 400.3.6.

The curved thrie beam guardrail at the southwest corner is proposed to transition to a short segment of TL-3 w-beam guardrail, which will then be terminated with a trailing anchorage assembly. The curved thrie beam guardrail at the southeast corner is proposed to transition to an existing run of NCHRP-350 TL-3 w-beam guardrail. Both transitions will occur along tangents.

MassDOT’s Design Solutions Committee discussed these design elements at its meetings on February 27, 2024, and March 26, 2024. Based on comments provided at the February meeting, you revised your design accordingly, and submitted a letter with justification and design details for the non-standard safety hardware elements, dated March 7, 2024.

MassDOT has determined that your justification for installing curved thrie beam guardrail segments in lieu of standard bridge rail to highway guardrail transition units at the southerly corners of Bridge O-06-030 as part of the subject project is acceptable and appropriate for this location.

MassDOT has also determined that the proposed systems will closely match fully-conforming systems and that the proposed systems will be an improvement over the existing systems at each

Thank you for your attention to this matter. If you have any further questions, please contact Tom DiPaolo, Assistant Chief Engineer, at thomas.dipaolo@dot.state.ma.us.
