About this file
This is a Statement of Work (SOW) for the procurement of an Optical Cryogenic Quantum System by Argonne National Laboratory's Center for Nanoscale Materials (CNM), a Department of Energy Office of Science user facility. The system consists of a cryogen-free dilution refrigerator with a THz source capable of operating at temperatures below 10 millikelvin, with multiple accessible temperature stages (50K, 4K, 100 mK, and 10 mK), and a THz frequency range from DC to 2.7 THz. The instrument will support simultaneous optical, THz, microwave, mechanical, magnetic, and DC experiments for quantum information science, condensed matter physics, light-matter interactions, optical spectroscopy, and cryogenic electronics research.
The contractor must engineer, manufacture, and assemble the Instrument with a fully welded main heat exchanger, demonstrating high cooling power specifications of 14 W at 20 mK and 450 W at 100 mK with 18L of He3. The contractor is responsible for factory testing at their facility to verify compliance with technical specifications, followed by delivery, reassembly, testing, and commissioning at CNM in Lab B128, Building 440 at Argonne National Laboratory. Quotations were required by August 26, 2026, with evaluation based on lowest price, technically acceptable criteria. Offerors must submit completed ANL-70 Request for Quotation and ANL-70B Representations and Certifications forms, technical compliance documentation, country of origin certification, and lead time information for delivery to Lemont, Illinois (FOB Destination or DAP if shipping from foreign location).

Argonne National Laboratory Statement of Work Optical Cryogenic Quantum System 07/09/2026
1 Background The Optical Cryogenic Quantum System, hereafter referred to as the “Instrument”, consists of a cryogen-free dilution refrigerator with a THz source. The cryogen-free dilution refrigerator provides fully automated, continuous operation at < 10mK temperature, while also providing access to multiple temperature stages including 50K, 4K, 100 mK and 10 mK. The THz source covers a frequency range from DC to 2.7 THz. Combined with multiple measurement configurations, the Instrument will support simultaneous optical, THz, microwave, mechanical, magnetic, and DC experiments, creating a highly versatile user facility platform for staff science and user research across a broad range of fields such as quantum information science, condensed matter physics, light-matter interactions, optical spectroscopy and cryogenic electronics.
The Center for Nanoscale Materials (CNM) at Argonne National Laboratory, a U.S. Department of Energy Office of Science user facility, is supporting the procurement of this new Optical Cryogenic Quantum System to advance both staff science and user research. The system will be procured and installed in Lab B128, Building 440, at Argonne National Laboratory.
2 Scope This Statement of Work (SOW) will be the basis for the procurement of the Optical Cryogenic Quantum System for the CNM at Argonne National Laboratory (ANL). The contractor will engineer, manufacture and assemble the Instrument. The contractor shall first test the Instrument at the contractor’s facility to demonstrate that the Instrument meets the required technical specifications under the Acceptance Test Requirements. The contractor shall then deliver, reassemble, test and commission the Instrument at CNM. It is the contractor’s responsibility to ensure that the Instrument complies with all the specification requirements and the safety codes and standards 3 Technical Requirements
· Fully welded main heat exchanger provides indefinite trouble-free operation compared to the use of soft solder joints which are prone to developing leaks.
· High cooling power of 14 µW @ 20 mK and 450 µW @ 100 mK (with 18L of He3) measured directly from the sample mounting flange far away from the mixing chamber.
· The base temperature <10 mK is guaranteed with all factory installed wiring.
· All pumps and the mixture compressor are oil-free and the compressor for the mixture circulation is not of membrane type and thus there is no risk of rupture which could lead to mixture loss/contamination.
· The mixture circulation pump is maintenance-free with a 6-year average service life with advanced diagnostics.
· Large experimental space of 294mm with side dilution unit maximizing the available useful experimental space.
· Variety of access ports between RT and MXC flange primary ones being: 2× KF63 and 5× KF40 line of sights ports.
· Optical access including both fiber optics and free space optics covering wavelength range from 400 nm to 2000 nm.
· THz (0.04 - 2 THz) access is available through both top ports and side windows.
· 6-1-1 T vector magnet to apply magnetic field at arbitrary direction
· The pulse tube allows the 4K flange temperature to be elevated to 5K without affecting the operation of the dilution refrigerator, significantly improving the cooling power of the 4K flange. Additionally, the cooling power is enhanced at fixed temperatures, such as 3K. Please note that the cooling power is measured when installed in the 4K flange as opposed to other measurements such as the 2nd stage.
· The system has a modular design and in case of parts failure they are to be promptly replaced - no long and tedious repairs.
· Over 2 years up-time with long life trap option.
· Unlimited telephone and email support during normal business hours for free and the response time to the initial inquiries promptly.

· The contractor shall be responsible for supplying all materials, including (but not limited to) the construction of all tools, jigs, fixtures, and test equipment required to complete the engineering, manufacturing, assembly, inspecting, testing, delivery, and installing of the Instrument.
· Prior to delivery to ANL, the Instrument shall be tested at the contractor’s facility to demonstrate operation of the Instrument to match the criteria defined in the Technical Specifications under the Acceptance Test Requirements and provide a factory acceptance test report (FAT). The Instrument shall be fully assembled and be representative of the final as-delivered configuration for this Factory Acceptance Test (FAT).
· All test data and images shall be documented in the FAT reports and sent to ANL prior to the Instrument delivery. Acceptance of the test data is contingent upon data review and written approval by the technical representative prior to shipment of the Instrument.
· The contractor shall work with the CNM technical representative to create work control documents (e.g. Job Safety Analysis) for the installation of the Instrument at CNM.
· Disassemble the Instrument at the contractor’s site and ship the Instrument to CNM.
6 Tool Installation ANL will supply personnel for the following installation tasks at CNM:
· Supply all required facilities including electrical, process chilled water, compressed air and process gases.
· Unload containers and trucks after receiving shipment.
· Stage the Instrument at the installation site at CNM.
The contractor shall:
· Reassemble all components of the system disassembled for transportation to CNM.
· Return the Instrument to operating status at CNM.
· Demonstrate operation of the Instrument to match the criteria defined in the Technical Specifications under Acceptance Test Requirements, and provide a site acceptance test report (SAT). Comment by Young, Jim: I remember you saying you were working on this. Am I correct?
· Provide training for the staff at the CNM on the operation of the tool, any common maintenance practices to ensure that the tool performs well, and troubleshooting techniques to identify problems as they arise.
· Provide maintenance and operating manuals to the tool scientific contact.
